1. Planning — Capacity Agreement
Planning recommends approval of a capacity agreement with Greenridge Landfill in
Scottdale, PA for the period of August 26, 2020 to August 26, 2033.
2. Parks and Recreation — Discovery Cove
Planning requests authorization to bid the Discovery Cove development project in Cross
Creek County Park. Costs would be paid with Gas Lease Funds.
3. Liquid Fuels — Buffalo 29
Planning requests authorization to re -bid the replacement of the Buffalo 29 bridge in Blaine
Township. Costs would be paid with Act 13 bridge funds.
4. Fair — Hall 3
Planning requests authorization to re -bid the re -construction of Hall 3 at the Washington
County Fairgrounds. Costs would be paid with LSA funds and fair gas lease funds.

AGENDA MEETING — November 3, 2021
Finance, on behalf of the Redevelopment Authority of the County of Washington as Agent for
Washington County Airport, respectfully requests the Board of Commissioners approve a grant
offer and agreement with the Commonwealth of Pennsylvania, Department of Transportation,
Bureau of Aviation for additional funding under the Coronavirus Response and Relief
Supplemental Appropriations Act. The grant is in the amount of $23,000 and will be for the
time period of date of acceptance through June 30, 2024.
2. Finance, on behalf of Juvenile Probation Services, respectfully requests the Board of
Commissioners approve an award notification with the Commonwealth of Pennsylvania,
Juvenile Court Judges' Commission for the juvenile probation services grant. The grant is in the
amount of $250,889 and will be for the time period of July 1, 2021 through June 30, 2022.
3. Finance, on behalf of the Coroner, respectfully requests the Board of Commissioners approve
the addition of Brittany Harmon and Kaitlyn McElheny for diener/autopsy technician services at
the previously approved rates.
4. Finance respectfully requests the Board of Commissioners approve an amendment with Tyler
Technologies to reflect the discontinuation of iasWorld Tax Billing and Collection and Tax
Claim (Delinquent Tax) maintenance and support services. The decreased annual cost will be
$147,580 for the period of March 1, 2021 through February 28, 2022.

3. Children and Youth Services — Purchase of Service Agreement
Children and Youth Services is requesting approval of a purchase of service agreement with
Carrie O'Connell, Esq. to represent Children and Youth Services in Juvenile Court for the period
of July 1, 2021 through June 30, 2022. Services will be billed at $65.00 per hour and no additional
county funds are required.

