1: Parks and Recreation — Temporary Water Line Easement
Planning recommends approval of an easement agreement with Range Resources -
Appalachia, LLC for a temporary water line to be constructed under the Panhandle Trail in
Smith Township. Range will pay $8,000 and construct the line'by boring under the trail.
2. Parks and Recreation — Easement Agreement
Planning recommends approval of an easement agreement with Midway Sewage Authority
on behalf of the developer Imperial Land Corporation for a sewage line to cross under the
Panhandle Trail via bore construction method. Imperial Land will pay $7,500 for the
easement and ensure no above ground impacts to the trail.
3. Parks and Recreation — Change Order
Planning recommends approval of a change order decreasing the total contract amount by
$33,340.63 with El Grande Paving for asphalt paving of Parks. This change order includes
deductions and additions from work completed. The new contract total of $235,134.37 will
be paid with Mingo Gas Lease Funds.

1. Finance, on behalf of Elections, respectfully requests the Board of Commissioners to approve a
notice of intent with the Commonwealth of Pennsylvania, Department of State for the 2022
Election Security grant program. The County is entitled to receive $17,881.31 for eligible costs
and will be for the period of March 16, 2022 through September 30, 2023.
2. Finance, on behalf of Public Safety, respectfully requests the Board of Commissioners approve
to ratify a renewal grant application with the Commonwealth of Pennsylvania, Pennsylvania
Emergency Management Agency for the emergency management performance grant program.
The grant is estimated to be in the amount of $130,000 and will be for the period of October 1,
2021 through September 30, 2022.
3. Finance, on behalf of Public Safety, respectfully requests the Board of Commissioners approve
to ratify a grant application and award acceptance with the Washington County Community
Foundation for the Range Resources Good Neighbors Fund grant program. The grant is in the
amount of $10,000 and will be used to purchase personal protective equipment for hazardous
materials operations.
4. Finance, on behalf of Adult Probation, respectfully requests the Board of Commissioners
approve a service agreement with The Payment Group for a secondary payment option for
collections for the Adult Probation Collections and Disbursement Unit. There will be no cost to
the County with all service and convenience fees paid by the payor.
5. Finance, on behalf of Adult Probation, respectfully requests the Board of Commissioners
approve a master services agreement with TouchPay Holdings, LLC for the provision of a
payment kiosk for collections for the Adult Probation Collections and Disbursement Unit.
There will be no cost to the County will all service and convenience fees paid by the payor.
This service agreement will be in addition to the one presently in force for the collection of child
support payment for Domestic Relations.
6. Finance respectfully requests the Board of Commissioners approve a resolution authorizing
Finance Director Joshua Hatfield as signatory for the Community Traffic Safety Project, District
12-0 grant program.
7. Finance respectfully requests the Board of Commissioners approve a project director
authorization form with the Commonwealth of Pennsylvania, Department of Transportation for
the Community Traffic Safety Project, District 12-0 grant program. The authorization
designates Finance Director Joshua Hatfield as the project director for the grant program.
8. Finance respectfully requests the Board of Commissioners approve a renewal agreement with
Highway Safety Network, Inc. for the District 12-0 Community Traffic Safety Project. The
agreement will be for the period of October 1, 2022 through September 30, 2023 and is
contingent upon funding from the Commonwealth of Pennsylvania, Department of
Transportation.

Children and Youth Services — Memorandum of Understanding
Children and Youth Services is requesting the approval of a memorandum of understanding with
the Washington County Court of Common Pleas for the provision of the Leader Program for the
period of July 1, 2022 through June 30, 2023 in the amount of $794,976 and no additional county
funds are required.
Children and Youth Services — Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with
Intermediate Unit One for the provision of educational support services to youth in the Leader
Program for the period of July 1, 2022 through June 30, 2023. The contract authorization
amount is $18,240 and no additional county funds are required.
Children and Youth Services — Memorandum of Understanding
Children and Youth Services is requesting the approval of a memorandum of understanding with
the Washington County Court of Common Pleas for the provision of the Jobs Program for the

Human Services — Grant Allocation Agreement
Human Services is requesting approval 'of a grant allocation agreement with the Pennsylvania
Department of Human Services for the Medical Assistance Transportation Program (MATP) in
the amount of $1,580,939 for the period of July 1, 2022 through June 30, 2023 and no county
funds are required.
Human Services — Agreement
Human Services is requesting approval of an agreement with Southwestern Pennsylvania Area
Agency on Aging for the provision of Home Delivered Meals for the period of May 1, 2022
through June 30, 2022. The contract authorization amount is $100,000 and no county funds are
required.
10. Human Services - Supportive Housing Agreements
Human Services is requesting approval to enter into agreements with the Department of Housing
and Urban Development (HUD) to provide housing and supportive services to homeless
individuals and families in the amount of $1,514,057. The contracts are for the period of May 1,
2022 through June 30, 2023 and no county funds are required.

