Planning respectfully requests authorization to advertise for qualified engineering firms to
design of the following three bridge projects:
Cross Creek 33, Cross Creek Township (replacement)
Raccoon 23, Burgettstown Borough (replacement)
Pike 1, Coal Center Borough (rehabilitation historic truss)
2. Fairgrounds — Hall 3 Construction Change Order
Planning recommends approval of a change order with Uhl Construction in the amount of
$27,939.17 for additional work items (electrical, plumbing, column repair and concrete) on
the rehabilitation of Hall 3. The revised contract total of $673,423.17 will be paid with LSA
grant funds and Fair Gas Lease and Greenways funds.
3. Parks and Recreation — Grant Resolution
Planning respectfully requests authorization to submit a grant to DCNR in the amount of
$1,108,997 for shelters and water line at Thompson Hill in Cross Creek Park. The resolution
authorizes the grant submission and the Chair of the Board of Commissioners to sign relative
documents as well as documents the 50% match of 1,108,997.

1. Finance, on behalf of Court Administration, respectfully requests the Board of Commissioners approve an
amendment with nCourt, LLC to amend minimum thresholds for fees. The amendment is no cost to the
County and benefits members of the public making filings.
2. Finance, on behalf of Elections, respectfully requests the Board of Commissioners approve an application and
agreement with the Commonwealth of Pennsylvania, Department of State for the 2022 Election Security grant
program. The application and agreement is in the amount of $17,881.31 and is for the period of March 16,
2022 through September 30, 2023.
Finance, on behalf of the Redevelopment Authority as agent for Washington County Airport respectfully
requests the Board of Commissioners approve an addendum to the lease agreement and memorandum of lease
with Skyward Aviation for hangar #1. The addendum recognizes a legal name change of the tenant to RSB
Investments, LLC d/b/a Skyward Aviation as well as better defines the leased property description with all
other terms and conditions remaining the same. This approval also covers all other related documents to be
executed related to the above -mentioned matter.
4. Finance, on behalf of the Redevelopment Authority as agent for Washington County Airport respectfully
requests the Board of Commissioners approve an addendum to the lease agreement and memorandum of lease
with Skyward Aviation for hangar #3. The addendum recognizes a legal name change of the tenant to RSB

Investments, LLC, a tenant of the Washington County Airport. This approval also covers all other related
documents to be executed related to the above -mentioned matter.
6. Finance, on behalf of the Redevelopment Authority as agent for Washington County Airport respectfully
requests the Board of Commissioners approve a landlord's agreement, consent and subordination with
Meridian Bank for hangar #3. The agreement is related to a transaction between Meridian Bank and RSB

ABC hangar. The agreement is related to a transaction between Meridian Bank and RSB Investments, LLC, a

executed related to the above -mentioned matter.
10. Finance respectfully requests the Board of Commissioners approve an addendum to the revised engagement
letter with Maher Duessel to reflect updated agreed upon procedures as required by the Commonwealth of
Pennsylvania, Department of Human Services. The examination period and professional fees remain
unchanged from the existing revised engagement letter.

required.
Children and Youth Services — Provider Agreements
Children and Youth Services is requesting approval of the following provider agreements for the

4. Children and Youth Services — Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with Familylinks
for the provision of trauma informed care and residential services for the period of October 1,
2022 through June 30, 2024. The contract authorization amount is $380,258 and no additional
county funds are required.
5. Children and Youth Services — Provider Agreement Addendums
Children and Youth Services is requesting approval of the following provider agreement
addendums for a total increase of $235,000 for the period July 1, 2021 through June 30, 2022 and
no additional county funds are required.

