1. Parks and Recreation — Authorization to Bid
Planning requests authorization to bid the Cross Creek Park Lakeshore Trail project.
Approval to bid was received from DCNR per the grant award of $250,000 of the anticipated
$900,000 project. Costs will be paid from DCNR grant and Cross Creek Gas Lease Funds.
2. Fairgrounds — Authorization to Bid
Planning requests authorization to bid for repairs to the Draft Horse barn at the Washington
County Fairgrounds including support post replacement, roof replacement, 2 new cupolas for
venting. Costs will be paid with LSA grant and fair gas lease/greenways funds.
3. Liquid Fuels — Abandonment Ordinance
Planning recommends the abandonment and removal of the following two bridges that no
longer carry vehicular traffic:
Raccoon 5, Witherspoon, Bigger Road, Hanover Township (BMS 62 7212 0861
4005). The advertisement of this bridge removal is recommended prior to recording
Peters 1, Estep, Snee Road, Union Township (BMS 62 7228 0844 4001). The
advertisement of this bridge removal is recommended prior to recording.
4. Planning — Farmland Preservation Program Survey Contract Extension
Planning recommends approval of a one year contract renewal with Harshman CE Group for
survey services on farms being preserved under the Farmland Preservation Program. The
original contract expires 1 /21 /2023 whereby exercising the option to renew will extend the
contract to 1 /21 /2024 allowing for continuity on farms currently going through the easement
process. All terms and conditions of the original contract remain in effect.
5. Liquid Fuels — Chartiers #58 Supplement
Planning recommends a supplement with Herbert, Rowland and Grubic, Inc. in the amount
of $30,657.31 for construction consultation services (Part 3) in the construction of the
Chartiers #58, W. Wheeling Arch in the City of Washington. Costs will be paid 100%
federal funds.

1. Finance, on behalf of the Redevelopment Authority of the County of Washington as agent for Washington
County Airport, respectfully requests the Board of Commissioners approve a land lease with Chapman
Corporation for the defined land area of Hangar #16. The lease is for an initial term of 20 years beginning on
June 1, 2022 and will be in the amount of $922.96 per month. Triennially, rent will be adjusted based on
CPI-U but will never be less than the previous period.
2. Finance respectfully requests the Board of Commissioners to approve an application for Local Assistance &
Tribal Consistency Fund monies made available under the American Rescue Plan Act. The predetermined
allocation for Washington County is $50,000 for fiscal year 2022 and $50,000 for fiscal year 2023.

Behavioral Health and Developmental Services is requesting approval of the following provider

2. Behavioral Health and Developmental Services — Provider Agreement Addendum
Behavioral Health and Developmental Services is requesting approval of a provider agreement
addendum with accessAbilities, Inc. to add the Early Intervention service of Special Instruction
Behavior for the period July 1, 2022 through June 30, 2023. The contract authorization amount
will remain unchanged and no additional county funds are required.
3. Behavioral Health and Developmental Services — Grant Application
Behavioral Health and Developmental Services is requesting approval to submit a grant
application to the Office of Mental Health and Substance Abuse to assist with meeting new
federal crisis regulations, the addition of 988 and national best practices. The grant will run until
June 30, 2025 with awards up to $300,000. There is no match requirement so no additional
county funds are required.
4. Behavioral Health and Developmental Services — Grant Agreement
Behavioral Health and Developmental Services is requesting approval to enter into an agreement
with the Pennsylvania Commission on Crime and Delinquency for the implementation of a Crisis
Intervention Team Train the Trainer program for the period of October 1, 2022 through
September 30, 2023. The contract authorization amount is $19,413 and no additional county
funds are required.
5. Human Services — Emergency Shelter Grant Agreements
Human Services is requesting approval to enter into agreements with the following providers for
emergency shelter services for the period of July 1, 2022 through December 31, 2023. The funds
are provided by the U.S. Department of Housing and Urban Development and no county funds
are required.

