Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk; Pat McCune, Solicitor; Linda Belcher, Secretary; Marcia Barna, Secretary; Bill McGowen, Director of Administration; Melanie Finney, Planning Commission; Mike Namie, Deputy Controller; Francis King, Treasurer; Shirley Coleman, Carol Rossi, Linda Sopiak, Helen Horwath, Loretta Lee, Claudia Hargrove, employees of the Treasurer's Office; Bob Rizor, Certified Nurses Aid at the Washington County Health Center; Chuck Pollacci, Director of Veteran's Affairs; Jeff Yates, Director of Public Safety; Rodger Young, Washington County Firemen's Association; Linda Zidek, R.N., President EMS Council; Corina Crumrine, Telecommunications Officer; Captain Blyde, City of Washington Police Department; Mike Stack, Communications Director, American Red Cross; Cassie Dunn, Branch Administrator American Red Cross; Debbie McGowen, Case Manager of Mental Health; Jim Jefferson, WJPA; Joe Smydo, Observer -Reporter; and Chris Haines, Herald Standard and various bidders. Chairman Burns called the meeting to order at approximately 10:05 a.m. Bob Rizor led the meeting in prayer. Chuck Pollacci said the Pledge of Allegiance. Chairman Burns entertained a motion to approve Minute No. 611 dated February 18, 1999. Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 611 be approved. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS I- The Commissioners adopted a Proclamation declaring March 14-20, 1999, as SREmergcncy Se,. -vices Week". Moved by Mrs. Irey, seconded by Mr. Fergus, adopting the foregoing Proclamation. Roll call vote: Mr. Fergus - Yes; Mrs. Irey -Yes; Mr. Burns - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jeff Yates, Director of Public Safety. Mr. Yates made brief comments and introduced Rodger Young, Linda Zidek, R.N., Corina Crumrine and Captain Blyde, all members of an emergency service organization in Washington County. 1 MINUTE O O K 341 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA The Commissioners adopted a Proclamation declaring March, 1999 as "American Red Cross Month". Moved by Mrs. Irey, seconded by Mr. Fergus, adopting the foregoing Proclamation. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Cassie Dunn thanked the Commissioners for their continued support to the American Red Cross and introduced staff members Mike Stack and Debbie McGowen. The Commissioners presented a plaque of Congratulations and Appreciation to Shirley Coleman who will be retiring from County government as an employee of the Treasurer's Office with twenty three years of service. Treasurer King thanked Ms. Coleman for her years of dedication involving work with the Treasurer's Office. OLD BUSINESS Solicitor McCune recommended to the Board that the bid for the Bailey Covered Bridge Project be awarded to Atlas Railroad Construction Company for the amount set forth in their bid. Moved by Mrs. Irey, seconded by Mr. Fergus, awarding the bid for the Bailey Covered Bridge as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor McCune recommended to the Board that the bid for Natural Gas be tabled for further review. Moved by Mrs. Irey, seconded by Mr. Fergus, to table the bid for Natural Gas for further review. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns- Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced the following News Release: 1. Redevelopment Authority contract award to Bruce & Merrilees Electric Company for the Fourth Street and Chess Street Traffic Signalization Project in the City of Monongahela NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the costs of $606.74 associated with the Juvenile Court Advisory Board annual dinner meeting, scheduled for April 21, 1999. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the costs associated with the Juvenile Court Advisory Board dinner. Chief Clerk presented to the Board for their consideration and approval the upgrade of court and court associated software needed to implement Facts 5 at the cost of $3,115.00 for 35 licenses. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the upgrade of associated software for the Facts 5 as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the selection Monaloh Basin Engineers to conduct the 1999 Bridge Inventory and Inspection Program for Washington County. This is contingent upon successful negotiation of the engineering contract and PennDOT concurrence. The funding ratio for this program is 80% PennDOT and 20% liquid fuels. Moved by Mrs. Irey, seconded by Mr. Fergus, approving Monaloh Basin Engineers to conduct the 1999 Bridge Inventory and Inspection Program as per above. Roll call vote taken: Mr. Ferus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Change Order No. 2 to the construction contract with Cedar Creek Construction in the amount of $8,331.39. This Change Order represents the supply and installation of additional timbers, additional class two excavation, modification of beam seats, additional bottom chord protection, a modification to the steel fabrication for Letherman Bridge and the extension of the contract time period. PennDOT has reviewed and concurs with the Change Order. It was noted that this is funded 100% by PennDOT. Moved by Mrs. Irey, seconded by Mr. Fergus, approving Change Order No. 2 with Cedar Creek Construction as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to cosponsor a series of concerts throughout the County each summer with the Tri-County Federation of Musicians. The County's allocation to cosponsor these concerts is $2,436. Chief Clerk presented.to the Board for their consideration and approval the transfer of funds to various General Fund departments following the agreement with SEIU. These transfers also reflect the change in 1999 health insurance rates that were approved at the last meeting by the Board of Commissioners. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the budget transfers to various General Fund departments as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a decrease in the allowable mileage rate from 32.5 cents to 31 cents, effective April 1, 1999 due to the IRS decreasing the highest allowable mileage rate. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the decrease in the mileage rate according to the IRS standards as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization for David Suski, President and CFO of the Washington Greene County Job Training Agency, to enter into the Career Link/Team PA facility operating agreement in Greene County on behalf of Washington County residents. Moved by Mrs. Irey, seconded Mr. Fergus, authorizing David Suski to enter into the Career Link/Team PA Facility Operating Agreement as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a bid from Slagle's for the casework in the newly renovated Activities Department. The cost of this project is $14,100. Chief Clerk presented to the Board for their consideration and approval Addendums to Children and Youth Purchase of Service Agreements with the following providers: Auberle - increase contract amount from $55,000 to $270,000 PA Mentor - allow emergency respite care at a rate of $99 per day Moved by Mrs. Irey, seconded by Mr. Fergus, approving the foregoing Addendums for Children and Youth Services. Chief Clerk recommended to the Board the appointment of Lee Brown and Patrick Campbell to the Tourist Promotion Board for the period of March 4, 1999 to June 30, 2001 and the appointment of Marcy Tudor to the Board, effective March 4, 1999 to June 30, 2000.
