Bracken Burns, Sr. and Diana L. Irey. Absent being: Scott H. Fergus. Also being present: Chief Clerk Michelle Miller; Jim McCune, Solicitor; Bill McGowen, Director of Administration; Linda Belcher, Secretary; Joe Zupancic, Assistant Solicitor; Marlene Luketich and Melanie Finney, Planning Commission; Sheriff Larry Maggi and Chief Deputy John Rheel; Francis King, Treasurer; Controller Paul Belcastro; President Judge Gladden; Dennis Walters and John Pankopf, Adult Probation Office; Deputy Controller Mike Namie; Marcia Barna Commissioner's Office; Ken Barna, Director of Tax Revenue; Pastor Tom Ravasio; Susan Kidder-Petritis, Director of Pastoral Care Washington Hospital; Tim Trump and Danyal Patterson, Adult Probation Officers; Harry Sabatasse, Anthony Truzzani and John Logar, interested citizens; Joe Smydo, Observer -Reporter; Chris Haines, Herald Standard; Jim Jefferson, WJPA; Janice Crompton, Post Gazette; Mike Naylor, Weirton Daily Times; and Kathy Thomas, Valley Independent. Chairman Burns called the meeting to order at approximately 2:00 p.m. Reverend Ravasio led the meeting with a prayer. Sheriff Maggi said the Pledge of Allegiance. Chairman Burns entertained a motion to approve Minute No. 630 dated November 10, 1999. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 630 be approved. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a Proclamation declaring November 21-28, 1999 as Bible Week in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Pastor Tom Ravasio and Susan Kidder-Petritis thanked the Commissioners for the Proclamation. The Commissioners adopted a Proclamation recognizing the Rail',Var�,in Progmm. MINUTE BOOK 53 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. The Commissioners gave special recognition to Tim Trump and Danyal Patterson of the Adult Probation Office for achieving high marks in a training seminar recently held for Probation Officers in the state. Judge Gladden and Dennis Walters also congratulated Mr. Trump and Ms. Patterson for their high marks in the training seminar. PUBLIC COMMENTS Anthony Truzzani of Charleroi stated he wanted to express his feelings with regards to the Tax Appeal Board. He pointed out that Washington County compensates the Board members with a combined salary of approximately $40,000 annually. He stated the GreensCounty Board of Commissioners hear their own appeals to save the county money and wanted Washington County to do the same. Harry Sabatasse of Burgettstown addressed the Board regarding taxpayers having to live within budgets and the County should do the same. He noted that taxpayers of Washington County cannot tolerate any more tax increases in the County, townships, school or state. John Logar of Washington commented on the Tax Appeal Board members and noted Mr. Sabatasse may not be happy with a recent tax appeal hearing that he attended for real estate property that he owns. OLD BUSINESS Solicitor McCune recommended the Board award the bid for Air Fluidized Beds to KCI USA, of San Antonio, TX for the amount set forth in their bid. Moved by Mrs. Irey, seconded by Mr. Burns, to award the bid as per above. Roll call vote: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor McCune recommended the Board table the bid for Prefabricated Bridge for further review. Moved by Mrs. Irey, seconded by Mr. Burns, tabling the bid for Prefabricated Bridge as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced the availability of a Press Release for a Redevelopment Authority contract award with Pompei and Sons, Inc. of Bentleyville for the Monongahela Streets Reconstruction Project. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval authorization to purchase six self- contained breathing apparatus with spare cylinders in 1999 and six in 2000 from the Industrial Commodities bid contract for a total of $13,235.04 for the Public Safety Department. Moved by Mrs. Irey, seconded by Mr. Burns, authorizing the purchase of breathing apparatus for the Public Safety Department as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a renewal Lease Agreement with Kwik-Stop, Inc. for the purpose of providing office space for District Justice Havelka. The term of the lease would be January 1, 2000 through December 31, 2004 with two five-year options. The monthly cost would be $875 for the first lease period, $950 for the second period and $1025 for the final five year option. Moved by Mrs. Irey, seconded by Mr. Burns, approving the renewal Lease Agreement with Kwik-Stop, Inc. for office space for District Justice Havelka as per above. Chief Clerk presented to the Board for their consideration and approval an extension to the Lease Agreement on a month to month basis with PDF Partnership of Canonsburg at the same monthly rate effective December 1, 1999 for magisterial district 27-2-1. Moved by Mrs. Irey, seconded by Mr. Burns, approving the extension to the Lease Agreement with PDF Partnership of Canonsburg as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. N1INUTEBoOK 55 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 7-1 Chief Clerk presented to the Board for their consideration and approval to solicit proposals for office space for Magisterial District 27-2-1 and the After School Program for juvenile offenders Moved by Mrs. Irey, seconded by Mr. Burns, to solicit proposals for office space as per above. Roll call vote: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Right of Way Agreements for the following: Burgettstown Smith Township Sewer Authority - small County parcel in Burgettstown area Chartiers Township - one in front of fairgrounds and one in front of Health Center Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Right of Way Agreements. