Irey, J. Bracken Burns, Sr., and Joseph A. Ford, Sr. Also being present: Michelle Miller, Chief Clerk, Linda Hands, Secretary; Solicitor Jim McCune; Bill McGowen, Director of Administration; Melanie Thomas Finney, Planning Commission; Paul Belcastro, Controller; Francis King, Treasurer; Larry Maggi, Sheriff, John Rheel and Todd Hammond, Sheriff's Department; Ken Barna, Tax Assessment Office; Joseph Abate and Greg Lonick, Veteran of Foreign War; Reverend David Lindberg, United Methodist Church, California; George Eckert, Forty and Eight; Dee Laabs, SEIU; David Antion, Fred Fleet, Becki Simpson and Edna Ross, interested citizens; Jim Jefferson, WJPA; Chris Haines, Herald -Standard; Joe Smydo, Observer -Reporter; Kathy Thomas, Valley Independent; J.R. Wheeler, CUTV; and bidders. Chairman Irey called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 585 dated March 5, 1998. Moved by Mr. Burns, seconded by Mr. Ford, that Minute No. 585 dated March 5, 1998, be approved as presented. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. AMENDMENT TO THE AGENDA Moved by Mr. Burns, seconded by Mr. Ford, to amend the agenda to remove "Special Order of Business" regarding the North Franklin Township Revenue Allocation Program., Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. PUBLIC COMMENTS Becki Simpson, a resident of the Lagonda area of the County, questioned how she could obtain a copy of Washington County's rules and procedures governing copies and inspections of public documents. Solicitor McCune told Ms. Simpson that his office is in the process of gathering information that Ms. Simpson previously requested. Solicitor McCune noted that although no formal policy exists pertaining to procedures for copy:rg and inspecting public records , the Board of Commissioners have been extremely open with records and cooperative with citizens. Solicitor McCune ended the discussion by stating that the County intends to adopt a policy on this issue in the near future. W BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Ms. Simpson also told the Commissioners that when citizens go to the polls to vote, they want know that the individuals working the polls are following proper procedures. Ms. Simpson inquired how the Commissioners intend to address problems that occur with the election process. Commissioner Burns told Ms. Simpson that complaints regarding the election process have been addressed by the Board of Commissioners, the Director of Elections and the Solicitor. He further discussed that the Solicitor prepared a report in response to complaints about the election process and found that only human error occurred in the vote tabulation. Commissioner Burns discussed that the Commissioners have decided not to audit the election process in response to the Solicitor's investigation. David Antion from the McGuffey area of Washington County, requested that the Commissioners again consider an audit of the Election Office by an independent agent because of the errors discovered in the 1997 General Election. He further stated that the County should not be in a debt position since money is received from taxpayers and other sources. He ended his conversation by stating that county personnel need to handle county funds correctly to remain free of debt. OLD BUSINESS Attorney McCune recommended that the bids for the Bridge Rehabilitation/Restoration Project for the Lyle, Wright and Letherman Covered Bridges be tabled for further review. Moved by Mr. Burns, seconded by Mr. Ford, to table the foregoing bids. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced that a Scholarship Notice is available from the Washington County Housing Authority. NEW BUSINESS Chief Clerk requested authorization to advertise for bids for the Inmate Telephone System and Public Pay Phones for the Correctional Facility. Moved by Mr. Burns, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Contract with Bell Atlantic Public Communications and AT&T Communications until the bidding process is complete for the Inmate Telephone System and Public Pay Phones in the Correctional Facility. Chief Clerk presented to the Board for their consideration and approval of a Professional Services Contract with William P. Smith, P.E. in the amount of $26,565.00 for the following: Phase II - Final Design for Courthouse Wiring $20,065.00 Fire & Life Safety System 5,000.00 Design for Public Address System 1,500.00 Moved by Mr. Ford, seconded by Mr. Burns, approving the Professional Services Contract with William P. Smith, P.E. as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the continuation of the Trinity School Based Grant for the third year (September 1, 1998 to August 31, 1999). The funding level for this $42,687.00 Grant is 25% PCCD ($10,672.00), 37.5% County ($16,007.50), and 37.5% Trinity Schools ($16,007.50). Moved by Mr. Burns, seconded by Mrs. Irey, approving the Addendum to the Service Agreement with per above. Roll call vote taken: Mr. Ford - No; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried. Chief Clerk presented to the Board for their consideration and approval the purchase of hardware from the State Contract to upgrade computer systems within county departments. The total purchase is for sixty-two (62) new Window PC's and five (5) new printers is in the amount of $107,515.00. Moved by Mr. Burns, seconded by Mrs. Irey, approving the purchase of hardware from the State Contract as per above. Roll call vote taken: Mr. Ford - No; Mr. Burns - Yes; Mrs. Irey - Yes. The rates would be $29.50 per hour for RN's and $24.50 per hour for LPN's. above.
