Washington County Commissioners
Washington, PA, April 14, 1999
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners J.
Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk; Jim
McCune, Solicitor; Linda Belcher, Secretary; Bill McGowen, Director of Administration; Jill Devine, Assistant
Solicitor; Liz Sullivan, intern; Marlene Luketich and Melanie Finney, Planning Commission; Mike Namie, Deputy

Chairman Burns called the meeting to order at approximately 2:05 p.m.
Melanie Thomas Finney led the meeting with a prayer.
Mr. McGuier said the Pledge of Allegiance.
Chairman Burns entertained a motion to approve Minute No. 614 dated April 1, 1999.
Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 614 be approved.

Motion carried unanimously.
BID OPENING
Solicitor McCune opened and read a bid from Woltz and Wind for a 1999 Ford 550 4x4 Truck.
Moved by Mr. Fergus, seconded by Mrs. Irey, to table the foregoing bid for further review until the end of
the meeting to give the Purchasing Department adequate time to review the bid. It was noted that the bid would be
awarded at the end of the meeting.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a Proclamation to Karen Kessesn declaring April, 1999, as "Child Abuse
Prevention Month".
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes.
Motion carried unanimously.
Ms. Kessen made comments regarding child abuse.
The Commissioners presented a Proclamation to John Abraham declaring April 25 - May 1, 1999, as
"Washington County Victims' Rights Week".
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Motion carried unanimously.
Mr. Abraham thanked the Commissioners for their continued support and stated that there will be a Crime
Victim Rally on the Courthouse steps on April 29, 1999, at noon.
The Commissioners presented a Proclamation to Cathi Kresh declaring April 18-24, 1999, as "Week of the
Young Child".
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Motion carried unanimously.
Ms. Kresh made comments regarding the Proclamation and stated that the Child Care Information Services
Office will be sponsoring a Child Care Expo at the Washington Crown Center on April 21, 1999.
The Commissioners presented a Proclamation to Bill McGowen declaring April 18-24, 1999, as "National
Government Week".
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Motion carried unanimously.
The Commissioners presented certificates to Jodi Winkelvoss and Kerry Coyne congratulating them for their
winning entries in the "What 911 Means to our Community".
Jeff Yates, Director of Public Safety, and Duaine Sicchitano, 911 Shift Supervisor, made comments regarding
the contest and thanked the Commissioners for recognizing these students.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval authorization to purchase ten
additional field monitoring transmitters and equipment for the Juvenile Probation Office from the Electronic
Monitoring bid contract. The total cost of this request is $13,211.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the authorization to purchase ten additional field
monitoring transmitters and equipment for the Juvenile Probation Office as per above.

Chief Clerk presented to the Board for their consideration and approval an Addendum to the contract with
Patricia Garshak, Court Reporter. This Addendum allows the Coroner's Office to use a Court Reporter at the rate
of $75.00 per day to fill in for the Coroner's secretary.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Addendum to the contract with Patricia
Garshak per above.

Chief Clerk presented to the Board for their consideration and approval Agreements with Competitive Local
Exchange Services (CLEX). These 911 Agreements with CLEX would provide extra trunk lines to the County as the
County would provide the CLEX access to the master street address guide. This mutually beneficial agreement
would be at no cost to the County.
Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Agreements with CLEX as per above.

Chief Clerk presented to the Board for their consideration and approval the ratification of an Agreement
with the Department of Community and Economic Development to extend the date of the grant to November 30,
1999 for $250,000. This money would be used in the planning and development of an industrial park.

Department of Community and Economic Development as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement with the law firm of
Bassi, McCune and Vreeland as Solicitor. It was noted that the law firms of Bassi and Associates and McCune and
Vreeland merged on April 1, 1999.
Moved by Mrs. Irey , seconded by Mr. Fergus, approving the law firm of Bassi, McCune and Vreeland as
Solicitor.

