Irey and J. Chairman Irey called the meeting to order at approximately 10:05 a.m. Reverand Cherry led the meeting in prayer. George Eckert led the Pledge of Allegiance. Commissioner Irey entertained a motion to approve Minute No. 592 dated May 28, 1998. Moved by Mr. Burns, seconded by Mrs. Irey, that Minute No. 592 be approved as presented. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Certificate of Appreciation honoring Charapp Ford South for donating vehicles to E .MINUTE Bcioiz 133 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA the County's Welfare to Work Transportation Program. Ron Charapp accepted the Certificate and made comments on the future endeavors of Charapp Ford South and the Welfare to Work program. He thanked the County for their continued support. The following individuals made comments regarding the success of Washington County's Welfare to Work initiative: Bob Willison, Chairman of the Transportation Advisory Board, Sharon Russell from State Senator J. Barry Stouth's Office, Mary Brugger, the Executive Director of the Washington County Assistance Office, Mary Ann Grisz, Welfare to Work Program Coordinator, George Krcelich, Operations Director of the Washington County Human Services Department, and Cassie Dunn, American Red Cross. The Commissioners presented a certificate to Crystal Nelson, a Welfare to Work client, for her initiative in making the transition from welfare to work. The Commissioners presented a Certificate of Commendation to Brad Mermon, a Sheriff's intern and William Bryker, a Deputy Sheriff, who were involved in an incident with an inmate at the Courthouse on June 1, 1998. The Sheriff also praised his deputies for their actions. The Commissioners honored Peg Wilson with a Retirement Certificate for her twenty-five years of service in the Tax Claim Department. Mrs. Wilson thanked the Board for the Certificate and commented on her years with the County. PUBLIC COMMENTS There were no public comments. OLD BUSINESS Attorney Vreeland recommended to the Board that the bids for Software Training for Washington County be awarded to New Horizons Computer Learning Center in Canonsburg, PA, on a "per unit" basis. Moved by Mr. Burns, seconded by Mrs. Irey, to award the bid for New Horizons Computer Learning Center as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey -Yes. Motion carried unanimously. Attorney Vreeland recommended to the Board that the bid for the Washington County Airport FAA Grant for the Runway 27 Safety Area Improvements and Fuel Farm Relocation Project be awarded to Cast and Baker Corporation in Canonsburg, PA, for $1,180,548.70. He also recommended that the contract be contingent upon guidelines set by the FAA and the Pennsylvania Department of Transportation Bureau of Aviation. The project fund ratio is 90% FAA, 5% State, and 5% County. Motion carried unanimously. Attorney McCune recommended to the Board that the bids for Housekeeping Supplies (Aging Services) Contract be tabled for further review. Moved by Mr. Burns, seconded by Mrs. Irey, that the bids for Housekeeping Supplies be tabled for further review. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced the Redevelopment Contract Award to Penn Transportation Services, Inc. for the Corporate Drive Construction and Site Improvements Project in Southpointe. Also, the Chief Clerk announced information on the Dedication Ceremony and Open House for the new Canon Apartments located in Canonsburg, Pennsylvania. NEW BUSINESS. Chief Clerk presented to the Board for their authorization the purchase of hardware from the State Contract (from the vendors of Compaq and Pentatmation Enterprises) for the purpose of providing hubs for the courtflo system and for the courthouse. The total purchase price is as follows: Courthouse 10 hubs @ total of $56,100 Courthouse Square 7 hubs @ total of $46, 671 Moved by Mr. Burns, seconded by Mrs. Irey, authorizing the purchase of hardware for the hubs at the Courthouse and Courthouse Square. Roll call taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a professional services contract in the amount of $17, 500 to Pentamation Enterprises, Inc. for the integration and installation of the hubs at the Courthouse and Courthouse Square. Moved by Mr. Burns, seconded by Mrs. Irey, approving the installation of hubs. Chief Clerk presented the Probation Services request of consideration and approval of the fourth year renewal of the intermediate punishment grant through the PCCD in the amount of $69,180. No county match in involved. This is the fast track grant for the District Attorney and the Public Defender's Office. Moved by Mr. Burns, seconded by Mrs. Irey, approving the renewal of the intermediate punishment grant. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from Human Resources that the American Society of Safety Engineers be added to the approved list of County associations. Chief Clerk presented to the Board for their consideration and approval Posting Clerk Agreements between the County and Vickie Heyman and Troy Breese in the amount of $10.00 per completed affidavit of posting, effective June 1, 1998. Chief Clerk presented to the Board for their consideration and approval that Dave Lint, Executive Director of the Mon Valley Transit Authority be appointed to the Transportation Advisory Board. Chief Clerk presented to the Board for their consideration and approval a Domestic Relations Office request that the Commissioners sign the Visitation and Access Grant portion of the "It Takes a Village to Raise a Child" project in the amount of $30,000. No County match is involved. The purpose of this grant would be to pay for services provided by an attorney who will represent fathers not seeing their children. Chief Clerk presented to the Board for their consideration and approval a resolution that Catherine Kresh, Director of the Day Care Program, have the authority to execute day care agreements with changes in reimbursement rates and service days as they arise for fiscal year 1999. Chief Clerk presented to the Board for their consideration and approval a supplemental grant agreement between the Washington/Greene MH/MR Program and the Office of Mental Retardation, Department of Public Welfare. This agreement is a boilerplate developed by the State to shift the funding for Early Intervention Programs from state funds to the federal Medicaid waiver funding. The agreement period is from July 1, 1998 to June 30, 2001.
