Washington County Commissioners
Washington, PA, January 3, 2000
John P. Bevec, Diana L. Irey and J. Bracken Burns, Sr. elected County Commissioners of Washington
County, Commonwealth of Pennsylvania at the Municipal Election held on Tuesday, November November 3, 1999,
met in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, in compliance with the
provisions of The County Code, Article V, Sections 502-503-504, for the purpose of organizing the Board of County
Commissioners in order that each Commissioner could assume the responsibilities of their respective office; their
required bonds having been approved and filed with the County Controller -and the oaths of office of said County
Commissioners subscribed to before the Court of Common Pleas at 10:00 a.m. on Monday, January 3, 2000 and filed
with the Prothonotary as required by the Act of Assembly.
Also being present: Michelle Miller, Chief Clerk; Solicitor Jim McCune; Linda Belcher, Secretary; Bill
McGowen, Director of Administration; Joann Metz, Commissioner's Office; Marlene Luketich, Planning
Commission; Sheriff Larry Maggi and Todd Hammond, Sheriff's Office; Paul Belcastro, Controller; Kathy Reda,
Register of Wills; Phyllis Matheny, Prothonotary; Francis King, Treasurer; Barbara Gibbs, Clerk of Courts; Debbie
Bardella, Recorder of Deeds; Glen Alterio, Pubic Defender; Mike Namie, Deputy Controller; Janice Urban, Human
Resources; Jeff Kotula, Economic Development Director and Washington County Chamber of Commerce; Frank
and Faye Irey, Bob Irey and Kate Burns, interested citizens; Jim Jefferson, WJPA; Joe Smydo, Observer -Reporter;
Stu Brown, WPXI; Andy Briggs, WTAE TV; and Kathy Thomas, Valley Independent.
Chairman Burns called the meeting to order at approximately 2:00 p.m.
Chairman Burns led the meeting in prayer.
Sheriff Maggi said the Pledge of Allegiance.
ELECTION OF OFFICERS
Meeting called to order by Commissioner Burns who declared nominations open for the position of
Chairman and Vice Chairman of the Board of Commissioners.
Moved by Mrs. Irey, seconded by Mr. Bevec, to appoint Commissioner Bevec as Chairman of the Board of
Commissioners for a four year term.
Roll call vote taken:
Mr. Bevec - Yes; Mrs. Irey - Yes; Mr. Burns - No.
Motion carried.
Moved by M. s. Irey, seconded by Mr. Bevec, to appoint Commissioner Irey as Vice Chairman of the Board of
Commissioners for a four year term.

APPOINTMENT OF CHIEF CLERK
Moved by Mrs. Irey, seconded by Mr. Bevec, to appoint Michelle Miller as Chief Clerk.

Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
APPOINTMENT OF DIRECTOR OF ADMINISTRATION
Moved by Mrs. Irey, seconded by Mr. Bevec, to appoint Marlene Luketich as Director of Administration.
Roll call vote taken:
Mr. Burns - No; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried.
DEPOSITORIES
Moved by Mrs. Irey, seconded by Mr. Bevec, that the banks of PNC, Dollar Bank, Mellon Bank, Community
Bank, Washington Federal and National City be designated depositories for all County funds.
Roll call vote taken:
Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
MEETING DATES AND TIMES
Moved by Mrs. Irey, seconded by Mr. Bevec, that the regular meetings of the Board of Commissioners be
held bi-weekly at 10:00 a.m. on Thursdays beginning January 6, 2000 in the Public Meeting Room of the
Courthouse Square Office Building and the Agenda Meetings be held bi-weekly at 10:00 a.m. on Wednesdays
beginning January 5, 2000 in the Seventh Floor Conference Room of the Courthouse Square Office Building.

Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
BOARD OF ASSESSMENT APPEALS
Moved by Mrs. Irey, seconded by Mr. Bevec, appointing Louis Waller, Sr. as a member of the Board of
Assessment Appeals in accordance with 72 P.S. 5453.301.
Roll call vote taken:
Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried unanimously.

Moved by Mrs. Irey, seconded by Mr. Bevec, appointing Olga Woodward as a member of the Board of
Assessment Appeals in accordance with 72 P.S. 5453.301.
Roll call vote taken:
Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
Moved by Mr. Burns, appointing John Logar as a member of the Board of Assessment Appeals in accordance
,with 72 P.S. 5453-301.
Motion died for a lack of a second.
Moved by Mrs. Irey, seconded by Mr. Bevec, appointing Thomas Uram as a member of the Board of
Assessment Appeals in accordance with 72 P.S. 5453-301.
Commissioner Burns questioned the motion and referred to Solicitor McCune for his opinion as to whether
each Commissioner had a representative to this Board.
Solicitor McCune stated he would review this matter.
Commissioner Irey withdrew her motion in order to give time for the Solicitor to review.
APPOINTMENT OF SOLICITOR
Moved by Mrs. Irey, seconded by Mr. Bevec, to appoint the law firm of Bassi, McCune and Vreeland of
Washington, Pennsylvania as County Solicitor.
Roll call vote taken:
Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
BOARD APPOINTMENTS
Moved by Mrs. Irey, seconded by Mr. Bevec, to table the previous list of Board appointments.

Motion carried unanimously.
There being no further business, Chairman Bevec declared the meeting adjourned at approximately 2:10 p.m.
