Washington County Commissioners
Washington, PA, July 9,1998
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Diana
L. Irey, J. Bracken Burns, Sr. and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk, Solicitor Jim
McCune; Assistant Solicitor Jill Devine; Bill McGowen, Director of Administration; Linda Belcher, Secretary;
Marlene Luketich and Jeff Leithauser, Planning Commission; Paul Belcastro, Controller; Sheriff Larry Maggi; Todd
Hammond, Sheriff's Department; Bob Umstead, Executive Director of the Redevelopment Authority; Pastor
Kenneth Schott, First Lutheran Church; Fred Fleet and Linn Hamilton, interested citizens; Tom Panion, Mon
Valley Leathernecks; Jim Jefferson, WJPA; Steve Ferris, Herald -Standard; Joe Smydo, Observer -Reporter; Kathy

Chairman Irey called the meeting to order at approximately 10:00 a.m.
Pastor Schott led the meeting in prayer.
Tom Panion of the Mon Valley Leathernecks said the Pledge of Allegiance.
Commissioner Irey entertained a motion to approve Minute No. 595 dated June 25, 1998.
Moved by Mr. Burns, seconded by Mr. Fergus, that Minute No. 595 be approved as presented.

SPECIAL ORDER OF BUSINESS
Bob Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a
Resolution authorizing the filing of an application to the Office of Budget, Commonwealth of Pennsylvania for a
Redevelopment Assistance Capital Grant for Southpointe Expansion.
Moved by Mr. Burns, seconded by Mr. Fergus, approving the foregoing Resolution.

Motion carried unanimously.
PUBLIC COMMENTS
Linn Hamilton, a former dairy farmer from Hopewell Township, expressed the many difficulties facing the
local farmer and requested the Board of Commissioners to assist the local farmers. Mr. Hamilton stated that many
middle class farmers are losing their farms due to the nation's free -trade policies.

Mr. Hamilton asked the Commissioners for their support of a measure that would give farmers a specified
period of time to catch up on delinquent mortgage payments before the banks can seize the farms. He pointed out
that other states do have such a program.
Commissioner Burns stated to Mr. Hamilton that he is currently chairing a task force comprised of
representatives of the Pennsylvania Alliance for Sustainable Agriculture and Southwestern Pennsylvania Regional
Development Council, Inc. whose goal is to develop regional markets in the southwestern part of the state.
Chairman Irey stated that the Board of Commissioners would send a letter to other government officials to
support for this type of idea.
OLD BUSINESS
Solicitor McCune recommended to the Board that the bid for the Washington County Health Center
Alzheimer's Wing be awarded to the following contracts for each prospective category:
General Construction
Crump, Inc., of Pittsburgh, Pa. Bid amount: $1,798,900.00
HVAC Construction
E. L. Kemp Company, of McKeesport, Pa. Bid amount: $196,688.00
Plumbing Construction
Clayworth Mechanical, of Pittsburgh, Pa. Bid amount: $252,000.00
Electrical Construction
Lighthouse Electric, of Canonsburg, Pa. Bid amount: $469,000.00
Moved by Mr. Burns, seconded by Mr. Fergus, to award the bid for the Alzheimer's Wing as per above.

Motion carried unanimously.
Solicitor McCune recommended to the Board that the bid for Inmate Telephone Equipment be awarded to
Inmate Telephone Inc. with Bell Atlantic Corporation as a sub -contractor. The commission percentage is 22% for
local and IntraLATA and 35% for InterLATA.
Moved by Mr. Burns, seconded by Mr. Fergus, that the foregoing bid be awarded as per above.

Solicitor McCune recommended to the Board that the bid for the Telephone Equipment Upgrade Project be

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an Agreement with AT&T Wireless
through Let's Talk Communications, Inc. for cellular phone airtime the Economic Development Department. The
cost of this service is $10.95 per month plus airtime charges of 36 cents per minute peak and 16 cents per minute off
peak.
Moved by Mr. Fergus, seconded by Mr. Burns, authorizing the celluar phone agreement with AT&T Wireless
as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement with Datamatics, Inc.
for the purpose of providing time clock maintenance and software support in the Department of Public Safety and
the Health Center. The cost of this Agreement is $550.00 per quarter, of which $325.00 would be allocated to the
Health Center and $225.00 would be charged to Public Safety.

Chief Clerk presented the to the Board for their consideration and approval the renewal of the County's
Workers Compensation Insurance with Reliance National's Large Deductible Rating Plan at an annual premium of
$209,000 plus a loss fund of $25,000. Also, it was recommended that PHICO be retained as the claims
administrator.

This Rock to the construction contract in the amount of $2,614.00. The Change Order is for additional work and
quantities of topsoil, seeding and compaction of soil necessary to complete the extended roadway embankment for
the Greer Station Bridge Replacement Project.

Benefit Services, Inc. to provide overall health benefit consulting to the County for a period not to exceed six
months. This Agreement would be in the amount of $1,250 per month up to a maximum cost of $7,500.00.

and Associates for the purpose of developing an indirect cost plan to attempt to obtain federal reimbursement for
Domestic Relations for the prior two years. The fee of this Agreement is 50% of recovered amounts with a
maximum of $10,000 per year.