6. Children and Youth Services — Grant Application
Children and Youth Services is requesting approval to submit a grant application to the Statewide
Adoption and Permanency Network (SWAN) in the amount of $1,300.00 to assist with costs
associated with National Adoption Day. The one-time grant application does not have a match
requirement so no additional county funds are required.
7. Human Services — Agreement Addendum
Human Services is requesting approval of an addendum with Domestic Violence Services of
Southwestern Pennsylvania to provide emergency housing to victims of domestic violence for the
period of July 1, 2020 through June 30, 2022. The contract authorization amount will be
increased by $10,000 to $52,000 and no county funds are required.
8. Human Services — Emergency Rental Assistance
Human Services is requesting approval to enter into a provider agreement with Blueprints for the
administration of the Pennsylvania State Emergency Rental Assistance Program COVID-19 grant
to provide rental and utility assistance for the period of July 1, 2022 through September 30,2025.
The contract authorization amount is $6,464,909.05 and no county funds are required.
9. Human Services — Agreement Addendum
Human Services is requesting approval of an addendum with Connect Inc. to provide emergency
housing for the period of January 29, 2020 through September 30, 2022. The contract
authorization amount will be increased by $25,000 to $300,000 and no county funds are required.
10. Aging Services — Memorandum of Understanding
Aging Services is requesting the approval of a memorandum of understanding with the
Southwestern Pennsylvania Area Agency on Aging for Covid-19 vaccine education as well as
vaccines for homebound seniors for the period of July 1, 2022 through September 30, 2022. The
contract authorization amount is $31,500 and no additional county funds are required.

received. Therefore, in accordance with 73 P.S. Section 1641, the County may make a direct
purchase for these items & services.
B. Bid Contract Extensions
1. Bid Extension - Bread Products — Contract#082218-Bread
The Purchasing Department, on behalf of Warden Fewell, respectfully requests the Board of
County Commissioners approve the extension of our bid award for Bread Products and
new pricing list with Bimbo Bakeries USA Inc, Albany NY.
If approved, this extension will be effective October 1, 2022 through September 30, 2024,
under the same contract terms & conditions.
NOTE: THIS EXTENSION IS CONTINGENT UPON PRISON BOARD APPROVAL.
C. Reiect All Bids
1. Washington Countv Courthouse - Courtrooms #6 and #7 Renovations-WCCH082322
Purchasing, respectfully requests the Board of County Commissioners reject all bids for the
Courthouse, Courtrooms #6 and #7 Renovations and authorize Re -bidding. There were
errors in the submitted bid prices.
II. AGREEMENTS & CONTRACTS/ADDENDUM
A. Professional Service Agreements
1. Addendum - Printing Services & Printed Forms -Contract #082620-PF
Purchasing, respectfully requests the Board of County Commissioners approve the new price
list for Printing Services & Printed Forms with Blanc Printing Company, Bridgeville,
PA for the period of September 1, 2022 through August 31, 2023.
2. Professional Services — Ideal Investigations & Security Group. LLC.
Purchasing, on behalf of Jeff Fewell, Warden, respectfully requests the Board of County
Commissioners enter into an agreement with Ideal Investigations & Security Group, LLC.,
White Oak, PA, for the purpose of providing Canine narcotic searches on various days/times
of the month with 1-2 sweeps planned. Total cost is $200.00 per sweep to be paid from Inmate
welfare funds.
NOTE: This Service was approved at the August 30th Prison Board Meeting.
3. Professional Services — Security Svstems of America. Pittsburgh. PA
Purchasing, on behalf of Jerry Coleman, Director of Public Safety, respectfully requests the
Board of County Commissioners approve an agreement with Security Systems of
America, Pittsburgh, PA. for the purpose of a necessary upgrade for our 3G Starlink fire
communicator on the fire alarm panel at 150 Airport Road which is scheduled to reach end -
of -life late this year.
If approved, this agreement will be a 36 month agreement effective DOA, 2022, and shall
automatically renew on a month to month basis unless written notice is provided 30 days
prior to expiration of any term. The cost of the upgrade is $270.00 with a $10.00 fuel
surcharge being added to each service call and $36.40/mo. for monitoring services to be
funded from their Operating budget.
NOTE: This upgrade is necessary in order to comply with a nationwide requirement before
the end of the year.
III. STATE CONTRACT/COSTARS PURCHASES
1. State Contract #4400023687 Wireless Communication Exp. 8/11/2024
Purchasing, respectfully requests the Board of County Commissioners approve the purchase
of (1) smartphone with activation from AT&T for Ryan Anderson, Information
Technology. The iphone will be 99.99 with activation. The monthly cost of service for the
iphone is $40.00, including unlimited talk, text, data, mobile hot spot and will be charged to
the IT Operating budget.

