Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Chairman Burns called the meeting to order at approximately 10:00 a.m. Jill Devine and Robert Lund led the meeting with a prayer. Mr. Pattison said the Pledge of Allegiance. Chairman Burns entertained a motion to approve Minute No. 615 dated April 14, 1999. Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 615 be approved. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a Certificate of Commendation to Bill Pennell of Monongahela for his actions of bravery and heroism in assisting a group of young adults who were involved in an automobile accident near his home. Mr. Pennell made comments and thanked the Commissioners for the Certificate. Chief Dennis Mendinco gave a brief outline of the events that occurred on the night of the accident. The Commissioners presented a Proclamation to Jeff Herman and Sharon Cone of the Foster Grandparent Program declaring "Foster Grandparent Week" May 3-9, 1999. Mr. Herman thanked the Commissioners for their continued support and introduced Sharon Cone who thanked the Foster Grandparents for their continued work in the community. The Commissioners adopted a Proclamation declaring May 2-8, 1999 as "Drinking Water Week" in Washington County. Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns- Yes. Motion carried unanimously. The Commissioners presented a Proclamation to Darlene Bigler and Sharon Russell declaring the month of May as "National Community Action Month". Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Ms. Bigler and Ms. Russell thanked the Commissioners for the Proclamation and thanked the Foster Grandparents for all their dedication. SPECIAL ORDER OF BUSINESS (CON'T) Robert Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution regarding Budget Revisions and Amendments to the Community Development Block Grant Program. Moved by Mrs. Irey, seconded by Mr. Fergus, adopting the foregoing Resolution. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Mr. Umstead presented to the Board for their consideration and approval a Resolution regarding budget revisions and amendments to the County's Consolidated Plan. Motion carried unanimously. Commissioner Irey noted that the actual amount spent on several items were less than originally budgeted. OLD BUSINESS Solicitor McCune recommended to the Board that the bids for a Raised Roof Van and Small Transit Bus be tabled for further review. Moved by Mr. Fergus, seconded by Mrs. Irey, to table the foregoing bids. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced the following Redevelopment Authority contract awards: 1. Pompei and Sons, Inc. of Bentleyville for the Airstrip Road Reconstruction Project in Independence Township 2. Victor Paving and Construction, Inc. of Monongahela for the Finleyville Parking Lot Improvements Project. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an extension to the Maintenance Agreement with Motorola, Inc. for the Motorola Centralink E911 System. This maintenance agreement provides seven day, twenty-four hour coverage at the cost of $992 per month. This agreement is effective April 15, 1999 to April 30, 2004. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the extension to the Maintenance Agreement with Motorola, Inc. as per above. Hoosac of Monongahela for the purpose of providing barber and beautician services to the residents of the Washington County Health Center at the following costs, based on the number of patients: Year 1 retainer $1,050 - $1,250/month Year 2 retainer $1,100 - $1,300/month Year 3 retainer $1,125 - $1,325/month Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Agreement with Nell R. Motion carried unanimously. 1: MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a Two Year Lease Agreement with the Washington/Greene County Job Training Agency and the Washington County Redevelopment Authority for office space in Courthouse Square. The leases would be effective March 1, 1999 through February 28, 2000 at a monthly rate of $13.60 per square foot plus $22/month for parking spaces. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Agreements with the Washington/Greene County Job Training Agency and the Washington County Redevelopment Authority as per above. Chief Clerk presented to the Board for their consideration and approval a Five Year Lease Agreement for the Record Storage Center that consists of 9,985 square feet located at 65 East Cherry Avenue at the following rates: 1st year 6/1/99 - 5/31/00 $3.61/sq. ft. $3,003.82/month 2nd year 6/1/00 - 5/31/01 $3.72/sq. ft. $3,095.35/month 3rd year 6/1/01 - 5/31/02 $3.82/sq. ft. $3,186.88/month 4th year 6/1/02 - 5/31/03 $3.94/sq. ft. $3,278.41/month 5th year 6/1/03 - 5/31/04 $4.06/sq. ft. $3,378.26/month Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Five Year Lease Agreement for the Record Storage Center as per above. Chief Clerk presented to the Board for their consideration and approval the submission of a Grant to the Federal Government to purchase bulletproof vests for the Deputy Sheriffs. This Grant pays 50% of the cost of the vests which is approximately $770 under state contract. The County's total share