Bevec, Diana L. Irey and J. Chairman Bevec called the meeting to order at approximately 10:00 a.m. Roger Metcalfe led the meeting with a prayer. Mr. Maggi said the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 667 dated April 5, 2001. Moved by Mr. Burns, seconded by Mrs. Irey, that Minute No. 667 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring April 22-28, 2001 as "Victims' Rights Week" in Washington County. Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. John Abraham and Betsy Dane, of the Crime Victim/Witness Assistance Program, accepted the Proclamation and thanked the Commissioners for their continued support and noted the success of the Crime Victim Program since its inception fifteen years ago. The Commissioners read a Proclamation declaring April 22-28, 2001 as "National County Government Week". Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. NIB -NUTS BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Elected officials that were present at the meeting made comments with regards to the importance of National Government Week. (RECESS FOR PHOTOS) PUBLIC COMMENTS Charles Keenan of Blaine Township, spoke on behalf of the citizens of Blaine Township regarding their opposition of swapping gamelands property for land development of a proposed business park. Chairman Bevec stated the Commissioners would like to set up a meeting with Donegal, Independence, and McGuffey School District to discuss this issue and assured Mr. Keenan the Board would keep him informed of any developments. Dino Bruno, SEIU business agent and a resident of Allegheny County, commented on the negative aspects of the Home Rule concept. Mr. Bruno stated the form of government that exists in Allegheny County has no accountability and there are many problems. Mr. Bruno pointed out the form of county government present in Washington County is a good example of what the voters of this county want and Home Rule is not. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for a Duplicating Paper to Van Dyke Business Systems, of Pittsburgh, Pa. Moved by Mr. Burns, seconded by Mrs. Irey, to award the bid for Duplicating Paper as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Burns, seconded by Mrs. Irey, to cancel the bid opening and rebid for the Relocation of Equipment for 911 as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the purchase of software upgrades for the Treasurer's and Tax Assessment Offices as follows: offices. Treasurer's Office — a one time cost for license fee would be $17,500.00 and for the Informix license $3,900.00 for a total of $21,400.00. It is to be noted the price includes training, software installation and setup data migration to a new database. In addition to the one time cost the annual maintenance will increase $3,150.00. Tax Assessment Office — the one time cost for license fee would be $12,500.00 and for the Informix license $6,300.00 for a total of $18,800.00. It is to be noted the price includes training, software installation, setup and data migration to a new database. In addition to the one time cost the annual maintenance will increase $1,800.00. Effective dates will be date of installation. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an addendum to the contract with IMR for the Recorder of Deeds Office. The addendum is to authorize the yearly cost of $10,580.00 for technical support. This has increased from $9,200.00 due to the additional licenses. Funding is included in the Recorder of Deeds budget. Moved by Mr. Burns, seconded by Mrs. Irey, approving the addendum to the contract with IMR as per above. Chief Clerk presented to the Board for their consideration and approval a purchase from state contract for a Videoconferencing System for the Correctional Facility and Juvenile Probation. This will complete the final phase of the videoconferencing system within the Criminal Court system. The cost of the system will be $24,838.04. This purchase is from state contract therefore, does not need to be bid. Moved by Mr. Burns, seconded by Mrs. Irey, approving the purchase from state contract for a Videoconferencing system as per above. Chief Clerk presented to the Board for their consideration and approval a purchase from state contract for MINUTE BOOK 29 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA ---------------------- would continue the workflow optimization and Informix Visionary/Data State implementation within the criminal courts system. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing state contract purchase for the Criminal Courts system. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the purchase of an Informix Database Management Custom Retrieval and Presentation Software at the cost of $5,000.00 plus $1,050.00 for the annual maintenance for the Courts. The purchase will allow the public access to published court data without training. Also, approval for the purchase of an Informix Data Stage Developer for the court staff. The cost will be $7,900.00 plus $1,422.00 for annual maintenance. Moved by Mr. Burns, seconded by Mrs. Irey, approving the purchase of an Informix Database Management Custom Retrieval and Presentation Software as per above. Chief Clerk presented to the Board for their consideration and approval a supplemental increase of $350,185.00 to the current agreement with REM, Inc. for an annual total of $1,800,185.00. This increase is from the newly allocated 100% state/federal Mental Retardation funds for the community residential placements of two individuals. No county match is required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the supplemental increase to REM, Inc. as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a supplemental increase of $232,300.00 to the current agreement with Northwestern Human Services, Inc. for an annual total of $632,300.00. This increase is from the newly allocated 100% state/federal Mental Retardation funds for the community residential placement of two individuals. No county match is required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the supplemental increase to Northwestern Human Services, Inc. as per above. Chief Clerk presented to the Board for their consideration and approval the adoption of a Resolution terminating the employee pension and deferred compensation programs of the former joinder programs of Mental Health/Mental Retardation and Drug and Alcohol. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements for fiscal 2000-2001. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval a Grant Application to the Pennsylvania Commission on Crime and Delinquency to fund a technical support person for the Juvenile Probation Office. The first year will be 100% funded with no County match. The second and third years will require a 50% and 75% county contribution respectfully, effective January 1, 2001. Chief Clerk presented to the Board for their consideration and approval the submission of concept papers to the Juvenile Court Judges Commission. The purpose of the application is to fund four new positions in Juvenile Probation. This will include two additional school -base probation officers, one supervisor for school -based operations and one aftercare/placement specialist for sexual offenders. The four positions will be funded entirely by the State as a part of the annual JCJC allocation. Moved by Mr. Burns, seconded by Mrs. Irey, approving the submission of the concept papers to the Juvenile Court Judges Commission as per above. Chief Clerk presented to the Board for their consideration and approval federal funding for the County Integration Solution Development Project for Court Automation. CCAP applied for this funding from the Pennsylvania Commission on Crime and Delinquency. Washington County is one of 14 counties receiving funds for this project. The County match for the first year will not exceed $15,000.00 and will come from the Capital Expenditure Fund. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the Army Corps of Engineers whereby Washington County could maintain the Ten Mile Creek Bank project in the future in case the County would not renew the existing lease with the Army to maintain the Park. Chief Clerk presented to the Board for their consideration and approval a Cooperation Agreement with the National Road Heritage Park for funding the Route 40 Trail feasibility study. The agreement states the National Road Heritage Park will provide grant funding in the amount of $18' ,300.00 requiring a match of $' 6,100.00. It is to be noted the National Pike Trail Council has provided the match. The monies will be used to offset expenses incurred by Washington County and volunteers in the administration of this collection program. The Commonwealth will reimburse all costs. No county match is required. Chief Clerk presented to the Board for their consideration and approval a Professional Services contract with Attorney Carl Smith. The purpose of the contract is for the Loss Prevention Department to utilize the services of Attorney Smith on issues relating to previous workers compensation claims filed under PMA and Liberty Mutual. The contract would be in the amount of $115.00 per hour and would not exceed $1,500.00. The terms of the contract would be for a one year period. Funding is included in the Loss Prevention budget. ANNOUNCEMENTS Chief Clerk suggested the following board appointment occur on May 3, 2001: Washington County Tourism Promotion Agency Jeff Donohue for a three term, effective May 3, 2001 through May 2, 2004 Chief Clerk announced Washington County will have a casual day for county employees on April 27, 2001 to benefit the American Cancer Society for a $3.00 donation. Chief Clerk announced Washington County employees will be participating in the annual Spring Blood Drive to be held on April 24, 2001 in the Public Meeting Room.
