Washington County Commissioners
Washington, PA, April 1, 1999
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners J.
Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk; Jim
McCune, Solicitor; Linda Belcher, Secretary; Bill McGowen, Director of Administration; Jill Devine, Assistant
Solicitor; Marlene Luketich, Lisa Cessna and Melanie Finney, Planning Commission; Paul Belcastro, Controller;
Sheriff Larry Maggi, Deputy Sheriff Todd Hammond; Jeff Yates, Director of Public Safety; George Eckert, Forty &
Eight Chef DeGare of Voiture 676 and member of the Washington County Veterans Council; Reverend Roy

Chairman Burns called the meeting to order at approximately 10:05 a.m.
Reverend Rhoades led the meeting with a prayer.
Sheriff Maggi said the Pledge of Allegiance.
Chairman Burns entertained a motion to approve Minute No. 613 dated March 18, 1999.
Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 613 be approved.

PUBLIC COMMENTS
Chad Smith, a member of the Citizens Action Committee of Canton Township, brought to the Board's
attention a matter concerning Molycorp, Inc.'s proposal to dump nuclear waste in Canton Township. Mr. Smith
explained that the waste material contains thorium that is a carcinogetic substance which can cause lymphomia,
leukemia and cancer. He noted that the dumping will affect a 2 mile radius that encompasses schools, a mall, day
care centers and residents of Canton Township. He requested the Commissioners attend the public meeting on
April 15, 1999, in Wolfdale to listen to citizens concerns, to consider the impact of constituents and to demonstrate
support to stop movement of radioactive waste in Washington County.
OLD BUSINESS
Solicitor McCune recommended to the Board that the bid for Duplicating Paper be awarded to Van Dyk
for the amount set forth in their bid.

Chief Clerk announced the following Washington County Redevelopment Contract Awards:
1. Contract award to Contemporary Contracting Corporation for the Donora Community Hall
Restoration Project
2. Contract award to Maccabee Industrial for the LeMoyne Center Rehabilitation Project in East
Washington Borough
NEW BUSINESS
Chief Clerk requested authorization to advertise for bids for the following:
- Weapons for the Sheriff's Department
- Cellular Phone service and Nextel phones for County departments
- Kitchen equipment for the Burgettstown Senior Citizens Center
Moved by Mrs. Irey, seconded by Mr. Fergus, authorizing the Chief Clerk to advertise the foregoing bids.

Chief Clerk presented to the Board for their consideration and approval authorization to purchase a voice
mail system from the Pennsylvania State contract at a cost of $38,025. Approximately 30% of this cost is
reimbursable.

Chief Clerk presented to the Board for their consideration and approval a Letter of Intent to have Glance
and Associates, Inc. provide the following services for the renovation and adaptive reuse of the historic
County Jail:
- Architectural and planning services that include:
- Five separate prime contracts (General, Electric, HVAC, Plumbing and Furniture) at the base
price of $315,000
- AIA Contract Documents B-141 are to be used between Owner and Architect
- Prevailing wages will be utilized and the project will be competitively bid
It is also requested that the Commissioners have the architect provide the following additional services:
- Space Programming - at no extra cost
- Construction Management - cost of $260 per diem during construction phase
- Interior Design Services - cost of $9,000
- Hazardous Material Survey - cost of $5,250
- Construction Scheduling - cost of $11,750

Chief Clerk presented to the Board for their consideration and approval renewal of the contract with the
Washington Physician Hospital Organization to provide medical and hospital care to the inmates at the cost of
$133,320. This contract renewal is under the same terms and conditions as the previous contract, commencing May
1, 1999 through April 30, 2000.
Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Contract Renewal with the Washington
Physician Hospital Organization as per above.

Chief Clerk presented to the Board for their consideration and approval of Addendum No. 4 to the Architect
Agreement with Glance and Associates. This addendum reflects the following revisions:
- Deletion of original Item #5 bidding phase $1,000
- Deletion of original Item #6 construction phase 6,885
- Revision of Item #6 construction phase to include:
- Rate of payment to be $75.00/hr. for services rendered under this item.
- Total payments for construction services not to exceed $8,500
PADot has reviewed and approved the addendum. It is funded 100% by State Act 26.

Chief Clerk presented to the Board for their consideration and approval an Inventory and Inspection
Reimbursement Agreement for Federal Aid Highway Projects with the Pennsylvania Department of Transportation
which provides for reimbursement from the State to the County the maximum amount of $104,000.00 (80%) for the
Bridge Inventory and Inspection Program which is estimated to cost $130,000.00.
Moved by Mrs. Irey , seconded by Mr. Fergus, approving the Inventory and Inspection Reimbursement
Agreement with the Pennsylvania Department of Transportation as per above and that the County of Washington
has the funds will make them available for its share of the project costs ($26,000.00 or 20%); said motion also
authorized the Chairman of the Board to execute the Agreement and the Chief Clerk to attest the same.

Firemen's Association to the approved list of County associations. Membership costs are $25.00/year.

Chief Clerk presented to the Board for their consideration and approval the submission of a VOCA Grant to
the PCCD in the amount of $24,000 for the Crime Victim/Witness Assistance Program. The purpose of the Grant
is to fund an advocate to assist victims in the juvenile Justice System. The County would be required to give a 20%
soft match of volunteer time or in -kind space. The Grant period is July 1, 1999 to June 30, 2000.

Chief Clerk presented to the Board for their consideration and approval the submission of the Act 147
Radiation Emergency Response Fund Grant in the amount of $5,000 to PEMA. This Grant requires no County
match and would be used to improve emergency preparedness in case of a nuclear incident at the Beaver Valley
Power Plant. The Grant period is July 1, 1999 to June 30, 2000.

Chief Clerk presented to the Board for their consideration and approval a request from the Human Services
Department the endorsement and approval of a contract between the County and the Neighborhood Drug
Awareness Corporation for the provision of services for the Claysville Communities That Care Project. The term of
this contract is from January 1, 1999 through December 31, 2001 for the maximum amount of $150,000.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. The Washington County Board of Commissioners meeting scheduled for 10:00 a.m. on
Thursday, April 15, 1999 has been cancelled and rescheduled for 2:00 p.m. on Wednesday, April
14, 1999 in the Public Meeting Room, Courthouse Square Office Building.
2. A Blood Drive has been scheduled for April 21, 1999 in the Public Meeting Room of
Courthouse Square from the hours of 9:00 a.m. to 2:45 p.m.
3. The County Offices will be closed for Good Friday, April 2, 1999.
4. The Washington County Department of Parks and Recreation in conjunction with the
Pennsylvania Boat and Fish Commission will sponsor a Personal Water Craft equivalency exam
course on April 28, 1999. Interested residents of Washington County should call the Parks and
Recreation Department at 228-6867 to register.

operate, maintain, repair, replace and remove a sewer line and all other sanitary sewer facilities upon land owned by
the County.

Solicitor McCune presented to the Board for their consideration and approval an Agreement to Subordinate
Tax Claim Bureau Lien to Mortgage involving the former Mac Plastics, now known as Falcon Properties. This
Agreement simply provides that the interest and penalties owned on real estate tax will be subordinate to a
mortgage with Washington Federal Savings Bank. The Agreement provides that delinquent interest and penalties
in the approximate amount of $24,494.96 owed to the County will be paid in three annual installments on
August 1, 1999, August 1, 2000 and August 1, 2001. It was noted that this Agreement was negotiated with the
Trinity School District and Canton Township.

Lien to Mortgage as per above.
