Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Michelle Miller, Chief Clerk; Solicitor Richard DiSalle; Marlene Luketich, Director of Administration; Linda Belcher, Secretary; Lisa Cessna and Melanie Finney Thomas, Planning Commission; Larry Maggi, Sheriff, Robert Umstead, Redevelopment Authority; Serena Todd and Gary Stofko summer employees; Florence Ritacco, former employee of the Purchasing Department; David Zofchak, Tax Claim bureau; Mike Povich, Mon Valley Leathernecks; Judy Chestnutt, Observer -Reporter; . Chairman Bevec called the meeting to order at approximately 10:00 a.m. Melanie Thomas Finney led the meeting with a prayer. Mike Povich said the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 648 dated July 6, 2000. Moved by Mrs. Irey, seconded by Mr. Bevec, that Minute No. 648 be approved. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Bob Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution for the disposition of Parcel No.19 in Southpointe. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing Resolution and disposition of land. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chairman Bevec recognized Florence Riatacco who was in attendance at the meeting. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for Kitchen & Housekeeping Supplies to the following vendors: Art Snyder Sanitary Supply, Uniontown, PA Gordon, Grand Rapids, MI A-Z Janitoral, Washington, PA Liberty Distributors, Triadelphia, WV Jack Frye Sales, Clairton, PA Paper Products, Pittsburgh, PA Grainger, Pittsburgh, PA Steris Corp., St. Louis, MO Moved by Mrs. Irey, seconded by Mr. Bevec, awarding the bid as per above. Roll call vote: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor DiSalle recommended the Board extend the bid for Lumber to Donora Lumber and West Elizabeth Lumber Companies through February 28, 2001. Moved by Mrs. Irey, seconded by Mr. Burns, extending the Lumber bid with the foregoing vendors. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced the following Redevelopment Authority press releases: 1. Sale of parcel No.19 in Southpointe 2. Contract award to Russell Standard Corporation for the Canonsburg Street and Sewer Improvements project 3. Contract award to Pompei and Sons, Inc. for the North Strabane Township Storm Sewer Improvements project NEW BUSINESS Chief Clerk presented to the Board for their consideration the Planning Commission's recommendation of approval of a supplemental engineering agreement with GAI Consultants for the rehabilitation of the Day Covered Bridge. The total cost increase of $29,502.84 reflects the design of a temporary stream crossing and full-time construction inspection per PADot recommendations. Cost will be paid 100% by Act 26 monies. Moved by Mrs. Irey, seconded by Mr. Burns, approving the supplemental engineering agreement with GAI Consultants for the rehabilitation of the Day Covered Bridge as per above. Chief Clerk presented to the Board for their consideration and approval the authorization of the following Worker's Compensation insurance for the period of 8/1 /00 to 7/31 /01: ® Insure with Safety National under a large deductible plan at an annual premium of $227,640 including interactive software. FMI • Continue to use the Washington Hospital - Occupational Medicine Center to provide medical case management. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Worker's Compensation Renewal Agreement. Chief Clerk presented to the Board for their consideration and approval a request by Highway Safety to submit the continuation grant for the Washington Regional Highway Safety Program. This grant is in the amount of $146,000 and covers the costs of salaries in the Highway Safety department. No County match is required for the grant period 10/1/00 through 9/30/01. Chief Clerk presented to the Board for their consideration and approval a request by Public Safety to send two employees and one volunteer of the HazMart team to Pueblo, CO from October 30 - November 3, 2000 to attend a Tank Car Spe..-ialist Training class. Act 165 Transportation Grant and Act 165 fees will be used to pay the cost with no county match. Moved by Mrs. Irey, seconded by Mr. Burns, approving the travel request for Public Safety as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request by the Courts for an independent contractor agreement with Jackie Hammond to serve as a Court Reporter on an as a needed basis. Ms. Hammond would be compensated $75.00 per day, $2.00 per page for transcripts, .30 cents per page for court ordered copies. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Court Reporter Agreement with Jackie Hammond. Chief Clerk presented to the Board for their consideration and approval a request from Court Automation to extend the Electronic Courts 2000 grant with the PCCD for the period of 6/30/00 to 9/30/00 to allow time for the County to purchase videoconferencing equipment. There is no County cost involved in this extension. Chief Clerk presented to the Board for their consideration and approval a request from Probation Services for 2' year continuation of the LEADER Grant at a County cost of $37,882.00 or 50% of the cost of the grant. PCCD would provide the remaining 50%. Moved by Mrs. Irey, seconded by Mr. Burns, approving the LEADER Grant for Probation Services as per above. Chief Clerk presented to the Board for their consideration and approval a request by Probation Services for the second year continuation of the BARJ Grant. The County's cost to participate is 50% of the cost of the grant or $20,024.00 with the PCCD providing the other 50%. Moved by Mrs. Irey, seconded by Mr. Burns, approving the BARJ Grant as per above. Chief Clerk presented to the Board for their consideration and approval a request by Juvenile Probation for the approval of Memorandums of Understanding (MOUs) related to the following School -based Probation programs at the respective amounts, which represent 50% of the costs to operate the program: Washington School District $21,055.50 Canon-MacMillan/Alternative School $24,919.00 Trinity School District $23,759.00 These MOUs would be for the period of 9/1/00 to 8/31/01. Moved by Mrs. Irey, seconded by Mr. Burns, approving the School Based Probation Memorandums of Understanding as per above. 2000. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec'- Yes Motion carried unanimously. 122 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a request by Human Services for approval of the Welfare to Work Transportation Demonstration Grant for the period of July 1, 2000 to June 30, 2001 in the amount of $120,000. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Welfare to Work Transportation Grant as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes Motion carried unanimously. Chief Clerk presented to the Board for their consideration the Child Care Information Services request for approval of fiscal 99/00 agreements with the list of submitted providers. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. New Adventures Learning Center, California Barbara Menzel, Eighty Four Leslie Reid, Donora Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing CCIS Provider Agreements. Chief Clerk presented to the Board for their consideration an Aging Services request of the lease between the American Legion -Ernest Phillips Post #485 and Washington County for the period of July 1, 2000 until June 30, 2001 at the cost of $225.00 per month. The cost of this rent is paid by the Southwestern Pennsylvania Area Agency on Aging. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing lease between the American Legion -Ernest Phillips Post #485 and Aging Services. Chief Clerk presented to the Board for their consideration a MH/MR request for blanket approval for expenses to cover various meetings attended by staff, providers, consumers, and family advocates in the amount of $4,108. above. Moved by Mrs. Irey, seconded by Mr. Burns, approving the blanket approval for MH/MR expenses as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes Motion carried unanimously. Chief Clerk presented to the Board for their consideration Planning's recommendation for approval of a grant from the Pennsylvania Department of Environmental Protection in the amount of $22,918 for the West Nile Surveillance and Control Program. The monies will be used to offset expenses incurred by Washington County and volunteers in the administration of this collection program including mileage, data entry, materials and supplies, sample delivery and administrative costs. The Commonwealth will reimburse all costs. No County match is required. This agreement increases the total project costs to $223,000, which will be paid 100% with state Act 26 monies.
