Bevec, Diana L. Irey and J. Chairman Bevec called the meeting to order at approximately 10:00 a.m. D. Carey "Murf" Polan led the meeting with a prayer. George Hutchko said the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 643 dated April 27, 2000. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 643 be approved. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. BID OPENING Solicitor McCune opened and read bids for a 4x4 Extended Cab or Super Cab Truck. Mr. McCune noted that this bid would be awarded at the conclusion of the meeting after being reviewed by the Purchasing Department. 1. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring May, 2000 as "Older Americans Month" in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mary Lynn Spilak, Director of the Aging Services Department, thanked the Commissioners for the Proclamation and introduced staff members with the Aging Services Department. Ray Kasparek, Chairman of the Washington County Subarea Advisory Council, commented on the Older Americans Proclamation and presented a gift to the Commissioners. The Commissioners read a Proclamation declaring May 14-20, 2000 as Emergency Medical Services Week in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Jeff Yates thanked the Commissioners for the Proclamation and complimented Emergency Medical Service providers on the fine service they provide. The Commissioners read a Proclamation declaring May 14-19, 2000 as National Nursing Home Week in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. The Commissioners read a Proclamation declaring May 19, 2000, as Western Pennsylvania Export Day. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Main Street to be given to Nick's Painting of Pittsburgh, PA in the amount of $12,123.00, this being the lowest bid received. Solicitor McCune recommended the Board reject the bid for a 4x4 extended cab truck from A & R Auto in order to return their cash bid bond and to table the bid submitted by Woltz & Wind for further review. Burns Company of Washington for the Donora Recreation Project. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of the County's surplus property. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with John Lindley, Auctioneer at the rate of 10% of the proceeds for sale of the surplus property. Chief Clerk presented to the Board for their consideration and approval authorization for payment to RBA Professional Data Systems in the amount of $12,758 for the annual software maintenance for applications used for tax collection, tax assessment, tax claim and occupation tax. Moved by Mrs. Irey, seconded by Mr. Burns, approving the payment to RBA Professional Data Systems as per above. Chief Clerk presented to the Board for their consideration and approval a grant concept paper to the PCCD for the development of a vocational training/life skills program for adult offenders through the Adult Probation Office. The program would be a joint effort between Adult Probation and Job Training. The maximum grant award is $100,000. The first year match is 25%, second year 50% and third year 75%. The Job Training Agency has obtained the first year match from the Benedum Foundation of Pittsburgh. Chief Clerk presented to the Board for their consideration and approval t ie acceptance of the Growing Greener Grant in the amount of $45,000 for streambank stabilization in Ten Mile Park. The County cost sharing with the Army Corps of Engineers is in the amount of $91,700. This will be paid through a $45,000 Growing Greener Grant and $45,000 DEP Grant. An additional $25,000 grant from the DCED was also received. It was noted that no County funds will be expended. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Growing Greiner Grant for streambank stabilization in Ten Mile Park as per above. Chief Clerk presented to the Board for their consideration and approval the submission of the West Nile Encephalitis Grant to the Commonwealth West Nile Encephalitis Inventory Prigram. The Grant request of $22,918 would pay for mileage, data entry, materials and supplies, sample delivery and administrative costs. Moved by Mrs. Irey, seconded by Mr. Burns, approving the submission of the West Nile Encephalitis Grant as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the revised contract with Washington Hospital for Drug and Alcohol testing. Chief Clerk presented to the Board for their consideration and approval the ratification of the 2000-2001 Hazardous Material Response Fund Grant in the amount of $42,913.94. No County match is required. The grant will be used to fund hazardous material supplies and equipment. Moved by Mrs. Irey, seconded by Mr. Burns, approving the ratification for the Hazardous Material Response Fund Grant as per above. Chief Clerk presented to the Board for their consideration and approval a request from the Washington County Health Center to include the American Dietetic Association to the approved list of County associations. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation for the 203 Shared -Ride Transportation Program. The amount of the grant is $981,750 which is 75% of the current year's grant. At the end of June, 2000 PaDOT will issue the difference of the total grant amount. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Agreement with the Pennsylvania Department of Transportation for the 203 Shared -Ride Program as per above. Department of Housing and Urban Development for the following projects: Transitional Housing for Persons with Disabilities $146,483 Permanent Supportive Housing $166,305 These projects would provide housing and supportive services to homeless individuals and families in Washington County.
