An Executive Session was held at 10 a.m. on Wednesday, May 18, 2022, following the agenda meeting to
discuss personnel and litigation. The regularly scheduled Salary Board and Retirement Board meetings will
be immediately following today's meeting. All county offices will be closed Monday, May 30, 2022, in
observance of Memorial Day.

Mary Lynn Spilak accepted the proclamation on behalf of the many Senior Citizen Centers. Older
Americans bring many contributions to the community including leadership to the centers. These
contributions often go unsung.
Executive Director of SWPA Area Agency on Aging, Leslie Grenfell, also thanked the
Commissioners for their ongoing support. She also thanked the director, Mary Lynn Spilak and her staff, for
always doing a great job.
Ms. Grenfell then introduced Cathy Costantino Washington's Area Agency on Aging County
Supervisor. She stated that we do have provider agencies as well as excellent senior center staff leadership.
President of the Washington County Advisory Council Debbie DeStefano thanked all those
associated that are working with the senior citizen centers. Especially working through this pandemic. She
also stated to keep coming to the centers, this is what makes us stronger. Ms. DeStefano also thanked the
Commissioners for always supporting the aging programs. The Cosioners were each presented with a
gift.

Laura Hough said mail -in ballot applications that are being sent to people via third -parties like the
Center for Voter Information. She said it is very misleading in nature.
Bruce Bandel discussed the 2000 Mules movie and said people are taking this issue very seriously.
Their group would like to sit down with the Commissioners to get some answers and settle this issue here and
now.
Camille Papia discussed flag decorum, pointing out that a lot of people do not display the American
flag properly. She said the American Legion has drop off boxes for the proper disposal of flags. She also
discussed Home Rule Charter and how it could have been utilized to implement term limits, to consolidate
row offices, and replace the Board of Commissioners with an 11-member board. She encouraged those who
are unhappy with the board to get on the ballot.
Don Fitch wants these people to drop the talk of the big he and allow the Board of Commissioners to
get on with county business. He pointed out that Donald Trump lost the election, but it won't make a
difference to the people who believe a web of lies. He said Putin supported trolls to get Trump elected in
2016.
Antionette Fitch cited a 2019 AARP newsletter that warned seniors citizens about the dangers of
identity theft. Yet, she said politically motivated individuals are harassing the board to audit a two -year -old
election, putting the identity and personal information of every registered voted at risk. These requests are an
assault on our personal freedoms and the Board of Commissioners owe it to their constituents to stop this
nonsense.
Phyllis L. Waller stated the Board of Commissioners always return her calls, but she doesn't attend the
meetings because there is too much negativity. She is against an audit of the vote.
Dheaven Kelly asked that a referendum be placed on the November ballot to let people vote on
whether they want to use machines or paper ballots for elections.

for a unified turnkey solution providing broadband connectivity for 97 residents and five businesses in the
Scenery Hill area, to DQE Communications, Pittsburgh, Pa., for 1.30 miles of fiber at a total cost of
$188,528. Washington County will pay $35,528 and the remainder will be supplemented by DQE

B. BID CONTRACT EXTENSION
Purchasing respectfully requests the Commissioners approve a month -to -month bid extension for law
enforcement uniforms to Trapuzzano's, Washington, Pa. This contract will be effective May 19, 2022, until

Chief Clerk respectfully requests the Commissioners approve the adoption of the new County logo for all
official county purposes.
C. AMENDMENT — PLANNING
Planning respectfully requests the Commissioners approve an amendment to the reimbursement agreement
with the Pennsylvania Department of Transportation (PADOT) for construction costs to replace the
Chartiers #53 bridge in Canton Township. The revised cost of $1,965,000 is paid 80% federal, 15% state,
5% county for engineering, utilities, and the right of way; and 100% federal for construction.
D. DEED OF EASEMENT — PLANNING
Planning respectfully requests the Commissioners approve a deed of easement with Chellise Gray and
Carol Lee Gray for the construction of the Chartiers #30, Hess Bridge in Cecil Township. The total
payment of $4,000 includes 2,532 square feet of permanent easement to be paid 80% state and 20% county
liquid fuels. This easement supersedes the easement approved on December 1, 2021.
E. RENEWAL AGREEMENT — FINANCE
Finance, on behalf of Adult Probation, respectfully requests the Commissioners approve a renewal
agreement with Washington Drug & Alcohol Commission, Inc. for the restrictive treatment program. The
agreement is in an amount not to exceed $220,020, is for the period of July 1, 2021 through June 30, 2022,
and is fully funded by a grant administered by the Pennsylvania Commission on Crime and Delinquency
(PCCD).
F. RENEWAL AGREEMENT — FINANCE
Finance, on behalf of Adult Probation, respectfully requests the Commissioners approve a renewal

