Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Chief Clerk Michelle Miller; Jim McCune, Solicitor; Marlene Luketich, Director of Administration; Linda Belcher, Secretary; Mark Thomas and Melanie Finney, Planning Commission; Sheriff Larry Maggi and Captain Todd Hammond; Joseph Zupancic, Assistant Solicitor; Steve Wiencek, Redevelopment Authority; John Marshall and Debbie Giesler, Safety and Health; Randa Cochran, Bonnie Palfrey, Pete Lorenzo, Gloria Schmalz, Safety Committee; Warden Joseph Pelzer, Russell Crupe, Rich Brezenski, Correctional Facility; Representative Tim Solobay; Father Ken Sparks, St. Patrick's Church; George Eckert, member of the Washington County Veterans Council; Butch Gorby, Fred Fleet, John Adams, interested citizens; Judy Chestnutt, Observer -Reporter; Janice Crompton, Post Gazette; and Kathy Thomas, Valley Independent. Chairman Bevec called the meeting to order at approximately 10:00 a.m. Father Sparks led the meeting with a prayer. George Eckert said the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 644 dated May 11, 2000. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 644 be approved. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring June, 2000 as "Workplace Safety, Health and Wellness Month" in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. John Marshall thanked the Commissioners for their support and introduced Safety Committee members, Bonnie Palfrey, Randa Cochran, Pete Lorenzo, Gloria Schmalz and Todd Hammond. The Commissioners presented a plaque to Russell Crupe honoring his twenty years of service with Washington County as a Correctional Officer. The Board wished him well on his retirement. Mr. Crupe thanked the Commissioners and Warden Pelzer for the opportunity to work for Washington County. iv M I N U T E BOARD OF COUNTY COMMISSIONERS M N WASHINGTON COUNTY, PENNSYLVANIA (RECESS) SPECIAL ORDER OF BUSINESS Steve Wiencek of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution regarding the Budget Revisions and Amendments to the Consolidated Plan. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the Resolution as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. OLD BUSINESS Solicitor McCune recommended the Board award the bid for a 4 x 4 Supercab Truck for Flood Control to Woltz and Wind Ford in the amount of $21,000. Moved by Mrs. Irey, seconded by Mr. Burns, awarding the bid for a 4 x 4 Supercab as per above. Roll call vote: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor McCune recommended the Board table the bids for Kitchen and Housekeeping Supplies for further review. Moved by Mrs. Irey, seconded by Mr. Burns, to table the Kitchen and Housekeeping Supplies for further review. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor McCune recommended the Board table the bid for Printed Forms for further review. Woodhouse Jr. and Sons, Inc. of Eighty Four for the Route 19 Code Enforcement Remediation and Demolition Project in the City of Washington. MINUTE BOOK 77 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 101 _2l:0 1.1 Chief Clerk presented to the Board for their consideration and approval payment of approximately $24,450 for Oracle Licensing for the Criminal justice integration, the Recorder of Deeds and the Health Center. It is noted that 10-50% of the purchase cost will be reimbursed through the PCCD. Approval is also requested to purchase a maintenance agreement for year two and year three for the Oracle products. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Oracle Licensing purchase. Roll call vote taken: r Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Letter of Support submitted to the U. S. Army of Corps of Engineers for the Streambank Stabilization Project in Ten Mile Park. The letter should indicate the County wishes to proceed with the project and acknowledge the estimate cost of $92,000, note the County is capable of providing its share contribution and state that the project cooperation agreement has been reviewed and the County accepts the terms. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Letter of Support to the U. S. Army of Corps of Engineers as per above. Chief Clerk presented to the Board for their consideration and approval the purchase of a new Case CX90 tractor from the State Contract for the Washington County Airport. The cost was included in the capital expenditure request from the Airport budget. above. Chief Clerk presented to the Board for their consideration and approval submission of the 2000-2001 annual Act 147 Radiation Emergency Response Fund Grant Agreement for Public Safety. This grant in the amount of $7,323 will be used to purchase a LCD projector and accessories for visar radios and supplies relative to mass care and reception center operations. No County match is required. Moved by Mrs. Irey, seconded by Mr. Burns, approving submission of the 2000-2001 annual Act 147 Radiation Emergency Response Fund Grant Agreement as per above. 78 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Chief Clerk presented to the Board for their consideration and approval a request from Juvenile Probation to extend the Memorandum of Understanding Agreement between the County and the Intermediate Unit I from June 7, 2000 to August 31, 2000. This extension would provide for the Intermediate Unit to continue to give educational services to the Mon Valley YMCA and LEADER (CISP) afterschool program. The cost of this MOU extension is $1,872.00. Moved by Mrs. Irey, seconded by Mr. Burns, approving the request from Juvenile Probation to extend the Memorandum of Understanding Agreement as per above. Chief Clerk presented to the Board for their consideration and approval the submission of a Capital Assistant Grant to the Pennsylvania Department of Transportation to purchase four raised -roof vehicles in the amount of $150,000 with no anticipated County match. above. Chief Clerk presented to the Board for their consideration and approval a one year agreement with the Pennsylvania Department of Public Welfare Office of Social Programs for Homeless Assistance Programs. These funds are used to assist with funding emergency shelters, Bridge Housing, case management and Homeless Prevention services. The amount of this year's funding is $260,435. Approval is also requested by resolution to enter into agreements with the list of submitted subcontractors to provide homeless assistance services. Moved by Mrs. Irey, seconded by Mr. Burns, approving the one year agreement with the Pennsylvania Department of Public Welfare Office of Social Programs for Homeless Assistance Programs as per above. Solicitor McCune presented to the Board for their consideration and approval a Settlement Agreement with Marlene Dranzo, a former employee, which has been resolved by a mutual agreement between the County and Ms. Dranzo. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Settlement Agreement with Marlene Dranzo. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor McCune presented to the Board for their consideration and approval a Tax Assessment Appeal Settlement of West Penn Coal Company. This agreement changes the assessment for tax years 1999, 2000 and 2001. The fair market value of the coal is reduced from approximately $800 an acre to $200 an acre consistent eith the expert reports. West Penn Coal will pay the 1999 taxes and 1997 and 1998 delinquent taxes in the approximate amount according to the formula. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Tax Assessment Appeal Settlement with West Penn Coal Company. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor McCune presented to the Board for their consideration and approval the purchase of approximately fifty acres from the Starvaggi's in the amount of $20,000.00. It was noted that this property would be used by the Parks Department as part of the Panhandle Trail. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Starvaggi property ,purchase as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. 84 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Solicitor McCune notified the Board that his firm of Bassi, McCune and Vreeland, submitted their resignation as Washington County's lead solicitor. This would be effective as soon as a new replacement was named by the Board of Commissioners. Solicitor McCune stated the press of business, as well as new professional opportunities has prompted this decision. Moved by Mrs. Irey, seconded by Mr. Burns, accepting the resignation of Bassi, McCune and Vreeland as solicitor for Washington County. - Roll call vote taken: Mr. Burns - No; Mrs, Irey - Yes; Mr. Bevec - Yes. Motion carried. Solicitor McCune stated he would like to thank the Commissioners for the opportunity to serve the Board and the public as well over the past several years. John Adams, a resident of the Avella area, expressed his concerns regarding a situation in his area pertaining to the availability of water for residents. He stated that he has contacted state representatives, township officials and would like the Board of Commissioners to assist in anyway- possible. Chairman Bevec informed Mr. Adams the Board would look into this matter and suggested he speak to Lisa Cessna, Director of Planning, for further assistance in this matter.
