Washington, PA, April 13, 2000
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners John P.
Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Chief Clerk Michelle Miller; Jim McCune,
Solicitor; Marlene Luketich, Director of Administration; Linda Belcher, Secretary; Lisa Cessna and Melanie Finney,
Planning Commission; Sheriff Larry Maggi and Captain Todd Hammond; Deputy Controller Mike Namie; Larry

Chairman Bevec called the meeting to order at approximately 10:00 a.m.
Reverend Henry Billingsley led the meeting with a prayer.
Sheriff Maggi said the Pledge of Allegiance.
Chairman Bevec entertained a motion to approve Minute No. 641 dated March 30, 2000.
Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 641 be approved.

SPECIAL ORDER OF BUSINESS

The Commissioners presented a Certificate of Appreciation to Mrs. Antionette Bier for her dedication in her
position of a Judge of Elections for Canton Township. Larry Spahr explained that Mrs. Bier was involved in an
accident near Election Day but made sure that the voting process continued.

Mr. Spahr commended Mrs. Bier's hard work and dedication along with other election workers' longtime
efforts assuring the electors of Washington County the right to vote on Election Day.

The Commissioners presented a Proclamation to Vern Noble and Dean Kelly of the C.S. Kim Karate School
announcing the upcoming Martial Arts Championship.
Moved by Mrs. Irey, seconded by Mr. Burns, adopting the Proclamation.

Motion carried unanimously.
Vern and Dean thanked the Commissioners for the Proclamation and commented on the Martial Arts

Championship.
Colleen Hughes of Washington -Greene County Drug and Alcohol Program presented to mini grants to
various organizations Mini Grant checks for drug and alcohol prevention for citizens in Washington and Greene
counties.
PUBLIC COMMENTS
Fred Fleet of Washington commented on the Veterans van in Waynesburg and noted that the county has a
good program and Washington County should take a look into this program since there are some problems with
scheduling.
Chairman Bevec stated George Krcelich of the Human Services Office would contact•Mr. Fleet to discuss the
veteran's van scheduling situation.
Mrs. Alice Patterson and Robin Cole of the Washington County Community Center addressed the Board
regarding the need to develop a recreation center for youth in Washington County. They requested a meeting with
the Board to further discuss this matter.
Harry Sabatasse commented he is not happy with the current tax structure in Washington County. He
pointed out seniors on fixed incomes should not have to pay school taxes and urged the Board to review his tax
assessment because he feels it is unfair.
OLD BUSINESS
Solicitor McCune recommended the Board award the bids for Gloves to the following vendors on a "per item
basis" for the amounts set forth in their bids.

CORRESPONDENCE
Chief Clerk announced the following Press Release:
1. Washington County's Purchasing Department's Web Site is available for the public to access
current bids, bid results and bid specifications.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval authorization to purchase a Canon
Digital Copier from the state contract for the Clerk of Courts Office at a cost of $13,810. The cost of the service,
supplies and all copies is 11 cents per copy.
Moved by Mrs. Irey, seconded by Mr. Burns, authorizing the purchase of a Canon Digital Copier for the
Clerk of Courts as per above.

Chief Clerk presented to the Board for their consideration and approval Addendum #2 to the Engineering
Agreement with Monaloh Basin Engineering in the amount of $161,689.01 for the replacement of Chartiers Creek
Bridge in Canton Township. The costs of the project are funded 80% state and 20% county liquid fuels.
Moved by Mrs. Irey, seconded by Mr. Burns, approving Addendum #2 to the Engineering Agreement with
Monaloh Basin Engineering as per above.

Chief Clerk presented to the Board for their consideration and approval an Engineering Agreement with
Monaloh Basin Engineering in the amount of $168,894.90 for the replacement of the Chartiers Creek Bridge,
Maiden Street in the City of Washington. The costs of the project are 80% state and 20% county liquid fuels
funded.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the Engineering Agreement with Monaloh Basin
Engineering as per above.

Chief Clerk presented to the Board for their consideration and approval a Contract with SE Technologies to
complete the Categorical Exclusion Evaluation for the Panhandle Trail. The total project costs of $10,600 will be
paid with DCNR grant funds. No county match is required.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the Contract with SE Technologies as per above.

Chief Clerk presented to the Board for their consideration and approval the ratification of a travel request
fo>�,1Colleen Martos of Highway Safety to travel to Arlington, TX June 10-14, 2000 for an International Child
Passenger Safety conference. The total estimated cost of this travel expense is $1191.00 which will be 100% State
reimbursed.

Chief Clerk presented to the Board for their consideration and approval the 2000-2001 Department of Public
Welfare Child Care grant in the amount of $4,580,955. The administration of the grant will be carried out by Child
Care Information Services of Washington County in accordance with the Commonwealth of Pennsylvania Code
Title 55 Public Welfare Chapter 3040 Subsidized Child Day Care.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the 2000-2001 Department of Public Welfare Child
Care Grant as per above.

Chief Clerk presented to the Board for their consideration and approval of Health Assurance contracts for
active Children and Youth, Deputy Sheriffs, Jail and Probation bargaining unit employees, retirees and COBRA
groups, effective January 1„ 2000 through December 31, 2000 at the submitted rates.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the Health Assurance contracts for the above
mentioned group at the submitted rates.

Chief Clerk presented to the Board for their consideration and approval the establishment of the Washington
County Drug and Alcohol Commission which will be a public commission included under Washington County
government. Approval is also requested for this plan to be submitted to the Pennsylvania Department of Health
Bureau of Drug and Alcohol program to provide drug and alcohol services in Washington County.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the establishment of the Washington County Drug
and Alcohol Commission as per above.

ANNOUNCEMENTS
Chief Clerk stated for the record the following board appointments are suggested to occur on April 27, 2000:
Clean and Green Advisory Board
Pat Shawley
Dr. Thomas Turnbaugh
County Offices will be closed on Friday, April 21, 2000 in observation of Good Friday.
Washington County will hold a "Scouting for Food" drive during the month of April. Non-perishable food
donations can be placed in the designated boxes located in the lobby of the Courthouse and Courthouse Square
Building.
SOLICITOR
Solicitor McCune presented to the Board for their consideration and approval the Allegheny County
Industrial Development Authority Residential Resources, Inc. project. Mr. McCune noted this project is located on
a portion of Washington County land.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the Allegheny County Industrial Development
Authority Residential Resources, Inc. project.
