Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Cathi Kresh, Chief Clerk/Administrator; Solicitor Richard DiSalle; Linda Belcher, Secretary; Sue Orrick, Commissioner's Office; Melanie Finney, Planning Commission; Sheriff Larry Maggi and Captain Todd Hammond; Deputy Controller Mike Namie; Francis King, Treasurer; Kathy Reda, Register of Wills; Robert Umstead, Executive Director of the Redevelopment Authority; Nancy Bielawski, Purchasing Agent; Bonnie Palfarey, Buildings and Grounds; Patty Fisher, Parks Department; Pete,Lorenzo and Dave Beveridge, Maintenance; Jack Welty, Project Manager; Linda Waggoner, JTPA Office; George Eckert, member of the Veterans Council; Kenneth Luttinger, Washington Hospital Authority; John Adams, Fred Fleets and Jerry Seaman, interested citizens; Judy Chestnutt, Observer -Reporter; Karen Peters, Valley Independent; Chris Haines, Herald - Standard; and Jim Jefferson, WJPA. Chairman Bevec called the meeting to order at approximately 10:00 a.m. Mr. Bellis led the meeting with a prayer. Mr. Eckert said the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 668 dated April 19, 2001. Moved by Mr. Burns, seconded by Mrs. Irey, that Minute No. 668 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring May 6-12, 2001 as "Pennsylvania — American Water Week" in Washington County. Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Marianne Kelly, Communication Manager, made comments and thanked the Commissioners for the Proclamation. The Commissioners read a Proclamation declaring May 3, 2001 as "National Prayer Day". Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. 306 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Mr. Bellis accepted the Proclamation and thanked the Commissioners for their support for National Prayer Day. The Commissioners read a Proclamation declaring May, 2001 as "National Volunteer Month". Moved by Mrs. Irey, seconded by Mr. Bevec, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Pat Jones, RSVP Tri County Program, thanked the Commissioners for the Proclamation. The Commissioner read a Proclamation declaring May 1-8, 2001 as "Foster Grandparent Week" in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. The Commissioners presented a Retirement Certificate to Bonnie Palfrey for her many years of service to the County. Ms. Palfrey thanked the Commissioners for the certificate and commented on her experiences working with the County. (RECESS FOR PHOTOS) PUBLIC COMMENTS John Adams of the Avella area, commented on the idea of a prison locating in the Burgettstown area and noted the jobs and opportunities this would bring to residents of Washington County. SPEICAL ORDER OF BUSINESS (CON'T) Attorney Kenneth Luttinger, from the Washington County Hospital Authority, presented to the Board for their consideration and approval the following TEFRA hearing project: For the Washington Hospital Authority to issue its bonds on behalf of the hospital for a project consisting of: financing all or a portion of the costs of (a) refunding the Washington County Hospital Authority's hospital revenue bonds, series of a 1990 (The Washington Hospital Project), (b) financing certain capital projects contemplated by the hospital for which funding will be needed, including constructing, acquiring and equipping certain renovations, additions and other capital expenditures relating to the health care facilities of the hospital devoted to its exempt activities, including the reimbursement of prior capital expenditures, (c) funding a debt service reserve fund, (d) paying the cost of acquiring bond insurance and/or a letter of credit or Liquidity facility, and (e) paying a portion of the costs of issuance of the bonds. AMOUNT OF PROJECT: Aggregate principal amount not to exceed $41,000,000.00 to be designated initially as the Washington County Hospital Authority, Hospital Revenue Bonds, Series 2001. MINUTE BOOK 0 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Robert Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution for the Fiscal Year 2001 Community Development Block Grant Program, Home Investment Partnerships Program, Emergency Shelter Grant Program and the Consolidated Strategy and Action Plan. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for a Repair/Replacement of glass and frames of the Exterior dome for the Washington County Courthouse to Emerald Art Glass, Inc. of Pittsburgh, PA in the amount of $31, 000.00; this being the lowest bid received. Moved by Mr. Burns, seconded by Mrs. Irey, to award the bid for the Courthouse Dome repair/replacement as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor DiSalle recommended the Board award the bid for the Partial Roof Replacement for the Washington County Courthouse to L.W. Miller Roofing, Inc. of Washington, PA for the base amount of $57,850.00. above. Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bid for the Partial Roof Replacement Project as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor DiSalle recommended the Board table the bid for the Recycling of Ribbons, Cartridges and Toners for further review. Moved by Mr. Burns, seconded by Mrs. Irey, to table the foregoing bid for further review. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor DiSalle recommended the Board cancel the bid opening for a Dump Truck for the Parks Department due to the manufacturer's cutoff dated on the fleet trucks. The dump truck will, therefore, be purchased from state contract as previous approved on March 22, 2001. Moved by Mr. Burns, seconded by Mrs. Irey, to cancel the bid opening and purchase from state contract as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. 308 M B N U T E BOARD OF COUNTY COMMISSIONERS C � � WASHINGTON COUNTY, PENNSYLVANIA NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a temporary construction license agreement with Brian T. Hrutkay for the temporary roadway/stream crossing to be installed during the reconstruction of Maple #1, Webster Avenue Bridge located in Speers Borough. Moved by Mr. Burns, seconded by Mrs. Irey, approving the temporary construction license agreement with Brian T. Hrutkay as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec -Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Encumbrance Adjustments to reflect final design and construction for the following bridge projects: Buffalo #38, Buffalo Township — increase $25,000.00 for a total encumbrance of $45,000.00 Mingo #11, Nottingham Township — increase $25,000.00 for a total encumbrance of $65, 000.00 Moved by Mr. Burns, seconded by Mrs. Irey, approving the Encumbrance Adjustments for the listed bridge projects as per above. Chief Clerk presented to the Board for their consideration and approval the Pennsylvania Emergency Management Agency Grant Application for the Hazardous Material Response Fund in the amount of $48,689.66 for the Public Safety Department. The funding will be used to provide various training and equipment purchases needed to support daily operations throughout Washington County. This would be effective July 1, 2001 through June 30, 2002. No county match is required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Pennsylvania Emergency Management Agency Grant Application as per above. Chief Clerk recommended the appointment of Jeff Donohue of the Parks Department to the Tourism Promotion Agency for a three year term, effective May 3, 2001 through May 2, 2004. above. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus county property through an auction. Chief Clerk presented to the Board for their consideration and approval the annual agreement between Pennsylvania Department of Public Welfare and Washington County for an allocation of $4,685,080.00. This allocation will be used to provide subsidized child day care services through Child Care Information Services. The term of this grant shall be July 1, 2001 through June 30, 2002. Moved by Mr. Burns, seconded by Mrs. Irey, approving the annual agreement between the Pennsylvania Department of Public Welfare and Washington County as per above. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements for fiscal 2000-2001. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval adoption of Resolutions and Agreements with Adelphia Business Solutions of Pennsylvania Incorporated and Sprint Communications Company for participation in the Washington County E-911 service. Chief Clerk presented to the Board for their consideration and approval an Agreement with Alan Fuehrer for legal services in the Domestic Relations Office as defined in the Title IV-D Cooperative Agreement with the Pennsylvania Department of Public Welfare. Mr. Fuehrer is currently, and will continue to be, a full time employee of Washington County in this legal capacity. These funds will be used to provide a bag lunch to the attendees. It is to be noted the cost will be funded through the hazardous materials fund and no county dollars are involved. Moved by Mr. Burns, seconded by Mrs. Irey, approving the request from Public Safety for expenses in the amount of $700.00 as per above. Chief Clerk presented to the Board for their consideration and approval a contract with Tri Line Associates to complete a feasibility study to construct the National Pike Trail. Cost of the study is not to exceed $24,400.00. Grant monies from the National Trail Road Heritage Park and National Pike Trail Council have been secured for the cost of the study.