Finance, on behalf of the Sheriff's Office, respectfully requests the Commissioners approve the annual
maintenance and support for the office's CivilServe software with Tyler Technologies. The annual
maintenance and support are in the amount of $8,704.32 and will be for the period of May 26, 2022 through
May 25, 2023.
H. GRANT OFFER — FINANCE
Finance, on behalf of the Redevelopment Authority of the County of Washington as agent for the
Washington County Airport, respectfully requests the Commissioners approve a grant offer from the
Commonwealth of Pennsylvania, Bureau of Aviation for the acquisition of airfield maintenance equipment.
The grant is in the amount of $111,672, comprised of $83,734 in grant funds and $27,918 in local match.
The local match will be paid from airport operating monies.
I. REVISED ENGAGEMENT LETTER — FINANCE
Finance respectfully requests the Commissioners approve a revised engagement letter with Maher Duessel
to reflect updated wording due to the implementation of new auditing standards for the county's financial
statements. The examination periods and professional fees remain unchanged from the existing engagement
letter.

K. RESOLUTION — FINANCE
Finance respectfully requests the Commissioners adopt a Resolution and Approval of Applicable Elected
Representative, relating to Section 147(f) of the Internal Revenue Code of 1986, as amended, approving
modifications to the November 15, 2017, issuance by the Washington County Industrial Development
Authority of its notes in the aggregate principal amount of $27,420,000 for the Student Association, Inc.
Project at California University of Pennsylvania. The parties agree to modify the amortization schedule for
the bonds by deferring certain principal payments on the bonds to the years 2023 through 2032 and
increasing the final payment at maturity of the bonds in 2044. The modifications of these bonds by the
Authority does not pledge the faith and credit or taxing power of the County and the documents have been
reviewed by the county solicitor.
L. GRANT APPLICATION — HUMAN RESOURCES
Human Resources respectfully requests the Commissioners approve a grant application with the
Pennsylvania Counties Risk Pool (PCoRP) for the 2021-2022 loss prevention grant program. The grant
application is in the amount of $29,998.60 and will be used for the purchase of security cameras to provide
surveillance of the outdoor area at the Crossroads Building, two (2) Automated External defibrillators
(AEDs), and two (2) Xtraction mats for the entrance of the Crossroads Building to enhance the safety and
security of both employees and the public.

Purchasing, on behalf of Information Technology, respectfully requests the Commissioners approve a
renewal agreement with Kronos in the amount of $43,552.43 for maintenance renewal to cover software
updates and support services. This agreement will be effective June 30, 2022, through June 29, 2023 and
costs will be paid from their operating budget.

Purchasing, on behalf of Aging Services, respectfully requests the Commissioners approve a cost increase
with KoolKleen to submit our inspection paperwork to the Fire Marshall for kitchen hood cleaning at a rate
of $17/service.
Y. ADDENDUM — PURCHASING
Purchasing, on behalf of Information Technology, respectfully requests the Commissioners approve a
contract addendum with Full Service Network LP for our Cloud Phone hosted system to add Juvenile
Probation and Public Safety to the new phone system at the airport. The total cost is $299.99 for activation
and the monthly fee for Public Safety is $249.99 and $149.99 for JPO. Costs will be paid from their
operating budget.

Purchasing, on behalf of Human Services, respectfully requests the Commissioners approve the purchase of
15 Lenovo ThinkPads including related equipment from CDW-G to help support the Children and Youth
Services staff with remote work access. The total amount is $22,959.75 and costs will be paid from their
operating budget.
AA. STATE CONTRACT — PURCHASING
Purchasing, on behalf of the Coroner, respectfully requests the Commissioners approve the purchase of one
smartphone from AT&T to be utilized by their on -call staff. The smartphone is $39.99/month, the
equipment is free with activation, and costs will be paid from their operating budget.
