Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Catherine Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Linda Belcher, Administrative Assistant; Joann Metz, Commissioner's Office; Lisa Cessna, Vicki Bryan and Melanie Finney, Planning Commission; Mike Namie, Controller; George Krcelich, Human Services; Nancy Bielawski, Purchasing Agent; Robert Umstead, Redevelopment Authority; Bob Sepesy, member of the Washington County Veterans Council; G. Richard Zimmerman, First United Methodist Church; Connie Ferris, Community Action Southwest; Randy Denman, Jr. and Louis Ursitz, Western Area Career and Technology Center students; Mary Adams, teacher at Western Area Career Technology Center; Harry Sabatasse and George Eckert, interest citizens; Stacy Wolford, Valley Independent; Linda Metz, Observer -Reporter; Jim Jefferson, WJPA; and Gary Smith, Cal U TV. Chairman Bevec called the meeting to order at approximately 10:05 a.m. Mr. Zimmerman led the meeting with a prayer. Mr. Sepesy led the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 695 dated May 2, 2002. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 695 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. BID OPENING — NATURAL GAS Controller Namie opened the bid for Natural Gas and noted only one bid was received; this being from Shipley Energy Co. Mr. Namie stated this bid would be reviewed during the meeting to possibly award at the bid opening portion of the meeting. SPEICAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring May as "Community Action Month". Moved by Mrs. Trey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Ms. Ferris, Assistant Executive Director of Community Action, thanked the Commissioners for the Proclamation and stated her organization is very proud of the successful relationship they have with the Board of Commissioners and appreciates the Board's continued support for their programs. Ms. Ferris also invited the Board and audience to an Open House at their new office located in the Global Building being held today. MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Ali - - _. The Commissioner presented Certificates of Congratulations to Randy Denman, Jr. and Louis Urisitz, students of Western Area Career and Technology Center. The students received a First Place Gold Medal at the PA Skills USA- VICA Conference and will be competing in the Nationals to be held in June. The students thanked the Commissioners for the certificates and Mary Adams made comments regarding the PA Skills Conference and the projects the students used in the competition. (RECESS FOR PHOTOS) SPEICAL ORDER OF, BUSINESS (CON'T) Mr. Umstead, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution for the Disposition of Lot No. 17 in the Ridge Avenue Redevelopment Project. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the Resolution as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mr. Umstead presented to the Board for their consideration and approval a Resolution authorizing the Washington County Human Services Department to perform Fair Housing Counseling Services to residents of Washington County under the Community Development Block Grant Program. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. PUBLIC COMMENTS Harry Sabatasse, of Burgettstown, questioned the Board as to whether or not they plan to take action to rescind the motion granting pay raises for elected officials. Mr. Sabatasse stated the taxpayers, media and public should be informed as to how long this raise will last. Mr. Sabatasse also noted the media should keep the public updated on this situation. Mr. Sabatasse stated he does not oppose the raise but the way it was handled. Commissioner Irey stated the raises are on going from year to year until such time a meeting would be called by the Chair to discuss raises for elected officials. She did point out she would consider a cap on the raises. Chairman Bevec stated the issue is something that would be discussed budget by budget from year to year. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for the Buffalo Creek Bridge to Appalachian Ind., Inc. of Perryopolis, PA in the amount of $746,050.28. above. Moved by Mrs. Irey, seconded by Mr. Burns, awarding the bid for the Buffalo Creek Bridge Project as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor DiSalle recommended the Board table the bid for Office Supplies to allow time for further review. I N U T E BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Moved by Mrs. Irey, seconded by Mr. Burns, to table the bid for Office Supplies for further review. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the purchase of thirty seven Microsoft Office XP Professional Office software packages for Children and Youth Services from state contract. This purchase will be from Dell at the cost of $284.95 each for a total cost of $10,563.15. The total amount is to be charged to Children and Youth Services. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing purchase from state contract for Children and Youth Services as per above. Roll call vote taken: Mr. Burns — Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an addendum to the current contract with IMR, of Harrisburg for the Recorder of Deeds. This will be for the purchase of additional software licenses and the County may wish to purchase additional licenses in the future. These licenses require software maintenance at the current 15% of the current cost per license. The purchase of licenses and the yearly maintenance will be covered by this addendum to the current contract. