Liquid Fuels — Chartiers 453 Construction Inspection
Planning recommends approval of an agreement with Mackin Engineering for construction
inspection of Chartiers #53, Hough bridge in Canton Township. The total cost of
$111,710.73 will be paid 100% federal funds.
2. Parks and Recreation — Hay Lease
Planning recommends approval of a hay lease with Curt Hamilton to cut and remove hay
from designated areas in Cross Creek Park. For every 10 square bales, the County shall
receive 1 square bale. The term of the lease is June 1, 2022 through May 31, 2023.
3. Parks and Recreation — Division Orders
Planning recommends approval of the following two division orders with Range Resources
for wells associated with the Cross Creek County Park lease.
Raymond Margaria B Unit: 0.00045822 decimal interest
Raymond Margaria C Unit: 0.00054028 decimal interest
4. Liquid Fuels — Chartiers 53 Reimbursement Agreement
Planning recommends approval of an amendment to the reimbursement agreement with
PADOT for construction costs to replace the Chartiers #53 bridge in Canton Township. The
revised cost of $1,965,000 is paid 80% Federal, 15% State, and 5% County for engineering,
utilities and right of way; and 100% federal for construction.
Said motion also authorizes the Chair of the Board, Diana Irey Vaughan to execute the
agreement as well as designates the Chair as the authorized signature on the agreement.

Sheriffs Association of Washington County, Local 900 on behalf of the Deputy Sheriffs. The
award is for the period of January 1, 2022 through December 31, 2024. The Collective
Bargaining Agreement that expired on December 31, 2021 will be revised to integrate the terms
and provisions of this Award.
The award calls for the following annual increases in wages:

The Purchasing Department respectfully requests the Board of County Commissioners
award the Broadband Services proposal, Section A6-a, for a unified turnkey solution
providing Broadband Connectivity for 29 residents and 8 businesses in the Glyde area, to
DQE Communications, Pittsburgh, PA, for 1.75 miles of fiber at a total cost of $100,591
of which Washington County will pay $45,091, the remainder will be supplemented by DQE
Communications.
Total cost will be funded from the American Rescue Plan Act Fund.
2. Broadband Services- C Beallsville. PA -Contract #050322-Broadband - RFP
The Purchasing Department respectfully requests the Board of County Commissioners
award the Broadband Services proposal, Section A6-c, fora unified turnkey solution
providing Broadband Connectivity for 73 residents and 9 businesses in the Beallsville area,
to DQE Communications, Pittsburgh, PA, for 1.00 miles of fiber at a total cost of
$167,153 of which Washington County will pay $29,153, the remainder will be
supplemented by DQE Communications.
Total cost will be funded from the American Rescue Plan Act Fund.
3. Flooring Installation & Repair — Contract #051722-Flooring
Purchasing, respectfully requests the Board of County Commissioners award the bid for the
furnishing, delivery and installation or repair of flooring for all Washington County facilities
to Don Greer's Fashion Floors, Washington, PA.
This contract is awarded based on the price per square yard/square foot or hourly labor rates
plus a 25% mark up from cost on most flooring products. The rates per square yard or square
foot vary depending on the type of flooring. All work will be done on an "as needed" basis.
This was the only bid received .and it met all of the specifications. If approved, this contract
will be effective from June 1, 2022 through May 31, 2023, with the option to extend for
three additional one year periods upon mutual agreement.

II. AGREEMENTS & CONTRACTS/ADDENDUM
A. Professional Service Agreements
1. Building Control Svstems. Inc. - HVAC Maintenance —Family Court Center
Purchasing, on behalf of Justin Welsh, Director of Building & Grounds, respectfully
requests the Board of County Commissioners approve an agreement with Building Control
Systems Inc., for preventative maintenance for the HVAC Temperature Control System for
the Family Court Center.
If approved, this agreement will be effective August 1, 2022 through July 31, 2023, at a
yearly cost of $4,305.00. All repairs will be done "as needed" at the rate of $125/hr. regular
time.
2. Coffee & Equipment — Contract#062420-Coffee
The Purchasing Department, respectfully requests the Board of County Commissioners
approve an addendum to our current Coffee & Equipment agreement with J.D. Marra
Hotel & Restaurant Service, Washington, PA, to transfer ownership to Belfiore Coffee
& Food Service Company, LLC., Canonsburg, PA.
If approved, this agreement will continue through July 315i, 2023, under the same contract
terms and conditions, with an option to extend for one additional year.
3. Anderson Auctioneers. LLC. — Surnlus Vehicles. Inventory & Equipment
Purchasing, on behalf of Justin Welsh, Director of Building & Grounds, respectfully
requests the Board of County Commissioners approve an. agreement with Bill Anderson
Auctioneers, LLC., Export, PA,. for the purpose of conducting an on-line auction liquidating
County Surplus Vehicles, Inventory and Equipment on an as needed basis.
If approved, this agreement will be effective DOA, at the following cost criteria.
• Conduct Auction at a 25% commission on personal property and equipment plus
10% Buyer premium. 0%. commission on vehicles with a 10% Buyer premium.
• Auction Set up $100 per day.
• Advertisement Cost (approx.. $400.00)
• Bank credit card charge per transaction (approx.. 2.75%) of selling price.
III. LEASES
A. Facility Lease Extensions
1. Subleases Extending the Justice Center. Courthouse Sauare and Park Facilities
The Purchasing Department respectfully requests the Board of County Commissioners
extend and execute the Amendment No 3 to Lease between WCA and County of
Washington.
The Authority and the County entered into that certain Lease dated March 1, 1992, that
certain Amendment to Lease Agreement dated as of May 1, 1993, and that certain
Amendment No. 2 to Lease dated June 21, 2012, effective on July 1, 2012, covering the
Washington County Correctional .Facility known as the "Justice Center", the seven story
Courthouse Square office building and the associated plaza facilities and the Parking
Facilities. The Amendment No 3 extends the facility leases and have a mutual expiry date of
12/31/22.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act provides allocations of
funds through the Community Development Block Grant (CDBG) to prevent, prepare for,
and respond to coronavirus. Washington County will receive supplemental CDBG-CV in
the amount of $3,690,525.
The proposed substantial amendment to the 2020 Action Plan will add funding for recreation
improvements and decrease funding for public services and public facilities.
RACW requests that the County Commissioners adopt a resolution approving the proposed
Amendment to the 2020 Annual Action Plan. A summary of the proposed Plan Amendment
was provided to the Board of Commissioners for review on May 12. As required by the
U.S. Department of Housing and Urban Development, a public notice was published on
May 23 to notify the public of the proposed amendment and begin the five-day comment
period. A virtual public hearing was held on May 26 for citizens to present comments
concerning the proposed amendment.
Sneers ADA Park Improvements Proiect NO. CD 21-23
This project involves improvements at Speers Park to make two pavilions compliant
with the Americans with Disabilities Act (ADA) Accessibility Guidelines. The
improvements will include ADA compliant pathways, parking, and other related
improvements in and around the pavilions.

RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF
WASHINGTON APPROVING A SUBSTANTIAL AMENDMENT TO THE
FY 2020 ANNUAL ACTION PLAN FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
WHEREAS, under Title I of the Housing and Community Development Act of 1974, as amended,
the Secretary of the U.S. Department of Housing and Urban Development is authorized to extend
financial assistance to communities in the elimination or prevention of slums or urban blight, or
activities which will benefit low- and moderate -income persons or other urgent community
development needs; and
WHEREAS, The Coronavirus Aid, Relief and Economic Security Act (hereinafter "the CARES
Act") of 2020 makes available supplemental Community Development Block Grant (CDBG)
funding for grants to prevent, prepare for, and respond to coronavirus (hereinafter "CV grants").
WHEREAS, the U.S. Department of Housing and Urban Development has advised the County
that for FY 2020 it is eligible to receive $3,690,525 for CDBG-CV grants; and
WHEREAS, the County has prepared a Substantial Amendment to its FY 2020 Annual Action
Plan to outline the proposed use of the CDBG-CV grants; and
WHEREAS, a draft of the Substantial Amendment was placed on public display from May 23-27,
2022 to provide citizens a summary of the proposed amendment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
COUNTY OF WASHINGTON:
1. That the Substantial Amendment to the FY 2020 Annual Action Plan for the CDBG
Program is hereby in all respects approved, and the Chief Clerk is hereby directed to file a
copy of said Amendment with minutes of this meeting.
2. That it is cognizant of the conditions that are imposed in the undertaking and carrying out
of these activities with federal financial assistance, including those relating to (a) the
relocation of site occupants and, (b) the prohibition of discrimination because of race,
color, age, religion, sex, disability, familial status, or national origin, and other assurances
as set forth under the certifications.
That the Chairman of the Board of Commissioners of the County of Washington, on behalf
of the Board of Commissioners, is authorized to file an application for financial assistance
with the U.S. Department of Housing and Urban Development which has indicated its
willingness to make available $3,690,525 grant to carry out the CDBG-CV program.
4. That the Chairman of the Board of Commissioners of the County of Washington, on behalf
of the Board of Commissioners, is hereby authorized to provide such assurances and/or
certifications as required by the Housing and Community Development Act of 1974, as
amended, and also any supplemental or revised data which HUD may request in connection
with the review of this Application.
5. That the Chairman of the Board of Commissioners is authorized to execute on behalf of
the County the formal grant contracts and other documents relating to the County's FY
2020 CDBG-CV grants.

SUBSTANTIAL AMENDMENT #5 TO FY 2020 ANNUAL ACTION PLAN
Rationale for Amendment
"The Coronavirus Aid, Relief, and Economic Security Act," CARES Act which was signed into law on
March 27, 2020, provides funds through the CDBG, ESG and HOPWA programs. The CARES Act
provides for allocations of funds to prevent, prepare for, and respond to coronavirus.
Washington County is making the following substantial CDBG-CV amendments to its 2020 Annual Plan:
• Decrease Public Services by $1,100,000
• Increase Recreation Opportunities by $1,429,475
• Decrease Public Facilities by $178,600
PR-15 Summary of the citizen participation process
The U.S. Department of Housing and Urban Development (HUD) granted several waivers to program
procedure to expedite the use of these funds. These waivers included an ability to amend the Citizen
Participation Plan and allow for a much shorter timeframe for public display, use of the internet to make
the Substantial Amendment available to the public, and use of virtual meetings to allow for input and
comment. Washington County advertised and made the Substantial Amendment available to the public
on May 13, 2022, for a period of 5 days and held a virtual public hearing on May 17, 2022 at 9:30 AM.