Purchasing, on behalf of Patrick Grimm, Court Administrator, respectfully requests the
Board of County Commissioners approve the following purchase from Woltz & Wind Ford,
Inc., Heidelberg, PA. for the purpose for Inmate Transportation and Jury Transports.
The proposed purchase would be made via PA State Contract/COSTARS 13, and therefore
does not require bidding. The proposed purchase has been recommended for approval from
Act 13 Funds.

$55,000.00, including discount.
3. State Contract #4400004760 ArcGIS Software Maintenance & Licences
Purchasing, on behalf of IT & Public Safety, respectfully requests the Board of County
Commissioners approve the payment for software maintenance & Licences from
Environmental Systems Research Institute (ESRI), Redlands, CA in the amount of
$67,014.00. This maintenance is for the software to maintain and update the GIS software
utilized by IT, Public Safety, Tax Assessment, and Planning. The maps developed through
this software are the foundation of the computer aided dispatch system. Funding for this
support will be paid from the 911 account and funded by PEMA Statewide Interconnectivity
Funding from the 2019-66 Beaver Washington Shared CAD System project.
The proposed purchase is in accordance with the pricing on the PA State Contract and
therefore does not require bidding.

The Washington County FY 2022 Annual Action Plan was approved by U.S. Department of
Housing and Urban Development on August 23. The Action Plan includes the $3,520,435
Community Development Block Grant Program and the $655,656 Home Investment Partnerships
Program, which are administered by RACW as well as the $302,297 Emergency Solutions Grants
Program, which is administered by the County Department of Human Services.
Washington Countv Local Share Account Program
The 2023 Local Share Account (LSA) application information is available to interested applicants
by mail or on our website. We will conduct two informational public workshops virtually through
a GoToMeeting platform. The workshops will allow interested applicants to learn about the 2023
LSA application process and provide an opportunity to ask questions. The dates and instructions
to join the meetings are below.

LSA applications for the 2023 program year are due by October 26. Our staff will review the
applications for completeness and the requesting entities will be asked to submit any missing
documentation. All application information received will be converted to PDF files for distribution
to the LSA Review Committee members in November.
Project Activity Report — September 14, 2022
FY 2021 Consolidated Annual Performance and Evaluation Renort (CAPER)
The Washington County CAPER is a year-end report that explains how the County carried out its
housing and community development strategies, projects, and activities under the Community
Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency
Solutions Grants (ESG) Programs from July 1, 2021 through June 30, 2022. As required, the FY
2021 CAPER is on display for public review and comment from September 9-26. The public
hearing is September 26 to obtain citizens' comments on the document. The CAPER document
will be submitted to the U.S. Department of Housing and Urban Development by September
28. RACW administers the CDBG and HOME Programs and the County Department of Human
Services administers the ESG Program.
In FY 2021, over $3.7 million in CDBG funds were expended to benefit over 47,700 county
residents. Additionally, over $218,600 in HOME funds were expended to assist 19 households
through the Home Rehabilitation and Homebuyer Assistance Programs.
Below are some highlights of the FY 2021 program year accomplishments:
• Affordable Housing (includes LSA and FHLB matching funds)
o Homeowner Rehabilitation — Provided improvements for 30 homeowners
o Homebuyer Assistance — Provided downpayment assistance and
rehabilitation improvements for 6 homebuyers
o Access Assistance -- Provided home modification improvements for 7
county residents with permanent, physical disabilities
• Public Infrastructure
o Street Improvements — 7 projects completed reconstructing over 7,700 LF of
sheets
o Sidewalk Improvements — 1 project completed reconstructing over 800 LF of
sidewalks
o Neighborhood Facilities —1 project complete
o Parks & Recreational Facilities — 2 projects complete
o Fire Station/Equipment — I project complete
o Public Facility Improvements — 3 projects complete
• 21 blighted structures demolished