Chief Clerk presented to the Board for their consideration and approval the ratification of a Travel Request
for four members of the Community College Task Force to travel to St. Mary's PA, to meet with the Community
Education Council in that area.
Moved by Mrs. Irey, seconded by Mr. Fergus, ratifying the foregoing Travel Request.

Chief Clerk presented to the Board for their consideration and approval the submission of the Hazardous
Materials Assessment to the State to provide a basic summary of the hazardous materials threat to the county and a
statement showing the number of facilities, chemicals and fees collected. This document does not generate
additional funding but may make the County eligible for potential funding.
Moved by Mrs. Irey, seconded by Mr. Fergus, approving the submission of the Hazardous Materials
Assessment to the State as per above.

Chief Clerk presented to the Board for their consideration and approval the submission of the Hazardous
Materials Response Fund Grant (Act 165) in the amount of $46,283.91 to PEMA. This Grant requires no matching
funds and would be used to fund the Emergency Planning Officer's salary, purchase equipment, trucks and other
necessary supplies to effectively operate the department. The Grant period is July 1, 1999 to June 30, 2000.

Fund Grant as per above.

Chief Clerk presented to the Board for their consideration and approval the submission of a Grant to the
U. S. Department of Housing and Urban Development to address the multiple needs of homeless persons. This
Grant will seek to receive funding for the following projects:
- Transitional Housing
- Permanent Supportive Housing
- Transitional Housing for Young Adult Mental Health Consumers
- Vocational Rehabilitation for Homeless Mentally Ill and/or Substance Abuse Consumers
- Resource Center/Warehouse for Homeless Households moving into Supportive or permanent
Housing
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the 1999 HUD Supporting Housing Program Grant
as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement between Washington
County and Greene County for the provision of transportation services. Greene County is permitting Washington
County's transportation carrier to enter their county for the purpose of picking up Greene County residents and
transporting them to Washington Hospital's Geriatric Outpatient Partial Care Program as needed on a month -to -
month basis. There is no monetary consideration in this agreement.

Counties for the provision of transportation services as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement with PaDOT under
the Shared -Ride Transportation Program for the period of July 1, 1999 to June 30, 2000 in the amount of $963,188
which represents 75% of the total grant. Approval is also requested for a Resolution for Execution of Grant
Agreements.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Shared -Ride Transportation Program
Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval by resolution an Agreement with
Intelitran to act as the broker manager for the Shared -Ride Transportation Program.

Chief Clerk presented to the Board for their consideration and approval an Agreement between Washington
County, Greene County and Wodjak and Associates, contingent upon the Solicitor's review, MH/MR
Administrator's recommendation and approval and endorsement of the Greene County Board of Commissioners.
The purpose of this Agreement would be to provide the development of Greene County Behavioral Health Services
Plan that would be administered via the bi-county joinder. Also, this plan would review and recommend service
provisions to meet the needs of the Greene County citizens.

Chief Clerk presented to the Board for their consideration and approval the following contracts with Try
Again Homes for the Children and Youth Services Office:
- Washington High School Counseling Services - Contract extension through June 30, 1999 and
increase the contract maximum to $58,000.
Intensive Counseling Services -decrease contract maximum from $135,000 to $110,000

Youth Services as per above.

Chief Clerk presented to the Board for their consideration and approval the 1999-2000 Department of Public
Welfare Child Care Grant in the amount of $4,537,687. The administration of this grant will be carried out by
Child Care Information Services of Washington County.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. A Blood Drive has been scheduled for April 21, 1999, in the Public Meeting Room of
Courthouse Square from the hours of 9:00 a.m. to 2:45 p.m.
2. The Washington County Department of Parks and Recreation in conjunction with the
Pennsylvania Boat and Fish Commisison will sponsor a Personal Water Craft equivalency exam
course on April 28, 1999. Interested residents of Washington County should call the Parks and
Recreation Department at 228-6867 to register.

Communications, Inc. based on the time and materials rates submitted in their bid proposal.
