Washington County Commissioners
Washington, PA, June 10, 1999
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners J.
Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk; Jim
McCune, Solicitor; Jill Devine, Assistant Solicitor; Linda Belcher, Secretary; Melanie Thomas, Planning
Commission; Mike Namie, Deputy Controller; Sheriff Larry Maggi and Deputy Sheriff Todd Hammond; Liz
Sullivan, Clerk Typist; John Marshall, Loss Prevention Manager; Mary Jo Poknis and Ron Bogan, Safety Committee
Chairpersons; Joe Abate and John DeDominicis, Veterans of Foreign Wars and members of the Washington County

Chairman Burns called the meeting to order at approximately 10:10 a.m.
Sheriff Larry Maggi led the meeting with a prayer.
John DeDominicis said the Pledge of Allegiance.
Chairman Burns entertained a motion to approve Minute No. 618 dated May 27, 1999.
Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 618 be approved.

SPECIAL ORDER OF BUSINESS
The Commissioners adopted a Proclamation declaring June, 1999, as "Workplace Safety Month".
Moved by Mrs. Irey, seconded by Mr. Fergus, adopting the foregoing Proclamation.

John Marshall, Loss Prevention Manager, Mary Jo Poknis and Ron Bogan, Safety Committee Chairpersons,

PUBLIC COMMENTS
Mike Kopko, commented on his concerns of recent rumors that the District Justice Office that he leases for
District Justice Teagarden would be moved. He noted that he has the current lease until October and is to be
notified within 90 days of the expiration. He explained that the office was constructed to the magistrate's
specifications and noted that there were a few complaints addressed to him but felt that he had corrected any
problems that may have existed to everyone's satisfaction. He stated that he would like to meet with the Board and
possibly negotiate a new lease. He pointed out that he understands the County is now advertising bids to be
submitted by June 25, 1999 and that he will be submitting another proposal for this bid.
Chris Kramer, Bill Jackson and Kathy Shrader, members of H.A.N.D. (Hanover Association for Neighborly
Development), expressed their thanks of the Board's opposition and their concerns regarding the proposed state
prison in the Burgettstown area.
Harry Sabatasse, a resident of Burgettstown area, recommended that the Board of Commissioners read the
previous Minutes prior to Minute approval. He stated that this procedure would allow those individuals that did
not attend the previous meeting the chance to know what was on the agenda at that time. He also pointed out that
there should be an answer given by the Board of Commissioners when public comments are made.
OLD BUSINESS
Solicitor McCune recommended to the Board that the bid for Kitchen and Housekeeping Supplies for the
Aging Department be tabled for further review.
Moved by Mr. Fergus, seconded by Mrs. Irey, to table the foregoing bid.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a Change Order with B. Pepenella
Company in the amount of $1,500 for the purpose of completing the water connections which was not part of the
Original Water Pit Installation bid.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Changer Order with B. Pepenella
Company as per above.

Chief Clerk requested authorization to advertise for bids for additional telephone equipment, paging
equipment and wiring for the paging and telephone system. This is for the purpose of replacing phones in the
Planning, Treasurer, Tax Assessment, Tax Claim, Public Defender and Parks Departments. The paging system
would be used primarily by Domestic Relations and CYS and will include speakers for the Courthouse and
Courthouse Square hallways.
Additionally, authorization is requested to bid a roof replacement for the Washington County Courthouse.

Chief Clerk presented to the Board for their consideration and approval authorization to advertise for two
used seven passenger vans for the Community Services Department. This is a revision to the original request which
was for one vehicle. The award of two used vehicles would be based on the prices submitted in the proposals.

Services Department as per above.

personal computers and a file server for the Public Safety Department at an approximate cost of $19,638.

Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of
the County's surplus property on Saturday, July 10, 1999. It is also requested that the County enter into an
agreement with John Lindley to serve as an auctioneer at the surplus sale at the rate of 10% of the proceeds.

property and agreement with John Lindley as per above.

Chief Clerk presented to the Board for their consideration and approval a Resolution requesting permission
for Washington County to participate in the Pennsylvania Department of General Services Cooperative Purchasing
Program.

Chief Clerk presented to the Board for their consideration and approval an Addendum to the Lease with
Falcon Plaza Partners to provide additional office space for the Washington Greene MH/MR and Drug and Alcohol
programs. This Addendum would add an additional 1,800 square feet at the rate of $13.50 increase per square foot.
The term of the original lease would be extended through September 30, 2001.

Partners as per above.

Chief Clerk presented to the Board for their consideration and approval the submission of the Transition
Master Plan for the Job Training Partnership Agency. This plan identifies the Washington Greene County Job
Training Agency, Inc. as the fiscal agent for the three county workforce investment program.

Chief Clerk presented to the Board for their consideration and approval the Specialized Juvenile Probation
Services Grant in the amount of $63,000 for the Juvenile Probation Office. This is a continuing grant which
requires no County match. This grant would provide an Aftercare/Placement Supervisor and a School Based
Probation Officer.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Specialized Juvenile Probation Services Grant
for Juvenile Probation as per above.

Chief Clerk presented to the Board for their consideration and approval the submission of the Fast Track
Intermediate Punishment Grant to the PCCD for $69,000. This Grant requires no County match and would be
used to fund the salaries, benefits and travel expenses of an Assistant District Attorney and Assistant Public
Defender.

Chief Clerk presented to the Board for their consideration and approval Change Order #2 with Cast & Baker
Corporation for the construction contract for the Runway 27 Safety Area Improvement and Fuel Farm Relocation
Project at the County Airport. This represents additional signage and the placement of a Petro -Hopper waste fuel
storage tank as required by PaDOT. Change Order #2 is a deduction in the amount of $20,461.41. Recommended
approval is upon written concurrence by FAA and PaDOT Bureau of Aviation.

Chief Clerk presented to the Board for their consideration and approval the execution of an Engineering
Agreement with Monaloh Basin to conduct the 1999 Bridge Inventory and Inspection Program for Washington
County. The total amount of this agreement is $137,515.52 with the funding ratio being 80% PaDOT and County
Liquid Fuels 20%.

Monaloh Basin for the Bridge Inventory and Inspection Program as per above.

and Grant Proposal for the continuation of funding for the Washington Regional Highway Safety Program. This
Grant in the amount of $145,000 would cover the costs of the staff salaries. No County match is involved. The
Grant period is October 1, 1999 through September 30, 2000.

147 Radiation Emergency Response Fund Grant for the Public Safety Department. This Grant is for $7,323 and
requires no County match. It would be used to purchase decontamination equipment and several new UHF and
VHF portable radios.
