The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners J.
Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus. Also being present: Chief Clerk Michelle Miller; Jim
McCune, Solicitor; Bill McGowen, Director of Administration; Linda Belcher, Secretary; Joe Zupancic, Assistant

Chairman Burns called the meeting to order at approximately 2:00 p.m.
Francis King led the meeting with a prayer.
Joe Abate said.the Pledge of Allegiance.
Chairman Burns entertained a motion to approve Minute No. 629 dated October 28, 1999.
Moved by Mrs. Irey, seconded by Mr. Fergus, that Minute No. 629 be approved.

SPECIAL ORDER OF BUSINESS
The Commissioners presented to Richard White and Lou Waller, of Washington Federal Savings Bank, a
plaque of recognition to celebrate Washington Federal Savings Bank's 100`' Anniversary. Mr. White thanked the
Commissioners for the plaque and their continued support.
The Commissioners presented a Proclamation declaring November, 1999 as "Alzheimer's Disease Awareness
Month".
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Suzanne Smith and Mary Lynn Spilak thanked the Commissioners for the Proclamation.
The Commissioners presented a Proclamation declaring November, 1999 as "Hospice Month".
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Motion carried unanimously.
Doug Keys accepted the Proclamation and thanked the Commissioners for their support for Hospice Care in
Washington County.
The Commissioners presented a Proclamation for the St. Barnabas Health System Presents for Patients
Campaign.
Moved by Mr. Fergus, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Motion carried unanimously.
Jay Pochapin thanked the Commissioners for the Proclamation and gave some details of the Presents for
Patients Campaign.
PUBLIC COMMENTS
Harry Sabatasse of Burgettstown addressed the Board regarding some concerned citizens are interested in
forming a group that would give the Board suggestions on how to save taxpayers money. Mr. Sabatasse requested
that the group be a part of the agenda in the year 2000.
Also, Mr. Sabatasse commented on the compensation paid to Appeal Hearing Board members and noted the
amount paid is appalling. He stated there should be a better way to conduct these hearings and requested the Board
look over this situation.
OLD BUSINESS
Solicitor McCune recommended the Board award the bid for Kitchen Ware and Equipment to the following
vendors:

J. Gregory, Monongahela, PA
Sysco Foods, Harmony, PA
Moved by Mr. Fergus, seconded by Mrs. Irey, to award the bid as per above.

Solicitor McCune recommended the Board extend the contract for Non -Hazardous Waste Collection and
Disposal to December 31, 2000 as follows:

Health Center, Airport, Mingo and Cross Creek Park - Waste Management, Washington, PA
Ten Mile Park - William Martin, Washington, PA
Moved by Mr. Fergus, seconded by Mrs. Irey, extending the Non -Hazardous Waste Collection as per above.

CORRESPONDENCE
Chief Clerk announced the availability of a Press Release for the following Redevelopment Authority ,
contract award:
1. Victor Paving and Construction, Inc. of Monongahela for the Hanover, McDonald and West
Middletown Street Improvements Project.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a thirty-six month Agreement with
USA Waste of Pennsylvania for the purpose of hauling and disposing of non -hazardous waste from the Beth Center
Senior Community Center at $42.00 per month.

Chief Clerk presented to the Board for their consideration and approval authorization of the renewal of the
annual hardware maintenance, license and software support agreement for the Ballot Tabulation and Voter
Registration system. The cost is as follows:
PC Ballot Tabulation 11/1/99 - 10/31/2000 $7,838
Voter Registration 9/24/99 - 9/25/2000 $7,758

Chief Clerk presented to the Board for their consideration and approval a Grant Offer from PaDOT Bureau
of Aviation in the amount of $41,250 and the approval of the required resolution authorizing the Chairman to
execute documents on behalf of the County. This Grant will be utilized to mark/line the taxiway and rehabilitate
the ramp area at the Washington County Airport. The total project cost is $55,000.00. The funding ratio is 75%
state and 25% County.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Grant Offer from the PaDOT Bureau of
Aviation for the Washington County Airport as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement with Reversal Motion
Picture Productions for access to the Airport main ramp, parking lot and terminal area. This Agreement requires
appropriate insurance coverage and specifies limitations regarding the use of the airport facility.
Moved by Mr. Fergus, seconded by Mrs. Irey, approving the Agreeement with Reversal Motion Picture
Productions as per above.

Chief Clerk presented to the Board for their consideration and approval Addendum #5 to the Architect
Agreement with Glance and Associates. This Addendum reflects an increase of $2,500.00 for construction services
and payment for additional hours/site visits required to complete the project. PaDOT has reviewed and approved
this addendum which is Act 26 funded 100% by the State.

Agreement with Glance and Associates.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. County offices will be closed on Thursday, November 11, 1999 in observance of Veterans Day.
2. The next Public Meeting will be held at 2:00 p.m. on Wednesday, November 10, 1999 in the
public meeting room, Courthouse Square due to the Veterans Day holiday.
