The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Diana
L. Irey, J. Bracken Burns, Sr., and Joseph A. Ford, Sr. Also being present: Michelle Miller, Chief Clerk, Linda
Belcher, Secretary; Solicitor Jim McCune; Assistant Solicitor Jill Devine; Bill McGowen, Director of Administration;

Chairman Irey called the meeting to order at approximately 10:00 a.m.
Paster Rob Beck led the meeting in prayer.
George Hutchko said the Pledge of Allegiance.
Commissioner Irey entertained a motion to approve Minute No. 590 dated April 30, 1998.
Moved by Mr. Burns, seconded by Mr. Ford, that Minute No. 590 be approved as presented.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a Proclamation to Mary Lynn Spilak of Aging Services declaring May as
"Older Americans Month".

Ms. Spilak introduced Kathy Costantino who thanked the Commissioners for the Proclamation.
The Commissioners presented a Proclamation to Jeff Yates, Director of Public Safety, declaring May 17-23,
1998 as "Emergency Medical Services Week".
Jeff Yates made comments regarding the importance of EMS providers and introduced the group of EMS
providers located in Washington County.

The Commissioners presented a Proclamation to Deborah Hojonski of the American Lung Association

The Commissioners presented a Proclamation declaring May10-16, 1998, as "National Nursing Home Week".
Bonny Levine introduced employees from the Health Center and thanked the Commissioners for the
Proclamation.

Commissioner Burns read a Proclamation declaring May 18-25, 1998, as "Buckle Up America Week".
Jeff Yates accepted the Proclamation on behalf of Bonnie Pattison, Highway Safety Director, who was at a
highway safety event and unable to attend the meeting.

The Commissioners adopted a Proclamation declaring May 21, 1998, as "Statewide Ozone Action Day and
Ozone Action Season".

Commissioner Irey accepted the Proclamation on hehalf of the Growth Alliance.
Bob Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a
Resolution for the Fiscal Year 1998 Community Development Block Grant Program, Home Investment
Partnerships Program, Emergency Shelter Grant Program and the Consolidated Strategy and Action Plan.
Moved by Mr. Burns, seconded by Mr. Ford, adopting the Resolution as per above.

PUBLIC COMMENTS
Greg Bellis of the Greater Washington Ministry commented that his group was present at the
Commissioners' Meeting to pledge to offer their prayers and support to Washington County on local government
issues.
Chairman Irey thanked the Ministry for their support and noted that the Board would remain in contact
with the group.
OLD BUSINESS
Attorney McCune recommended that the bids. for Printed Forms be awarded to the following vendors based
on the "per unit" cost:

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a Professional Services Contract with
William P. Smith, P.E. in the amount of $21,500 to act in the capacity of a consultant for the courthouse wiring
project. This contract would be for services performed from July 1, 1998 through September 15, 1998.
Moved by Mr. Burns, seconded by Mr. Ford, approving the Professional Services Contract with William P.
Smith, P.E. as per above.

Chief Clerk presented to the Board for their consideration and approval the acceptance of a grant offering
and approval of the required resolution authorizing the Chairman to execute documentation on behalf of the
County for a Pennsylvania Department of Transportation's Bureau of Aviation Grant in the amount of $30,000.
This block grant would be used to prepare the Airport Action Plan and Airport Layout Plan Update. The funding
ratio is 90% FAA ($30,000), 5% State ($1,667.00) and 5% County ($1,667.00).

Chief Clerk presented to the Board for their consideration and approval an Agreement between the County
and Electronic Document Associates (EDA) for the exchange of computer equipment. The County would exchange
a scanner worth $12,000 for four public work stations, two printers, two scanners and monitors worth $12,000 plus
receive $8,921 credit for services provided by EDA.

Chief Clerk presented to the Board for their consideration and approval the Act 147 Radiation Emergency
Response Fund Grant for signature in the amount of $7,323.00. This Grant requires no match from the County
and is for the year 1998/1999. It would be used to improve emergency preparedness in case of a nuclear incident at
the Beaver Valley Power Plant. The County will purchase a new meter, a probe and portable
shelters/decontamination units with this grant.

ANNOUNCEMENTS
Chief Clerk announced that the County Offices will be closed on Tuesday, May 19, 1998 for the Primary
Election and on Monday, May 25, 1998 in observance of the Memorial Day holiday.
Chief Clerk announced that the Washington County Retirement Board voted to hold quarterly meetings
instead of monthly meetings. For the remainder of 1998 the Retirement board will cancel all of the scheduled
monthly meetings except for August 20, 1998 and October 29,1998. These meetings will be held immediately
following the Board of Commissioners' meeting in the Public Meeting Room of the Courthouse Square Office
Building.