6. Children and Youth Services — Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with Life Span
Family Services for the provision of foster care placement services for the period of July 1, 2022
through June 30, 2023. The contract authorization amount is $400,000 and no additional county
funds are required.
7. Children and Youth Services — Provider Agreement
Children and Youth Services is requesting the approval of a provider agreement with Blueprints
for the provision of the Mockingbird Foster Care delivery model for children with complex needs
in foster care placement for the period of July 1, 2022 through June 30, 2023. The contract
authorization amount is $200,000 and no additional county funds are required.

Purchasing, respectfully requests the Board of County Commissioners award the bid for the
Courthouse Courtrooms 6 & 7 rennovations to Stonemile Group, Inc., Canonsburg, PA
in the amount of $2,466,834.00 Base bid and $150,000.00 Alternate #3, for a total project
cost of $2,616,834.00. This project will be paid from ARPA Funds.
This bid is being awarded to the lowest most responsive and responsible bidder meeting
specifications and has been recommended for award by Justin Welsh, Director of Building
and Grounds, Buchart Horn Architects and MacBracey Corporation.
B. Bid Extensions
1. Wiring Services —Contract #100520-Wiring
Purchasing, on behalf of Information Technology, respectfully requests the Board of County
Commissioners approve the Wiring Services contract extensions for the listed vendors on a
"Time & Material" basis per their submitted hourly rates.

2. Temporary Staffing Services. Contract #012220-TTSS
The Purchasing Department on behalf of Shelli Arnold, Human Resources, respectfully
requests the Board of County Commissioners approve the extension of our contract with
Express Employment Professionals, Washington, PA, for Temporary Staffing Services
at a percentage mark up from the current Washington County Employee Rate. If approved,
this contract will be effective January 1, 2023 through December 31, 2023.
II. AGREEMENTS & CONTRACTS/ADDENDUM
A. Professional Service Agreements
1. Time Savers Inc.
Purchasing on behalf of Shelli Arnold, Human Resources, respectfully requests the Board
of County Commissioners extend our agreement with Time Savers Inc, of Waynesburg
PA, for the purpose of providing after hours drug and alcohol screening of employees on
an as needed basis. If approved, this renewal will be effective January 1, 2023 through
December 31, 2023.
2. Records Storage Center -Contract #041614-1Storage
Purchasing, respectfully requests the Board of County Commissioners approve the renewal
agreement for Records Storage to Joyce & Aaron Stimmell, Washington, PA. If
approved, in accordance with the rent schedule of 2014, this agreement will be effective July
1, 2021 through June 31, 2023 at the rate of $4.64 per sq. ft. for a total monthly rent of
$5,548.66 for 14,350 total sq. ft., with the option to renew for additional one year terms.
3.051221-SCAN-RFP Scanning, Storage & File Retrieval Services
Purchasing, on behalf of Jamie Knizer, Law Library/Records Center Director, respectfully
requests the Board of County Commissioners approve a proposal for Scanning, Storage
and File Retrieval with Scantek, Inc., Willow Grove, PA, our contract of record, in the
amount of $14,310.00, plus $2.50 per box for retrieval and .25 per page for scanning
(includes prep, scan, index, upload to Sftp and re -assembly).
Scan -on -demand services are utilized to fulfill Prothonotary and Register of Wills file
requests that are stored at the Scantek facility. Project expenses will be satisfied using
American Rescue Plan Act Funds.
4. LobbvGuard
Purchasing, on behalf of Jon Ridge, Adult Probation, respectfully requests the Board
of County Commissioners approve an extension of our agreement with Lobbyguard,
Houston, TX., for a kiosk based scheduling system. Original cost was $6,060.00 with annual
recurring costs of $3,060.00 for software & support. If approved, this extension will be
effective for a 12month term through December 31st, 2023 and funded via Act 35 Funds with
no tax payers dollars being spent.
Note: LOBBYGUARD is designed to work through outlook to allow individuals to self -
register at which time the appropriate unit, i.e. intake, drug testing, or house arrest to know
that an individual has registered and is awaiting service. A good example would be if you
experienced self -registering kiosks at a doctor's office, same concept just a different
environment.
5. Professional Services - Statewide Radio Network or "PA STARNet"
Purchasing, on behalf of Public Safety, respectfully requests the Board of County
Commissioners approve a Professional Services Agreement with the Commonwealth of
Pennsylvania, acting by and through the Pennsylvania State Police, Harrisburg,
Pennsylvania, for the purpose of developing, managing, and maintaining a wireless
communications network throughout the Commonwealth, known as the Statewide Radio
Network or "PA STARNet"; and the County emergency dispatch system.
The term of this Agreement shall commence on the date of the last required Commonwealth
signature and shall remain in effect for a period of twenty (20) years thereafter (the "Initial
Term"), unless terminated earlier by notifying the other in writing at least one hundred eighty
(180) days prior to the expiration of the Agreement of the intent to terminate. There is no cost
to the County.
Note: This agreement allows the County to share sites on the State system. It does NOT
commit us to any sites.