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing addendum to the contract with IMR for the Recorder of Deeds Office. Chief Clerk presented to the Board for their consideration and approval the payment of $24,901.00 to Sungard Pentamation, Inc. of Chicago, IL. for software support and maintenance for the County's fund accounting system. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing payment to Sungard Pentamation, Inc. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the extension of the current contract with Dick Milan for repair of communications equipment. This extension will be effective June 1, 2002 through May 31, 2003 at the monthly rate of $825.00. Milan. The addendum changes the effective date of the contract from indefinite to a fifteen month period effective April 1, 2002 through June 30, 2003. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Addendum to the Memorandum of Understanding and Agreement between Washington School District and the County as per a above. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements for 2002. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval supplemental contract allocation adjustments for Fiscal Year 2001-2002 for fourteen provider agencies for Mental Health/Mental Retardation. The total amount of adjustments is $1,244,393.00 comprised of additional funding made available by the State, therefore, no additional County funds are required. above. Chief Clerk presented to the Board for their consideration and approval an agreement with the Westmoreland County Board of Commissioners for Regional Health Care Coordination Unit Initiative Funds for the period of May 1, 2002 through June 30, 2002 in the amount of $10,951.00 for client and staff training. No additional County funds are required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing agreement with the Westmoreland County Board of Commissioners. Chief Clerk presented to the Board for their consideration and approval a Change Order with Davis & Sons General Contracting, Inc. in the amount of $605.00 which includes deductions for overhead counter doors, frames and fencing and increases for one inch additional concrete on the floor slab and three additional doors on Exhibit Halls #2 and #4 at the Washington County Fairgrounds. The total contract amount as a result of this change order will be $828,605.00. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Change Order with Davis & Sons General Contracting, Inc. as per above. Chief Clerk presented to the Board for their consideration and approval a Change Order with Lighthouse Electric Company in the amount of $7,120.00 for an oil filled transformer (wet transformer) in lieu of a dry transformer as originally specified. The Change Order is due to in the field issues raised by the Fair Board and Lighthouse Electric. It is to be noted the total contract amount will decrease as a result of this change order to $289,380.00. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Application for Act 147 Radiation Emergency Response Fund for the year 2002-2003. The grant amount is $7,016.00 and requires no match from the County. The monies for this grant are fees collected from nuclear power facilities and will be used to improve emergency preparedness in case of a nuclear incident at the Beaver Valley Power Plant. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Grant Application for Act 147 Radiation Emergency Response Fund as per above. Chief Clerk presented to the Board for their consideration and approval the Federal Equitable Sharing Agreement required by the Federal Government for the District Attorney's Office. This agreement requires the establishment of a separate account to deposit money from items confiscated by the Federal Court. There is no cost to establish the account and will be effective October 1, 2002 through September 30, 2005. Chief Clerk presented to the Board for their consideration and approval a Change Order with Allen Marine Services in an amount not to exceed $20,000.00 for the Dam #483 Rehabilitation Project for unforeseen additional work. It is to be noted an additional grant from the Department of Environmental Protection is forthcoming to pay for 65% of costs and the County share will be 35% of costs. above. Chief Clerk presented to the Board for their consideration and approval a Change Order with Cast and Baker Corporation for the Mark Taxiways and Rehabilitation Ramp Project at the Washington County Airport. It is to be noted this change order will decrease the contract amount by $1,010.05 for a total cost of $39,439.95. �1 h- per above. ANNOUNCEMENTS An Executive Session was held on May 15, 2002 immediately following the Agenda Meeting to discuss litigation and personnel issues. Washington County Retirement Board will meet for its regularly scheduled meeting today immediately following the Commissioners' Meeting. County Offices will be closed on May 21, 2002 for the Primary Election and May 27, 2002 in observance of the Memorial Day holiday.
