Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Michelle Miller, Chief Clerk; Jim McCune, Solicitor; Jill Devine, Assistant Solicitor; Linda Belcher, Secretary; Karen Franks, Planning Commission; Deputy Controller Mike Namie; Sheriff Larry Maggi and Deputy Sheriff Todd Hammond; Nancy Bielawski and Toni Katchmark, Purchasing Department; Harry Sabatasse, Linn Hamilton and John Rotherham, interested citizens; Kathy Thomas, Valley Independent; Mike Taylor, Weirton Dailey Times; and Jim Jefferson, WJPA. Chairman Burns called the meeting to order at approximately 10:05 a.m. Chairman Burns led the meeting with a prayer. Robert Sepesey said the Pledge of Allegiance. Chairman Burns stated that in lieu of a Memorial Book for the Kennedy family, citizens should consider a donation to the Special Olympics. Chairman Burns entertained a motion to approve Minute No. 621 dated July 8, 1999. Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 621 be approved. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. PUBLIC COMMENTS Harry Sabatasse, of Burgettstown, made comments regarding a possible "conflict of interest" with the Board of Commissioners accepting contributions from a taxpayer that may be involved in a land acquisition with the county. He noted that the taxpayer owes the county delinquent taxes. Mr. Sabatasse requested any Board member to abstain from future votes on this particular -land acquisition if he/she have accepted contributions from this indiviudal. Mr. Sabatasse asked for a response to his comments in writing or through the news media or stated he may report this to the Ethics Commission. Commissioner Irey stated she will ask Solicitor McCune for his opinion on whether this constitutes a conflict of interest. Linn Hamilton a retired dairy farmer stated he was calling for the end of tax abatement for large corporations locating in Washington County. He noted the working class and small farmers need any financial relief the County Commissioners can bestow upon them. SPECIAL ORDER OF BUSINESS Steve Wiencek of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution for the Disposition of Parcel No. 18C in Southpointe to B & B Investments, Inc. for development of an office building. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the foregoing Resolution. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. E MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA CORRESPONDENCE Chief Clerk made available News Releases for the following projects: 1. The sale of parcel no. 18C in Southpointe 2. Contract award to Penn Transportation Services, Inc. for the Corporate Drive Construction and Site Improvements Project, Phase II, in Southpointe NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the renewal of Worker's Compensation Insurance with Reliance National Company under a large deductible plan for the period of August 1, 1999 to July 31, 2000 at an annual premium of $224,850. Also, it is requested that Claims Management services be provided by Phico Services Company and medical case management services be provided by Judy Meals at $40 per hour plus .31 cents mileage, 50 cents fax and telephone expense and by the Washington Hospital Occupational Medical Center at a cost of $45 per hour. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Worker's Compensation Insurance as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Reimbursement Agreement with PADOT for grant funding through the Transportation Equity Act for the construction of the Panhandle Trial. The total grant allocation is $565,666 and the total project cost is $640,665. The county in kind match is $75,000. Also, it is requested that a Resolution be adopted authorizing the Chair to execute documents on behalf of the County. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Reimbursement Agreement with PADOT as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Letter of Intent to the Pennsylvania Department of Conservation and Natural Resources to participate in the year 2000 Gypsy Moth Suppression Program. This Letter of Intent would make the Conservation District eligible for funding for computer equipment if it becomes available. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Letter of Intent for the Gypsy Moth Suppression Program as per above. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval Change Orders for the Health Center with the following contractors: 1. Lighthouse Electric - $25,104.76 for the addition of the phone system, television wiring and cable system 2. Crump, Inc. - $676.50 to stiffen up the wing walls in patient rooms 3. Claysworth Mechanical - $3,302.00 for the gas line and water line change in relation to the generator Moved by Mrs. Irey, seconded by Mr. Fergus, approving the foregoing Change Orders for the Health Center. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Medical Assistance Transportation Program Pre -Expenditure Plan for the period of July 1, 1998 to June 30, 1999 in the amount of $427,077. This is due to year-end reconciliations by the State and will allow payment for final reimbursement for the fiscal year. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Addendum to the Medical Assistance Transportation Program Pre -Expenditure Plan as per above. Chief Clerk presented to the Board for their consideration and approval Provider Agreements for fiscal year 99/2000 for the following providers of the Mental Health Supportive Housing Program through the Human Services Department: Connect, Inc. (Safe Haven) $18,000 SW PA American Red Cross (Supportive Housing Program) $100,000 Moved by Mrs. Irey, seconded by Mr. Fergus, approving the Provider Agreements with the following providers of the Mental Health Supportive Housing Program as per above. Chief Clerk presented to the Board for their consideration and approval an Addendum to the contract with Abraxas Youth Center for the Children and Youth Services to add shelter services at a per diem rate of $190.00. This addendum does not increase the contract maximum. Chief Clerk presented to the Board for their consideration and approval the endorsement of the Washington Greene Behavioral Health Services Mental Retardation Plan for fiscal year 2000/2001. Moved by Mrs. Irey, seconded by Mr. Fergus, approving and endorsing the Washington Greene Behavioral Health Services Mental Retardation Plan. Chief Clerk presented to the Board for their consideration and approval an Adult Probation Grant in Aid application to be submitted to the Pennsylvania Board of Probation and Parole in the amount of $464,000 for the purpose of reimbursing eligible salaries. Chief Clerk presented to the Board for their consideration and approval a Loan Pool Resolution, upon final approval of the Solicitor, which gives the intent of Washington County to borrow up to 10 million dollars to make loans available in amounts less than one million dollars to municipalities and authorities. This loan pool will provide the same benefits and economies to small borrowers that larger borrowers have from the loan pool. This will be a self-liquidating debt. ANNOUNCEMENTS ,Chief Clerk announced the Agenda Meeting scheduled for Wednesday, August 4, 1999 has been rescheduled to 10:00 a.m. on Thursday, August 5, 1999. The Board of Commissioners meeting will be held at 2:00 p.m. on Thursday, August 5, 1999 instead of 10:00 a.m. The Retirement Board Meeting will begin after the Agenda meeting on August 5, 1999. Chairman Burns announced the Children and Youth Services Department was recently recognized for their successful Adoption Program which had an increase from 6 adoptions to 31 in the past year.
