Irey and J. Bracken Burns, Sr. Also being present: Michelle Miller, Chief Clerk, Solicitor Jim McCune; Assistant Solicitor Jill Devine; Bill McGowen, Director of Administration; Melanie Thomas -Finney and Lisa Cessna, Planning Commission; Paul Belcastro, Controller; Larry Maggi, Sheriff; Todd Hammond, John Rheel, Sheriff's Department; Bob Umstead, Executive Director of the Redevelopment Authority; Reverend Craig Bellis, Covenant Life Fellowship Church; The Washington High School Baseball Team members and their families; Suzan Mohney, Art teacher at Charleroi Area School District; Jack Eichmer, Bell Atlantic; Jim Jefferson and Shelly Jones, WJPA; Chris Haines, Herald -Standard; Joe Smydo, Observer -Reporter and J.R. Wheeler, CUTV. Chairman Irey called the meeting to order at approximately 10:05 a.m. Reverend Bellis led the meeting in prayer and the Pledge of Allegiance. Commissioner Irey entertained a motion to approve Minute No. 593 dated June 11, 1998 and Minute No. 594 dated June 25, 1998. Moved by Mr. Burns, seconded by Mr. Fergus, that Minute Nos. 593 and 594 be approved as presented. Roll call vote taken: Mr. Fergus - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Certificate of Congratulations to the Washington High School Baseball Team for the 1998 PIAA AA Champions. The Commissioners read a Certificate of Congratualtions to the Washington High School Baseball Team for capturing the 1998 PIAA AA Championship. Commissioner Fergus made brief remarks on the success of the team members on and off of the field. He noted that he has never seen a finer team and commended the parents and families of the team members for their support. Coach Bob Peton accepted the certificate. Mr. Peton applauded the team for their championship season and introduced the team members, assistant coaches and manager. The Commissioners presented a Certificate of Congratulations to WJPA Radio Station for being named the Best Regularly Scheduled Newscast in Pennsylvania for 1997 by the Associated Press. Jim Jefferson, News Director, made comments regarding this Certificate. The Commissioners presented to Suzan Mohney of the Charleroi Area School District a Certificate of Congratulations for being named as the Eastern Elementary Art Educator of the Year Award. Ms. Mohney thanked the Commissioners for honoring her and discussed that she is lobbying for Washington County students to have the same types of opportunities as Allegheny County students to visit museums and learn 152`1 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA about art. Bob Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution for the disposal of a parcel of land at the corner of North Main and Walnut Street. Moved by Mr. Burns, seconded by Mr. Fergus, approving the foregoing Resolution. Roll call vote taken: Mr. Fergus - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. PUBLIC COMMENTS There were no public comments. - OLD BUSINESS Solicitor McCune recommended to the Board that the bid for Printed Forms (rebid) be awarded to the following vendors for the "per unit" cost submitted in their bid proposal: 1. Badzik Printing Service, Donora, Pa. 2. William Penn Printing, Pittsburgh, Pa. Moved by Mr. Burns, seconded by Mr. Fergus, to award the bid for Printed Forms (rebid) as per above. Solicitor McCune recommended to the Board that the bid for Housekeeping Supplies for the Aging Department be awarded to the following vendors for the "per unit" cost submitted in their bid proposal: 1. Burrows Company, Wheeling, IL 2. Daycon Products, Inc., Leetsdale, PA 3. Jack Frye Sales & Service, Clairton, PA 4. Maica Products, Pittsburgh, PA 5. Paper Products Company, Inc., Pittsburgh, PA 6. Solicitor McCune recommended to the Board that the bid for the Courthouse Wiring Project be awarded to Lighthouse Electric Company, Inc., of Canonsburg, Pa., in the amount of $466,000.00. Moved by Mr. Burns, seconded by Mr. Fergus, that the bid for the Courthouse Wiring Project be awarded as per above. Roll call vote taken: Mr. Fergus - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced a Redevelopment News Release in reference to the sale of land located at the corner of North Main and Walnut Street in the City of Washington. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of the County's surplus property. Moved by Mr. Fergus, seconded by Mr. Burns, authorizing the sale of the County's surplus property. Roll call taken: Mr. Fergus - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with John Lindley, Auctioneer, at the rate of 10% of the proceeds from the sale of surplus property at the County's public auction. Chief Clerk presented the to the Board for their consideration and approval authorization to purchase utility software at a cost of $8,500 from Racom for the Recorder of Deeds to convert 400,000 images from Racom Corporation to the EDA system. Moved by Mr. Fergus, seconded by Mr. Burns, approving the Racom Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a lease Agreement with Stimmell's for temporary office space to be utilized by the District Attorney during the wiring of the Courthouse. This lease is for 2,302 square feet at a cost of $12.75/foot for the period of July 25 through August 30, 1998. Moved by Mr. Burns, seconded by Mr. Fergus, approving the purchase of insurance for the FITS and Community Services Program as per above. Chief Clerk presented to the Board for their consideration and approval to include insurance coverage property and liability coverage with National Casualty Company for MH/MR and Drug and Alcohol at an annual premium of $3,990. This amount would be 100% reimbursable to the County. Moved by Mr. Burns, seconded by Mr. Fergus, approving the MH/MR and Drug and Alcohol insurance coverage as per above. Chief Clerk presented to the Board for their consideration and approvl 1 authorization to lease a stratus computer for the Public Safety Office at a cost of $3,799.00 per month for 60 months with a $1.00 buy out option at the end of the agreement. The accompanying cost of software for this unit would be $23,375.00. Moved by Mr. Burns, seconded by Mr. Fergus, approving the purchase of a stratus computer for the Public Safety Department as per above. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Engineering contract with Baker Engineers for the Taxiway Relocation Project at the Airport for additional engineering services, MINUTE ®❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA geotechnical testing and the costs for final design and grading plans required to facilitate future use of the site. The Amendment is in the amount of $24,470.00. The FAA and PennDot Bureau of Aviation have reviewed and approved the additional costs. The project funding ratio is 90% FAA, 5% State and 5% County. This PCCD Grant provides for the cost of a Deputy Sheriff ($11.27 an hour) discussing drug awareness with 5th and 6th grade students in the McGuffey and Avella School Districts. Chief Clerk presented to the Board for their consideration and approval the submission of the hazardous Materials Assessment which provides a basic summary of the hazardous materials threat to the County and a statement showing the number of facilities, chemicals and fees collected. This assessment does not generate additional funding but must be submitted to the State to be eligible for potential funding. It was noted that 60% will be used to purchase equipment for the Greater Washington Food Bank and 40% will be used as start up funding for the Super Cupboard Food Program. Department of Housing and Urban Development in an amount not to exceed $1,500,000 to enable Washington County to continue the existing homeless services and to expand services. It was noted that no County match is required. The contract period will by July 1, 1998 to June 30, 1999 pursuant to a satisfactory performance.