Law Enforcement Uniforms to Trapuzzano's, Washington, PA., the lowest most
responsive and responsible bidder meeting the specifications.
If approved, this contract will be effective DOA through June 30, 2024 with the option to
extend to two (2) additional one (1) year periods.
2. Broadband Services- Contract #050322-Broadband - RFP
The Purchasing Department respectfully requests the Board of County Commissioners award
the Broadband Services proposal, Section A-1, for a unified turnkey solution providing
Broadband Connectivity for 529 residents and 13 businesses in the West Finley Township
area, to Kinetic by Windstream, Little Rock, AK, for 67.0 miles of fiber at a total cost of
$4,618,008 of which Washington County will pay $3,040,325, the remainder will be
supplemented by Kinetic.
Total cost will be funded from the American Rescue Plan Act Fund.
3. Broadband Services- Contract #050322-Broadband - RFP
The Purchasing Department respectfully requests the Board of County Commissioners award
the Broadband Services proposal, Section A-2, for a unified turnkey solution providing
Broadband Connectivity for 300 residents and 102 businesses in the Bentleyville area, to
Kinetic by Windstream, Little Rock, AK for 12.0 miles of fiber at a total cost of $756.791
of which Washington County will pay $167,767, the remainder will be supplemented by
Kinetic.
Total cost will be funded from the American Rescue Plan Act Fund.
II. AGREEMENTS & CONTRACTS/ADDENDUM
A. Professional Service Agreements
1.Washin2ton County Correctional Facility — Correction of Allegheny County
Agreement
Purchasing,on behalf of Warden Fewell, respectfully requests the Board of County
Commissioners enter into an agreement with the County of Allegheny for the provision of
housing each other's Adult offenders on an as needed basis as per the contract conditions
including, $127.70 per inmate, per day, plus medical expenses to be paid from their
Operating budget.
Note: This item is to correct the dollar amount as presented on MIN91 150.
III. PA STATE CONTRACT/ COSTARS
Purchasing respectfully requests the Board of County Commissioners approve the following
purchases from the PA State Contract. All items are being. purchased from the PA State
Contract/Costars and therefore do. not require bidding.
1. COSTARS 6 — VMWare Software Support
Purchasing, on behalf of Public Safety and Information Technology, respectfully requests
the Board of County Commissioners authorize the renewal of VMWare Software Support.
The total cost will be $16,449.33, which will be paid from the Public Safety Operating budget
& $16,454.23 from the IT Operating budget. This purchase has been recommended for
approval by Ryan Anderson, Information Technology. This purchase is being made from
AEC Group, Oakdale, PA on the PA COSTARS 6 contract, and therefore does not require
bidding.
2. Costars-12 - Emergency Responder Equipment and Supplies
Purchasing, on behalf of Public Safety, respectfully requests the Board of County
Commissioners authorize the purchase of Personal Protection Equipment from Premier
Safety, Sterling Heights, MI, at a total cost of $21,688.24, which will be paid from the
2021-2022 Hazardous Materials Respond Fund Grant. This purchase is being made from the
PA COSTARS 12 contract, and therefore does not require bidding.

RACW requests that the Board of Commissioners adopt a resolution to approve the Washington
County FY 2022 Annual Action Plan. The Plan serves as a funding application that is submitted
to the U.S. Department of Housing and Urban Development for three formula grant programs
including the Community Development Block Grant (CDBG) Program at $3,520,435, the
Home Investment Partnerships (HOME) Program at $655,656, and the Emergency Solutions
Grant (ESG) Program at $302,297.
The Plan was on public display from May 16 through June 14 and two public hearings were
held on June 1 and 2. No comments were received during the public comment period. RACW
administers the CDBG and HOME Programs while the County Department of Human Services
administers the ESG Program. The overall goal of the community planning and development
programs covered by the Action Plan is to develop viable urban communities by providing
decent housing, a suitable living environment and expanding economic opportunities,
principally for low- and moderate -income persons.
Washington County Consolidated Entitlement Program
RACW requests that the County Commissioners adopt a resolution approving the proposed
Action Plan amendments and revisions to the Community Development Block Grant (CDBG)
and Home Investment Partnerships (HOME) Programs.
A summary of the proposed plan amendments and revisions was provided to the Board of
Commissioners for review on May 12, 2022. As required by the U.S. Department of Housing
and Urban Development, a public notice appeared in the Observer Reporter on May 16, 2022
to notify the public of the proposed changes and begin the 30-day review period. A public
hearing was held on June 2, 2022 for citizens to present comments concerning the proposed
changes. No comments were received.

Elco Storm Sewer Improvements Project No. CD 21-09
This project involves the following sewer improvements:
Replace storm sewer line, catch basins, and sanitary sewer manhole cover on
East Gainer Avenue from Forsythe Street to terminus.
2. Replace sewer line and catch basins on Forsythe Street from Route 88 to East
Gainer Avenue.
Estimated Project Cost: $49,500

California Liberty Circle Park Improvements Project No. CD 21-02
This project involves improvements at Liberty Circle Park located at the intersection of Fourth
Street and Liberty Street in California Borough. The improvements include installation of new
lighting fixtures, new concrete sidewalks with brick pavers, park benches, and landscaping.
Estimated Project Cost: $89,500
Funding: $89,500 CDBG Funds
