Bevec and J. Bracken Burns, Sr. Absent being: Commissioner Diana L. Irey, who was out of town. Also being present: Cathi Kresh, Chief Clerk; Marlene Luketich, Director of Administration; Solicitor Richard DiSalle; Linda Belcher, Secretary; Lisa Cessna and Melanie Finney, Planning Commission; Roger Metcalfe, Budget Director; Sheriff Larry Maggi and Captain Todd Hammond; Controller Paul Belcastro; Father William Feeney, Transfiguration Church; Greg Lonick, member of the Washington County Veterans Council; Sister Martha Baier, Mrs. Ruffing and Cecilia Ruffing, Ave Maria School; Mrs. Berdine, Andrew Wolf and Alexander Bitz, John F. Kennedy School; Linda Lounder, Our Lady of Lourdes School; Mrs. Pierpont, Christine Perkins, Missy Giaquinto, Gary Piepont and Geoffrey Burke, Saint Patrick's School; Paul Bakos, Kaitlyn Jones, Gerri Fusina, Ryan Kaczmarek, Sharon Brown and Michael Leech, Madonna Regional Catholic School; Harlan Shober, Tom Hartswick and Carol Baker, Chartiers Township Council members; Grant York, Columbia Gas of Pennsylvania; John Adams and Wayne Fleming, interested citizens; Judy Chestnut, O-R; Jim Jefferson, WJPA; Chris Haines, Post Gazette, Karen Peters, Valley Independent and Gary Smith, CUTV. Chairman Bevec called the meeting to order at approximately 10:00 a.m. Father Feeney led the meeting with a prayer. Mr. Lonick said the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 661 dated January 11, 2001. Moved by Mr. Burns, seconded by Mr. Bevec, that Minute No. 661 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring January 28 - February 3, 2001 as "Catholic Schools Week" in Washington County. Moved by Mrs. Irey, seconded by Mr. Bevec, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Father Feeney thanked the Board of Commissioners for the Proclamation and their support. He introduced members and students of the regional catholic schools, who made comments regarding Catholic Schools Week. The Commissioners presented to Grant York, from Columbia Gas of Pennsylvania, a certificate recognizing his group for the Fine Arts Program - FRONT ROW - in Washington County. Mr. York thanked the Board for the certificate and their support in this endeavor. (RECESS FOR PHOTOS) 232 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA COMMENTS Harlan Shober, Chairman of Chartiers Township Supervisors, presented to the Board information regarding the possibility of providing some relief for the residents of Chartiers Township impacted by the operation of the Arden Landfill. He stated with the pending receipt of the County's $1.7 million in landfill funds, the township is hopeful that by working with the Pennsylvania American Water Company and the Board of Commissioners they would be able to begin the process of providing public water to over 227 residents in the Arden landfill area. Mr. Shober gave a breakdown of estimated costs for the project. Mr. Shober requested the Board consider this statement when deliberating on the potential requests the Board may receive for the investment of the funds. The Commissioners thanked Mr. Shober for his comments and suggested Chartiers Township Supervisors set up a meeting with the Board of Commissioners, State Representative Leo Trich, Senator Barry Stout and the Planning Commission to further discuss the matter. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for Election Supplies to Cane Business Forms of Atlasburg, PA and William Penn Printing, Pittsburgh, PA for the amounts set forth in their bids. Moved by Mr. Burns, seconded by Mrs. Irey, to award the Election Supplies as per above. Roll call vote: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a contract with Strategic Energy LLC of Pittsburgh for the purpose of providing natural gas to the gate of Columbia Gas at the cost of $7.45/MCF which includes ten cents per MCF for managing the account. It was noted this would be effective February 1, 2001 through March 31, 2002. Moved by Mr. Burns, seconded by Mrs. Irey, approving the contract with Strategic Energy LLC as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission of documentation to Pennsylvania Department of Agriculture reflecting County match of $10,000.00 for easement purchases in the Agriculture Conservation Easement Purchase Program. The appropriation is equal to the allocation from last year. The resolution is designed to certify that the amount accounts for all roll back penalties from Clean and Green taxes per Act 156 of 1998. Moved by Mrs. Irey, seconded by Mr. Burns, approving submission of documentation to the Pennsylvania Department of Agriculture as per above. MINUTE BOOK 233 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the renewal of the lease with Jack Morton and Edward Thomas to remove hay from a designated area in Mingo Creek Park. Washington County will receive one round bale of hay for each four bales produced. The term of the lease will be for three years, effective January 1, 2001 through December 31, 2003. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing lease with Jack Morton and Edward Thomas. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the Fiscal year 2001 Emergency Management Performance Grant Program Agreement with the Commonwealth of Pennsylvania Emergency Management Agency. The total grant amount is $53,337.00 and for the period of October 1,2 000 through September 30, 2001. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Fiscal Year 2001 Emergency Management Performance Grant Program Agreement as per above. Chief Clerk presented to the Board for their consideration and approval allocation of $242,644.00 for the Mental Health/Mental Retardation Program to Southwest Behavioral Health Management, Inc. for calendar year 2001: This amount represents Washington County's share (15%) of costs budgeted for management of the six county managed care consortium. Moved by Mr. Burns, seconded by Mrs. Irey, approving the allocation for the Mental Health/Mental Retardation Program as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Richard'DiSalle. Moved by Mr. Burns, seconded by Mrs. Irey, to table the Agreement with Richard DiSalle. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements for fiscal 2000-2001. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval an Agreement with Try Again Homes for the Independent Living Program. The Agreement amount is $89,000.00 and would be effective October 1, 2000 through September 30, 2001 and funding would be provided through the Department of Public Welfare. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Agreement with Try Again Homes for the Independent Living Program as per above. Chief Clerk presented to the Board for their consideration and approval a request from the Human Resources Office to approve the annual Employee Assistance Program contract with Washington Hospital at the rate of $19.50 per assessment/employee per year. Chief Clerk recommended to the Board the appointment of Fred Steiner and Alan Velicy to the Washington County Authority Board for a five year term, effective January 25, 2001 through December 31, 2005. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing appointment of Fred Steiner and Alan Veliky to the Washington County Authority Board. Motion carried unanimously. 12 Chief Clerk recommended to the Board the foregoing appointments to the Washington County Farmland Preservation Board: Appointment - Lou Brova - three year term, effective January 25, 2001 thru December 31, 2003 Reappointment - Mac Carter and Joe Depetro - another three year term, expiring December 31, 2003. Moved by Mrs. Irey, seconded by Mr. Burns, appointing the foregoing individuals to the Washington County Farmland Preservation Board. Also, Chief Clerk announced the annual meeting of the Washington County Sinking Fund will be held 4 immediately following the Commissioner's meeting today.
