Children and Youth Services — Provider Agreements Children and Youth Services is requesting approval of the following provider agreements for the period July 1, 2022 through June 30, 2023. Children and Youth Services — Provider Agreement Addendums Children and Youth Services is requesting approval of the following provider agreement addendums for a total increase of $235,000 for the period July 1, 2021 through June 30, 2022 and no additional county funds are required. Children and Youth Services — Grant Application Children and Youth Services is requesting approval to submit a grant application to the Statewide Adoption and Permanency Network (SWAN) in the amount of $1,300.00 to assist with costs associated with National Adoption Day. The one-time grant application does not have a match requirement so no additional county funds are required. 7. Human Services — Agreement Addendum Human Services is requesting approval of an addendum with Domestic Violence Services of Southwestern Pennsylvania to provide emergency housing to victims of domestic violence for the period of July 1, 2020 through June 30, 2022. The contract authorization amount will be increased by $10,000 to $52,000 and no county funds are required. 8. Human Services — Emergency Rental Assistance Human Services is requesting approval to enter into a provider agreement with Blueprints for the administration of the Pennsylvania State Emergency Rental Assistance Program COVID-19 grant to provide rental and utility assistance for the period of July 1, 2022 through September 30,2025. The contract authorization amount is $6,464,909.05 and no county funds are required. 9. Human Services — Agreement Addendum Human Services is requesting approval of an addendum with Connect Inc. to provide emergency housing for the period of January 29, 2020 through September 30, 2022. The contract authorization amount will be increased by $25,000 to $300,000 and no county funds are required. 10. Aging Services — Memorandum of Understanding Aging Services is requesting the approval of a memorandum of understanding with the Southwestern Pennsylvania Area Agency on Aging for Covid-19 vaccine education as well as vaccines for homebound seniors for the period of July 1, 2022 through September 30, 2022. The contract authorization amount is $31,500 and no additional county funds are required. Total cost is $200.00 per sweep to be paid from Inmate welfare funds. NOTE: This Service was approved at the August 30th Prison Board Meeting. 3. Professional Services — Security Svstems of America. Pittsburgh. PA Purchasing, on behalf of Jerry Coleman, Director of Public Safety, respectfully requests the Board of County Commissioners approve an agreement with Security Systems of America, Pittsburgh, PA. for the purpose of a necessary upgrade for our 3G Starlink fire communicator on the fire alarm panel at 150 Airport Road which is scheduled to reach end - of -life late this year. If approved, this agreement will be a 36 month agreement effective DOA, 2022, and shall automatically renew on a month to month basis unless written notice is provided 30 days prior to expiration of any term. The cost of the upgrade is $270.00 with a $10.00 fuel surcharge being added to each service call and $36.40/mo. for monitoring services to be funded from their Operating budget. NOTE: This upgrade is necessary in order to comply with a nationwide requirement before the end of the year. III. STATE CONTRACT/COSTARS PURCHASES 1. State Contract #4400004760 ArcGIS Software Maintenance & Licences Purchasing, on behalf of IT & Public Safety, respectfully requests the Board of County Commissioners approve the payment for software maintenance & Licences from Environmental Systems Research Institute (ESRI), Redlands, CA in the amount of $67,014.00. This maintenance is for the software to maintain and update the GIS software utilized by IT, Public Safety, Tax Assessment, and Planning. The maps developed through this software are the foundation of the computer aided dispatch system. The Action Plan includes the $3,520,435 Community Development Block Grant Program and the $655,656 Home Investment Partnerships Program, which are administered by RACW as well as the $302,297 Emergency Solutions Grants Program, which is administered by the County Department of Human Services. Washington Countv Local Share Account Program The 2023 Local Share Account (LSA) application information is available to interested applicants by mail or on our website. We will conduct two informational public workshops virtually through a GoToMeeting platform. The workshops will allow interested applicants to learn about the 2023 LSA application process and provide an opportunity to ask questions. The dates and instructions to join the meetings are below. Project Activity Report — September 14, 2022 FY 2021 Consolidated Annual Performance and Evaluation Renort (CAPER) The Washington County CAPER is a year-end report that explains how the County carried out its housing and community development strategies, projects, and activities under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) Programs from July 1, 2021 through June 30, 2022. As required, the FY 2021 CAPER is on display for public review and comment from September 9-26. The public hearing is September 26 to obtain citizens' comments on the document. The CAPER document will be submitted to the U.S. Department of Housing and Urban Development by September 28. RACW administers the CDBG and HOME Programs and the County Department of Human Services administers the ESG Program. In FY 2021, over $3.7 million in CDBG funds were expended to benefit over 47,700 county residents. Additionally, over $218,600 in HOME funds were expended to assist 19 households through the Home Rehabilitation and Homebuyer Assistance Programs. Below are some highlights of the FY 2021 program year accomplishments: • Affordable Housing (includes LSA and FHLB matching funds) o Homeowner Rehabilitation — Provided improvements for 30 homeowners o Homebuyer Assistance — Provided downpayment assistance and rehabilitation improvements for 6 homebuyers o Access Assistance -- Provided home modification improvements for 7 county residents with permanent, physical disabilities • Public Infrastructure o Street Improvements — 7 projects completed reconstructing over 7,700 LF of sheets o Sidewalk Improvements — 1 project completed reconstructing over 800 LF of sidewalks o Neighborhood Facilities —1 project complete o Parks & Recreational Facilities — 2 projects complete o Fire Station/Equipment — I project complete o Public Facility Improvements — 3 projects complete • 21 blighted structures demolished Canonsburg.
