Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Chairman Burns called the meeting to order at approximately 10:05 a.m. Chairman Burns led the meeting with a prayer. Greg Lonick said the Pledge of Allegiance. Chairman Burns entertained a motion to approve Minute No. 628 dated October 14, 1999. Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 628 be approved. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented Proclamation declaring November 1-7, 1999 as "Juvenile Court Week". Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Judge Emery thanked the Commissioners for the Proclamation and stated there will be a week long celebration. Loretta Manus also thanked the Commissioners for the Proclamation and their continued support. mxwk MINUTE ®❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA The Commissioners presented a Proclamation declaring October, 1999 as Domestic Violence Awareness Month. Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Dolores Hart accepted the Proclamation and thanked the Commissioners for their continued support. Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead of the Redevelopment Authority presented to the Board for their consideration and approval Program Amendments and Budget Action Plan. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Program Amendments and Budget Action Plan. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. PUBLIC COMMENTS Harry Sabatasse of Burgettstown addressed the Board regarding Children and Youth employees still working without a contract. He requested the Commissioners stop paying attorneys from Allegheny County to negotiate the Children and Youth contracts with the County. OLD BUSINESS Solicitor McCune recommended the Board table the bids for Kitchen Ware and Equipment for further review. Moved by Mr. Fergus, seconded by Mrs. Irey, to table the foregoing bid. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced the availability of a Press Release for the following Redevelopment Authority contract award: 1. James H. Smith & Son, Inc. of Meadowlands for the Washington Street Improvements Project Improvements Project RM MINUTE Boom BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the 1999/200 State Supervision Fee Contract between the Court, the County and the Pennsylvania Board of Probation and Parole. This Contract allows the County to use offender supervision fees to pay for operating expenses for Adult Probation. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an extension to the Electronic Courts 2000 grant for an additional six month period through June, 2000. This grant extension would result in no change in county or state dollars. Moved by Mrs. Irey, seconded by Mr. Fergus, approving the extension to the Electronic Courts 2000 grant as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to submit a grant application to PADot for the Phase III Transportation Enhancement Program funding in the amount of $445,000. This Grant would be utilized to continue development and construction of the Panhandle Trail. No county match is anticipated. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Panhandle Trial Transportation Enhancement Program as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to submit a grant application and adopt the required resolution for a DCNR Pennsylvania Recreational Trails Program Grant in the amount of $48,000. This Grant will be utilized to rehabilitate the bike path in Mingo Creek Park. The funding ratio is 80% state and 20% county. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the DCNR Grant application for the bike path in Mingo Creek Park as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. MINUTE O O K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA NWA Chief Clerk presented to the Board for their consideration and approval the adoption of a Resolution related to the Smart Building, Smart Region Concept. This Resolution is required in order to obtain five Professional Office 2000 software applications that could be used in the Planning and Economic Development offices. Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Resolution. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk recommended to the Board the appointment of the following individuals to the Canvass Board for the General Election: Patricia Hagedorn, Richeyville Mary Patterson, Monongahela Mary Barantovich, Monongahela Linda Garcia, Monongahela Edward Senko, Donora Doris Marinkovich, Beallsville Linda Seaman, Claysville Catherine Reimer, Charleroi Rubin Sabatine, Washington William Montgomery, Washington Jennifer Breese, Washington Mary Roesler, Washington Dorothy Wilhide, Houston Millicent Powell, Finleyville Beryl Jones, Charleroi Moved by Mr. Fergus, seconded by Mrs. Irey, appointing the following individuals to the Canvass Board as per above. Chief Clerk presented to the Board for their consideration and approval the ratification of the following travel request: 1. Dorothy Schwerha of the Law Library to attend a Law Libraries Association Fall Retreat on October 22-24, 1999, in Wheeling, WV Moved by Mr. Fergus, seconded by Mr. Burns, approving the Travel Request as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - No; Mr. Burns - Yes. Motion carried. Chief Clerk presented to the Board for their consideration and approval Change Orders with the following contractors for the Alzheimer's Unit at the Washington County Health Center: Crump, Inc. - for drywall and wallpaper in the entrance corridor $2,072.41 Crump, Inc. - to add bulkhead at the end of the entrance corridor 364.40 Claysworth Mechanical - to furnish trim for cabinet sinks 1,118.00 Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Change Orders for the Alzheimer's Unit as per above. Chief Clerk presented to the Board for their consideration and approval the submission of a Grant Application for Section 16 Transportation funding to acquire three 7-passenger handicapped raised roof vehicles in addition to a 14-passenger mini bus to use in the transportation program. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the submission of the Grant Application for Section 16 Transportation funding as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission of a Grant Application for the Free Transit Program for Senior Citizens. This program allows senior citizens to utilize the shuttle service during the non -peak hours of 11:00 a.m. to 3:00 p.m. free of charge. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the submission of a Grant Application for the Free Transit Program as per above. Roll call vote: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Service Agreement with Intelitran for the Transportation Coordination Program which was effective on November 1, 1997 to December 31, 1999. This Agreement is in the amount of $25,000. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Service Agreement with Intelitran as per above. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution that establishes the reimbursement rate for mileage paid to Children and Youth Services certified foster parents is consistent with the mileage reimbursement paid to County employees effective November 1, 1999. It is also requested that this rate be changed in accordance with the rate changes in mileage for county employees. Moved by Mrs. Irey, seconded by Mr. Fergus, adopting the foregoing Resolution. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Purchase of Service Agreement with Charter Behavioral Health System as per above. Chief Clerk presented to the Board for their consideration and approval an Addendum to the fiscal 1999/2000 Purchase of Service Agreement with Try Again Homes, Inc. to correct the per diem rate for the S.P.I.R. I. T. Program to $59.60. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Addendum to the Purchase of Service Agreement with Try Again Homes, Inc. as per above. The next Public Meeting will be held at 2:00 p.m. on Wednesday, November 10, 1999 in the public meeting room, Courthouse Square due to the Veterans Day holiday. 2. Public tours of the old jail will be held on Sunday, October 31, 1999 from 2:00 p.m. to 5:00 p.m. The tours will be sponsored by the Washington County History and Landmarks Foundation. Mr. McCune stated that Robinson Coal Company would like to mine coal on property adjacent to the trail and in exchange they will pay the County $100,000. Moved by Mr. Fergus, seconded by Mrs. Irey, approving the foregoing Right Agreement with Robinson Coal Company. Roll call vote taken: Mr. Fergus - Yes; Mrs. Irey - Yes; Mr. Burns - Yes.