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the extension of the Leader Grant for four months. This modification would transfer funds for intermediate unit education service. There is no change in the total or county dollars. Moved by Mrs. Irey, seconded by Mr. Burns, approving the extension of the Leader Grant as per above. Roll call vote: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the application of an Archives and Records Management Grant for the program year 2000-2001. The purpose of this grant is to microfilm the Tax Assessment records from 1859 through 1899. The total grant is $16,800 with the County share being 50%. If the grant is received it is recommended that the Records Improvement Committee fund the county portion of the match from the Records Improvement Fund. above. Chief Clerk presented to the Board for their consideration and approval an Engineering Agreement with Kimball Engineers of Ebensburg, PA for professional services relating to the final design, installation of equipment and flight check of the Instrument Landing System (Phase II). The Agreement total is $88,000.00. PaDOT Bureau of Aviation has reviewed and approved the agreement with a project funding ratio of 50% Capital Budget and 50% County match. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Engineering Agreement with Kimball Engineering as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried,unanimously. Chief Clerk requested authorization to advertise for bids for the Longdon Covered Bridge Project located in West Finley Township. Moved by Mrs. Irey, seconded by Mr. Burns, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk recommended to the Board the appointments of Joe Midla to the Conservation District Board of Directors as a farmer director and William Slosky as public director effective January 1, 2000 for a four year term. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing appointments to the Conservation District Board of Directors. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Clex Agreements with ATX Telecommunications Services, Metro Teleconnect and Capital Telecommunications, Inc. to provide extra trunk lines to the County as 911 would provide CLEX access to the master street address guide at no cost. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Clex Agreements to provide extra trunk lines for the 911 Center as per above. Chief Clerk presented to the Board for their consideration and approval of a project modification for the Crime Victims Grant with the PCCD for the Crime Victim/Witness Assistance Program. This is necessary because the program was awarded a 5% increase during the period of January 1, 1999 to December 31, 2001. No County match is required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Project Modification for the Crime Victims Grant with PCCD as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Agreements with James W. Haines of Monongahela and Richard C. Mudrick of Charleroi to prepare title search reports for the Tax Claim Bureau. This contract would not be in excess of $10,000 and would pay $100.00 per written title search report. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Agreements with James Haines and Richard Mudrick. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement between PaDOT and Washington County for the Section 18 Rural Transportation Program in the amount of $30,000 for the period of July 1, 1999 to June 30, 2000. This is to maintain and operate the shuttle services between the City of Washington and the Mon Valley area. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Agreement between PaDOT and Washington County as per above. Roll call vote taken: Mrs. Irey -Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the FY 99/2000 Purchase of Service Agreement with Holy Family Institute for Children and Youth Services. This is necessary to include a family reunification service per diem. Chief Clerk presented to the Board for their consideration and approval the submission of a Delinquency Prevention Grant proposal to the Center for Safe Schools and Communities in the amount of $125,000. The proposal will cover a three year grant period with state funding 100% year one, 95% year two and 90% year three. above. County offices will be closed on Thursday, November 25 and Friday, November 26 in observance of the Thanksgiving holiday. 2. A Salary Board Meeting will be held on December 9, 1999 immediately following the Commissioners meeting at 10:00 a.m. SOLICITOR Solicitor McCune remarked with reference to Greene County Commissioners hearing their own Tax Appeal hearings and noted it would be next to impossible for the Washington County Board of Commissioners doing the same due to the fact that there are nearly 110,000 assessed properties in Washington County. Solicitor McCune presented to the Board for their consideration and approval the following tax refunds.
