Irey, J. Bracken Burns, Sr., and Joseph A. Ford, Sr. Also being present: Michelle Miller, Chief Clerk, Linda Hands, Secretary; Solicitor Jim McCune; Assistant Solicitor Jill Devine; Bill McGowen, Director of Administration; Melanie Thomas Finney, Planning Commission; Paul Belcastro, Controller; Francis King, Treasurer; Larry Maggi, Sheriff; John Rheel and Todd Hammond, Sheriff's Department; Robert Umstead, Executive Director of the Redevelopment Authority; Betsy Dane, Crime Victim Witness Assistance Program; Tom Smith, Minister of Worldwide Church of God; George Eckert, Forty and Eight, S.E. Wheeler, CUTV. Chairman Irey called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 586 dated March 19, 1998 and Minute No. 587 dated March 26, 1998. Moved by Mr. Burns, seconded by Mr. Ford, that Minute Nos: 586 and 587 be approved as presented. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Minister Tom Smith led the meeting in prayer. George Hutchko led the Pledge of Allegiance. George Eckert presented a Forty and Eight Americanism Merit Award to the Commissioners for their loyalty, patriotism and concern for the Veterans of Washington County. Mr. Eckert explained that this plaque was from the Voyageurs of La Societe des 40 Hommes et 8 Chevaux Voiture Locale #676 Washington County. The Commissioners thanked Mr. Eckert for this award. SPECIAL ORDER OF BUSINESS David Toal, representative for the North Franklin Township Revenue Allocation Program, presented to the Board for their considertion and approval a Resolution whereby monies that would be paid as real estate taxes would instead be paid into a fund for development of infrastructure improvements. Mr. Toal made comments regarding the Resolution. MINUTE O O K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Burns, seconded by Mrs. Irey, approving the North Franklin Township Revenue Allocation Program Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. The Commissioners presented to Charlotte Scholl of the Washington County Builders Association a Proclamation declaring April as "New Homes Month" in Washington County. Moved by Mr. Burns, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unaniously. Ms. Scholl made comments regarding the Spring Home Expo at the Washington County Fairgrounds. (RECESS FOR PHOTOS) HOSPITAL AUTHORITY REQUESTS Attorney Robert N. Clarke, Solicitor for the Washington County Hospital Authority, presented the following two items to the Commissioners for approval. 1. A Resolution authorizing the expansion or increase of the term of the existence of the Hospital Authority, and 2. A Resolution for compliance with the Federal Tax Guidelines requiring the Board of Commissioners approval for a Bond Issue. In regards to the terms of existence of the Hospital Authority, Attorney Clarke noted that the current charter will expire in 2026. He reported that because the new bond issue does not expire until 2028, it is necessary to extend the current charter. Commissioner Ford inquired into the reason why the county must extend the charter of the Authority since they are not financially involved with the Hospital Authority. Attorney Clarke told the Board that IRS guidelines require the Commissioners approval of a bond issuance even though the Commissioners do not financially support the Hospital Authority. Commissioner Irey reported that the county's solicitor had been asked to give an opinion related to granting the Hospital Authority's request to extend the Authority's charter for an additional fifty years commencing in 2026. Commissioner Ford questioned Attorney Clarke as to the reason that he was not informed of the Hospital Authority's requests sooner. Commissioner Burns made a motion to approve a Resolution to extend the charter of the Washington County Hospital Authority until 2036. Commissioner Irey seconded the motion. Roll call vote taken: Mr. Ford - No; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. REDEVELOPMENT RESOLUTIONS Robert Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution for the Disposition of parcels in the Marelda Avenue FmHA 601 Housing Development Project in the Borough of Donora. Moved by Mr. Burns, seconded by Mr. Ford, approving the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Mr. Umstead presented to the Board for their consideration and approval a Resolution for the Disposition of Parcel No. 7A in Southpointe to Millcraft Industries. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing Resolution. Roll call vote taken: Mr. Ford - No; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried. Mr. Umstead presented to the Board for their consideration and approval a Resolution for the Disposition of Parcel No. 34A in Southpointe to Heeter Printing Company. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. OLD BUSINESS Attorney McCune recommended that the bids for the Bridge Rehabilitation/Restoration Project for the Lyle, Wright and Letherman Covered Bridges be awarded to Cedar Creek Construction of Belle Vernon, Pa., in the amount of $317,803.86; this being the lowest bid received in accordance with the specifications. Motion carried unanimously. Attorney McCune recommended to the Board that the bid for Medical Supplies be tabled for further review. CORRESPONDENCE Chief Clerk announced that News Releases were available for the following Redevelopment Authority projects: 1. Sale of Parcel No. 34A in Southpointe 2. Sale of Family Housing Sites within the Donora Marelda Avenue Housing Project 3. Contract award for the Fallowfield Township Code Enforcement Demolition and Site Clearance Project 4. Sale of Parcel No. 7A in Southpointe NEW BUSINESS Chief Clerk requested authorization to advertise for bids for an Alzheimer's Wing at the Washington County Health Center. Moved by Mr. Burns, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a One -Year Sublease Agreement with the Washington/Greene County Job Training Agency for office space in Courthouse Square. The term of this lease is from March 1, 1998 through February 28, 1999 at a monthly rental rate of $13.00 per square foot plus $22.00 per month per parking space. It was noted that these purchases are not from the County's Capital Expenditure funds. I3 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval an Addendum between the County and Families United Network to increase the authorization amount of this contract to $175,000. This would require shifting $85,000 previously allocated to Try Again Homes and $40,000 from Diversified Human Services to the Families United network contract. Moved by Mr. Burns, seconded by Mr. Ford, approving the Addendum between the County and Families United Network as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Whale's Tale Placement Services Agreement for purpose of having the ability to utilize various programs which are not included in the original agreement. These services are occasionally required based on the needs of the child and as dictated by Court Order. No additional cost would be incurred with this Addendum. These services include the following: Mother with two children $151.31 Mother with child 135.86 Mother without child 121.57 Pregnant teen 121.57 Moved by Mr. Burns, seconded by Mr. Ford, approving the foregoing Addendum to Whale's Tales. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Allegheny and Chesapeake to provide physical, occupation and speech therapy in accordance with the rate schedule provided by federal and state regulations for the period of April 1, 1998 through June 30, 1998. Moved by Burns, seconded by Mr. Ford, approving the Addendum to the Agreement with Allegheny and Chesapeake as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Chief Clerk presented of the Board for their consideration and approval the Victims of Crime Act Grant in the amount of $24,637.00 for the Crime Victim/Witness Assistance Program in the District Attorney's Office. The time period of this Grant is from May, 1998 to June 30, 1999. The purpose of this Grant is to hire an advocate to work with victims involved in crimes committed by juvenile perpetrators. Moved by Mr. Ford, seconded by Mr. Burns, approving the Victims of Crime Act Grant as per above.