1. Bid extension - Plumbing Services — Contract #101420-1PS
Purchasing, respectfully requests the Board of County Commissioners approve an extension
of our contract with McVehil Plumbing, Heating & Supply Co., Inc., Washington PA.
This contract is for plumbing services on a "Time & Material" basis. All material is at a 15%
discount from list price.
If approved, this contract extension will be effective November 1, 2021 through October 31,
2022. This extension is in accordance with the original bid documents.
B. Bid Contract Purchases
1. EMCOR (Scalise Industries) Contract #112118-HVAC — WCCF Roof Ton Unit
Purchasing, on behalf of Warden Fewell, Correctional Facility, respectfully requests the
Board of County Commissioners approve a purchase from EMCOR (Scalise Industries)
Services, our contract of record, of Lawrence, PA. to replace an air compressor for the
rooftop air handling heating a/c unit at the Washington County Correctional Facility. The
total cost is $17,842.00 and has been recommended for Act 13 Funding.
NOTE: THIS PURCHASE FOR THE CORRECTIONAL FACILITY IS
CONTINGENT UPON PRISION BOARD APPROVAL.
C. Change Order to Bid Contract
Purchasing respectfully requests the Board of County Commissioners approve the following
change order.
1. Change Order -Courthouse Renointing - Contract #120920- Renointing
Purchasing, on behalf of Justin Welsh, Building & Grounds, respectfully requests the Board
of County Commissioners approve the following change order, #5, with Allegheny
Restoration Inc., Pittsburgh, PA at a total cost of $58,200.00. This Change Order will
increase the amount of their current contract to $1,706,450.00.
Note: Allegheny Restoration Inc. shall provide all Labor, Material and Equipment to
complete the following scope of work:
Staircase Back Pointing, Painting and Caulking (Cherry Alley & Beau Street)
1. Remove all deteriorated mortar from the stair treads and risers joints.
2. Back point all joints leaving a 3/4 " recessed joint.
3. Install a urethane caulking (Sikaflex 15 LM) to all stair joints tooled to a neat finish.
4. Repaint door frame at entrance door (Color -Bronze)
Boiler Room Exterior, Cleaning, Re -Pointing and Sealing
1. Clean all stone surfaces free of all dirt and stains.
2. Re -Point all mortar joints
3. Apply a coat of Garland Seal -a Pore to all stone and mortar surfaces.
Elevator Room Exterior Patching and Coatings
1. Patch all deteriorated stucco finishes to match existing.
2. Apply a coat of MaterProtect HB 400 to all stucco surfaces. (Color to match Stone)
3. Paint 3 existing vents (Color -Bronze)
3 Rooftop Exit Doorway Canapes Cleaning, Patching and Coatings
1. Clean all stucco surfaces free of all contaminates.
2. Patch all spalled and deteriorated wall and ceiling stucco.
3. Apply a coat of MasterProtect HB400 to all stucco surfaces (Color to match stone)
Stone Repair
1. Patching of all damaged and deteriorating decorative and columns stone.
South Elevation Brick and Stone Retaining Wall -Cleaning, Repointing, Brick
Replacement, Caulking and Sealing (6-7' High x 150' Long)
1. Sawcut all mortar joints to a 5/8 " depth
2. Clean all brick and stone free of all dirt and stains
3. Replace all deteriorated brick and reset all dislodged stone.
4. Caulk all capstone Butt Joints.
5. Apply a coat of Garland Seal -A -pore Waterproofing to all masonry surfaces.
II. AGREEMENTS & CONTRACTS/ADDENDUM
A. Professional Service Aereements
1. Comcast Business Agreement
Purchasing, on behalf of the Lisa Cessna, Planning, respectfully requests the Board of
County Commissioners enter into an agreement with Comcast Business for the Mingo Park
Location for Business internet 200/20 Mbps and Security Edge at a cost of $253.24 for year
one, 263.24 year two, plus a one time $29.95 installation charge.
If approved, this Agreement will continue for two years unless cancelled providing a thirty
day notice. This expense will be paid from their operating budget.

Note: The internet speed we currently have has been retired and no longer offered by
Comcast because of faster, updated speeds now available. We will pay $3.20 more than our
current agreement.
2. Remington and Vernick Engineers (RVE)-- Contract #112520-RFP-A/E
Purchasing, on behalf of Justin Welsh, Director of Building & Grounds, respectfully
requests the Board of County Commissioners approve an agreement with Remington and
Vernick Engineers (RVE), Pittsburgh, PA to provide an HVAC Evaluation and
Filtration Recommendation for the listed buildings at their contractual hourly rates with a
not to exceed figure of $37,340, plus a not to exceed amount of $750.00 for all reimbursable
expenses as outlined within our agreement.

PROJECT ACTIVITY REPORT

WASHINGTON COUNTY LOCAL SHARE ACCOUNT
PROGRAM
Requests for funding under the 2022 Local Share Account
(LSA) Program year were due on October 27. We received
66 applications requesting approximately $16.3 million.
The applications were reviewed for completeness by our
staff. All application information received will be converted
to PDF files and copied to USB flash drives for distribution
to the LSA Review Committee members.
The Review Committee will begin their review and
evaluation of the applications in November. It is anticipated
that the Public Briefing Sessions will be held in January and
the Board of Commissioners will take action on the projects
selected for submission to DCED in February. Projects will
be submitted to DCED before the March 31, 2022 deadline.

PROJECT ACTIVITY
LEADERSHIP WASHINGTON COUNTY
On October 19, RACW sponsored the Business and Economic
Development Session for Leadership Washington County, which
included 23 class participants. In the morning, RACW provided
an overview of economic development activities in the County.
After lunch, the class learned about the Local Share Account
Program. The session concluded with presentations from Laurel
Ziemba on the Oil and Gas Industry, Ben Brown on activities
being undertaken by the Mon Valley Alliance, and Chase McClain
spoke about Economic Drivers and Tourism in Washington County.
MONONGAHELA FIRE STATION IMPROVEMENTS Bid Opening
PROJECT NO. CD 21-19 November 10, 2021
This project involves replacement of the four existing garage
doors of the fire station located at 451 West Main Street.