Purchasing, on behalf of Jason Bercini, Deputy Director, Human Services, respectfully
requests the Board of County Commissioners approve the purchase of one I -phone from
Verizon for their Outreach Specialist in Human Services.
The Cost of service is $39.99/mth and will be paid from their Operating budget.
2. Costars 13 -Vehicle for Public Safetv
Purchasing, on behalf of Gerald Coleman, Director of Public Safety, respectfully requests the
Board of County Commissioners approve the following purchase from Tri State Ford, Inc.,
Kittanning, PA. The proposed purchase would be made via PA State Contract/COSTARS
13, and therefore does not require bidding. The proposed purchase has been recommended for
approval from HAZMAT Funds.
-One (1) 2022 Ford F250 Crewcab Vehicle with Emergency upgrades =
$76,745.00, including $7,800 discount.
Note: This truck will be replacing our existing F250 with 150K Miles which will go to
auction.

RACW requests that the County Commissioners adopt a resolution approving the proposed Action
Plan amendments and revisions to the Community Development Block Grant (CDBG) Program.
A summary of the proposed plan amendments and revisions was provided to the Board of
Commissioners for review on September 15, 2022. As required by the U.S. Department of
Housing and Urban Development, a public notice appeared in the Observer Reporter on September
29, 2022 to notify the public of the proposed changes and begin the 30-day review period. A
public hearing was held on October 17, 2022 for citizens to present comments concerning the
proposed changes. No comments were received.

WASHINGTON APPROVING THE AMENDMENTS AND REVISIONS TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM WHICH ARE
PART OF THE COUNTY'S CONSOLIDATED AND ANNUAL ACTION PLANS
WHEREAS, under Title I of the Housing and Community Development Act of 1974, as
amended, the Secretary of the U.S. Department of Housing and Urban Development is authorized
to extend financial assistance to communities for activities which will benefit low- and moderate -
income persons, eliminate or prevent slums or urban blight, or address other urgent community
development needs; and
and
WHEREAS, the County of Washington is an eligible grantee under the CDBG Program;
WHEREAS, in the course of administering the CDBG Program, certain Amendments and
Revisions are required for Fiscal Years 2018 — 2021; and
WHEREAS, the County of Washington has prepared the Amendments and Revisions for
the County's 2018 — 2021 Consolidate and Annual Action Plans; and
WHEREAS, the County of Washington has advertised a notice regarding its intention to
act upon the Amendments and has made them available for public inspection prior to the public
meeting at which it is to be considered; and
WHEREAS, having given the citizens of Washington County an opportunity to make
known their position with regard to the Amendments and Revisions and fw1her having given
thorough consideration to their applicability to continued program implementation, the Board of
Commissioners of the County of Washington, Pennsylvania, wishes to approve the proposed
Amendments and Revisions.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County
of Washington, Pennsylvania, that the Amendments and Revisions dated November 3, 2022 for
Fiscal Years 2018 — 2021 of the Community Development Block Grant Program which are part of
the County's Consolidated and Annual Action Plans are hereby approved and furthermore the
Chairman of the Board of Commissioners is authorized to execute on behalf of the County all
