Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk; Jim McCune, Solicitor; Jill Devine, Assistant Solicitor; Bill McGowen, Director of Administration; Karen Franks, Planning Commission; Sheriff Larry Maggi and Deputy Sheriff Todd Hammond,IRobert Umstead, Executive Director of the Redevelopment Authority; Bev Minor, Chairperson of the Pennsylvania State Milk Marketing Board; Kelly Norquist, Dairy Princess contestant; Reverend Dr. Susan Vande Kappellc; Linda Ritzer, Observer - Reporter; Kathy Thomas, Valley Independent; Mike Taylor, Weirton Dailey Times; Chris Haines, Herald -Standard; Jim Jefferson, WJPA; and Tom Krukosky, CUTV. Chairman Burns called the meeting to order at approximately 10:00 a.m. Reverend Dr. Susan Vande Kappelle led the meeting with a prayer. Mr. McGowan said the Pledge of Allegiance. Chairman Burns entertained a motion to approve Minute No. 619 dated June 10, 1999. Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 619 be approved. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a Certificate of Appreciation to Senator J. Barry Stout for his efforts in obtaining monies in the amount of $1.73 million for Transportation Enhancement Funding for various projects in Washington and Greene Counties. Mr. Stout thanked the Commissioners for the Certificate and briefly outlined the projects involved in this funding. The Commissioners adopted a Proclamation declaring June, 1999, as "Washington County Dairy Month". Moved by Mrs. Irey, seconded by Mr. Fergus, adopting the foregoing Proclamation. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Bev Minor of the Spring House thanked the Commissioners for the Proclamation and introduced Kelly Norquist, Dairy Princess contestant. Mrs. Minor presented those in attendance with a pint of fresh milk. m BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA nm Mr. Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution regarding the Local Economic Development Assistance Program. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Resolution as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Mr. Umstead also presented to the Board a Resolution regarding Program Amendments to the Consolidated Action Plan. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Resolution as per above. OLD BUSINESS Solicitor McCune recommended to the Board the bid for Kitchen and Housekeeping Supplies for the Aging Department be awarded to the following vendors: 1. Paper Products, Pittsburgh, PA 2. Solicitor McCune recommended to the Board the bid for Cellular Phone Service be awarded as follows: Digital Cellular Phone Service Cellco Partnership d/b/a Bell Atlantic Mobile, Warrendale, PA $10.95/month and 24 cents per minute for peak and non -peak time Nextel Two Way Radio and Cell Phones Crown Mobile $34.95/month for unlimited mobile to mobile Airtime cost for peak and non -peak is 30 cents/minute Moved by Mr. Fergus, seconded by Mrs. Irey, to award the Cellular Phone Service and Nextel Phones as per Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. NEW BUSINESS Chief Clerk presented to the Board a request from the Recorder of Deeds to purchase a server from the state contract at the cost of $12,109. This will be paid for by the Records Improvement Budget. Moved by Mrs. Irey, seconded by Mr. Fergus, authorizing the purchase of a server for the Recorder of Deeds from the State Contract. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to change the contract for forensic services from Dr. Hoop to Dr. Kirsten Ream, DMD at the same terms and conditions as the current contract. Chief Clerk presented to the Board for their consideration and approval the authorization of a payment of $16,577 to Bull HN Information Systems for the yearly service agreement for the courtflo system. This contract is to terminate on August 15, 1999 and the County will be due a refund from August 15 through the end of the year. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the joint partnership agreement for the Welfare to Work Transportation program as per above. Chief Clerk presented to the Board for their consideration and approval homeless services agreements for fiscal years 99-2002 with Connect, Inc. in the amount of $375,558 and the Washington Women's Shelter for $692,357. These agreements would be covered under a three year grant from the U.S. Department of Housing and Urban Development and require no County funding. Chief Clerk presented to the Board for their consideration and approval a request to hire Attorney Paul Walsh to represent children adjudicated as dependent through the CYS system for the period of July 1, 1999 until June 30, 2000. Attorney Walsh will be paid at a rate not to exceed $21,000 per year. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the hiring of Attorney Paul Walsh as per above. Chief Clerk presented to the Board for their consideration and approval the submission of an application to the Pennsylvania Department of Transportation for Section 18 Funding in the amount of $45,936 with 90% of the funding being from the State/Federal level. This funding requires a local 10% match from the County. The funding will enable Washington County to continue fixed route shuttle service between the City of Washington and the Mon Valley area.