in this grant is $15,000. Moved by Mrs. Irey , seconded by Mr. Fergus, approving the submission of a Grant to the Federal Government for the Sheriff's Office as per above. Chief Clerk presented to the Board for their consideration and approval the submission of the Temporary Assistance to Needy Family Block Grant (TANFBG) application to the Juvenile Court Judges Commission in the amount of $23,989.00 for the Juvenile Probation Office. This Grant requires no County match and would be used to support the expenses related to the contracted services from Try Again Homes that provide an in -school counselor at the Washington Middle School. The Grant period is July 1, 1998 through June 30, 1999. Chief Clerk presented to the Board for their consideration and approval the submission of an Archives and Records Management Grant for fiscal year 1999/2000 with the Pennsylvania Historical and Museum Commission in the amount of $17,345. The County would be required to fund 50% of this Grant and use the Records Improvement Fund. This Grant would fund microfilming Tax Assessment records from 1860 through 1899. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the submission of an Archives and Records Management Grant as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Chief Clerk presented to the Board for their consideration and approval Supplement #2 to the Engineering Agreement Baker Engineers in the amount of $33,456 for the preparation of the Airport Action Plan. This document will evaluate the ultimate runway length based on the revised forecasts in the Airport Layout Plan update, the runway safety area and total clearance evaluations and review environmental issues associated with the runway elevations, clearance, etc. The cost of the Plan is funded 90% by a PA Bureau of Aviation Block Grant, 5% PADot and 5% by the County. C 366 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a Bloodborne, Airborne Pathogen Exposure Control Plan. This plan would include written bloodborne pathogen exposure control procedures, training on infections, disease transmissions, symptoms and universal precaution, voluntary three step Hepatitis B vaccinations to employees with high risks of exposure and record keeping criteria. - The cost for Hepatitis B vaccinations for all current at risk employees is approximately $10,000. Moved by Mr. Fergus, seconded by Mrs. Irey, approving a Bloodborne, Airborne Pathogen Exposure Control Plan as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the Federal Equitable Sharing Agreement required by the Federal Government for the District Attorney's Office. This Agreement requires the establishment of a separate account to deposit money from items confiscated by the Federal Court. There is no cost to establish the account which would be effective April 29, 1999 for an indefinite period of time. Chief Clerk presented to the Board for their consideration and approval the ratification of a Travel Request for four members of the Community College Task Force to travel to Johnstown to visit the community college. Chief Clerk presented to the Board for their consideration and approval to accept the Homestead Act Grant Allocation in the amount of $118,223. This one time allocation from the Pennsylvania Department of Community and Economic Development is to be used to aid the County's costs associated with the requirements of implementing the Homestead Act. There is no county match required for this Grant. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Behavioral Health Agreement as per above. Motion carried unanimously. �J 7 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA F n Chief Clerk presented to the Board for their consideration and approval the ratification of an Amendment to the 1998/99 Welfare to Work Transportation Demonstration Project Agreement between the Pennsylvania Department of Transportation and Washington County for an additional $25,000. This would increase the total grant in the amount of $143,579.61 with the grant period ending June 30, 1999. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the ratification of an Amendment to the 1998/99 Welfare to Work Transportation Demonstration Project Agreement as per above. Chief Clerk presented to the Board for their consideration and approval the 1999/2000 Family Service System Reform/Family Center Continuation Grant Proposal. This includes a $87,500 request from the state for the Family Center, an anticipated $13,125 cash match from the United Way and a $13,125 in -kind match for client services and staff development and training by local service providers. Moved by Mr. Fergus, seconded by Mr. Burns, approving the 1999-2000 Family Service System Reform/Family Center Continuation Grant Proposal as per above. This reflects the amount necessary to accommodate Western Center clients moving into the community for the remainder of fiscal year 1998/99 Contract Management - in the amount of $8,707.35. This increase permits the payment of unanticipated computer expenses and closes the contractual relationship with Contract Management of Southwestern Pennsylvania McGuire Memorial - in the amount of $76,472.
