Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Catherine Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Linda Belcher, Administrative Assistant; Joann Metz and Sue Orrick, Commissioner's Office; Lisa Cessna, Vicki Bryan and Melanie Finney, Planning Commission; George Krcelich, Human Services; Nancy Bielawski, Purchasing Agent; George Hutchko, member of the Washington County Veterans Council; Father George Livonias, All Saints Greek Church; Lee Gregory, Gloria Schmulz, Carl Robaugh, Ron Bogart, Sally Michalski and Randa Cochran, Washington County Safety Committee; Mary Lou Victor and Reverend Tom Raviso, Greater Washington County Food Bank; Roger Gaydos, Sr., Richard Warco, and members of the Greater Canonsburg Heritage Society; Charlie and Mary Jo Keenan, Bill and Betsy West, Cleo and Ruth Clark and B.C. Chairman Bevec called the meeting to order at approximately 10:05 a.m. Father Livonias led the meeting with a prayer. Mr. Hutchko led the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 696 dated May 16, 2002. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 696 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring June 5, 2002 as "National Hunger Awareness Day". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mary Lou Victor accepted the Proclamation and thanked the Commissioners for their support to the Greater Washington County Food Bank. Commissioner Irey also extended thanks to Chairperson Nellie Chester, who was not able to attend the meeting, for her tremendous job with the food bank. The Commissioner read a Proclamation declaring June as "Safety Month". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Motion carried unanimously. Mr. Gregory accepted the Proclamation and thanked the Board of Commissioners and members of the Washington County Safety Committee for all their hard work and dedication. The Commissioners read a Proclamation in support of the Freedom Faces Yearbook. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Mr. Gaydos thanked the Commissioners for the Proclamation and introduced members of the Greater Canonsburg Heritage Society and stated the society's project of printing a yearbook recognizing veterans from Washington County who served our country. (RECESS FOR PHOTOS) PUBLIC COMMENTS Ben Coleman, of Cecil Township, expressed his concerns over the loss of revenues in the Washington County area. Mr. Coleman stated the Board should consider looking into ways to bring revenues to the area through tourism activities and possibly the passage of slot machines in the state. Also, Mr. Coleman informed the Board of a situation regarding the veterans van that was suppose to pick up a patient to take to Pittsburgh for an appointment and never showed up. The Commissioners requested George Krcelich, Director of Human Services, look into this matter and report back to the Board. Chairman Bevec mentioned to Charlie Keenan, of Blaine Township, he spoke to Representative Pete Dailey and is waiting for the House Bill number from Mr. Dailey but as of this date has not received that information. Mr. Keenan stated his concerns regarding the land swap deal in the McGuffey School District. Mr. Keenan noted if the land deal goes through as planned, Blaine Township would become non-existent. Mr. Keenan questioned if it would be possible to obtain a copy of the land swap deal between Washington County Council on Economic Development and the State Game Commission. Mr. Keenan also questioned the timber rights in Hanover Township. Solicitor DiSalle told Mr. Keenan that Max Morgan of WCCED is handling all the negotiations with the Game Commission and the Commissioners have not been a part of those negotiations. Commissioner Irey questioned Judge DiSalle if it would be appropriate for the Board to request a statement from WCCED as to where they are at in the negotiations and what is being discussed that could be released. Judge DiSalle noted the Board could request a status report. Commissioner Irey informed Mr. Keenan the Board would send a letter to Mr. Morgan requesting a status report on the land swap deal that can be made public by the next Commissioners' meeting on June 20`h. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for Kitchen & Housekeeping Supplies for the Washington County Aging Services to the following vendors based on the "per unit" cost submitted in their bid MINUTE BOOK 5 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA :_ 4-EE proposal. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval approve Title Search Agreements for the Tax Claim Office with the following attorneys: George Anthou, Susan Foster Blank, Richard Mudrick and James Haines, Jr. These agreements will be for the purpose of providing title search reports at the rate of $100.00 per written title search report not to exceed $10,000.00 per attorney annually. These agreements will be effective June 6, 2002. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Title Search Agrements. Chief Clerk presented to the Board for their consideration and approval agreement from Stokes & Hinds, LLC to provide a review of the Health Center's billing functions. The total amount of this contract will not exceed $9,950.00 for the period of July 1, 2002 through December 31,2002. It is to be noted no County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing agreement from Stokes and Hinds, LLC. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Chief Clerk recommended the Board reappoint Steve Sims and Ben Coleman to the Drug and Alcohol Commission for a three year term, effective July 1, 2002 through June 30, 2005. Moved by Mrs. Irey, seconded by Mr. Burns, reappointing Steve Sims and Ben Coleman to the Drug and Alcohol Commissioner as per above. Chief Clerk recommended the Board appoint Harry Ritter to the Children and Youth Advisory Board for a three year term, effective June 6, 2002 through June 30, 2004. These agreements will be automatically renewed until either parry to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a contract amendment to increase the reimbursement for residents at the Center from Highmark/Security Blue. This will include an increase for Level I residents from $235.00 to $300.00 and Level II residents from $275.00 to $300.00 effective July 1, 2002. No County funds are required. Chief Clerk presented to the Board for their consideration and approval a grant amendment for flood control Dam #483 in the amount of $11,700.00 increasing the total grant from $35,750.00 to cover additional costs associated with unforeseen sedimentation. The amendment also extends the project completion date from June 30, 2002 to June 30, 2003. The costs of the project will be paid 65% DEP and 35% County Flood Control. Chief Clerk presented to the Board for their consideration and approval a contract with Michael Baker, Jr. Inc. in 598 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA the amount of $9,500.00 for survey, paving grade determinations, preparation of specifications, development of a construction schedule and field inspection for a necessary repair of a "dip" in the runway at the County Airport. The costs will be paid 100% County Capital Improvements Bond Issue. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing contract with Michael Baker, Jr. Inc. for the Runway Repair work as per above. Chief Clerk presented to the Board for their consideration and approval authorization to select a contractor through an emergency quote process to repair a dip on Runway 27 at the Washington County Airport. The costs are anticipated to exceed $10,000 and will be paid with County Capital Improvement Bond Funds. Moved by Mrs. Irey, seconded Mr. Burns, authorizing the selection of a contractor for an emergency quote for work to be performed at the Washington County Airport as per above. Chief Clerk presented to the Board for their consideration and approval authorization to bid for the purchase of roll shelving for the Recorder of Deeds. This shelving would be used for the docket books. The approximate cost of the shelving is $14,000.00 and will be paid through Capital Expenditure funds. Chief Clerk presented to the Board for their consideration and approval the purchase of 32 additional cell phones from State Contract for Children and Youth Services. The State Contract pricing includes a monthly charge of $9.95 and a charge of $0.30/peak and $0.10/minute off peak. The total additional monthly charge will be $318.40. Chief Clerk presented to the Board for their consideration and approval the purchase of two new servers, one for Information Technology and the other for Court Automation from State Contract. It is to be noted each of the expenditures were a part of each department's capital expenditure request for the 2002 budget year. The total cost of the two servers is $25,903.00 and the capital expenditure committee has approved this purchase. Chief Clerk presented to the Board for their consideration and approval the purchase of 20 personal computers and a new server from State Contract along with UPS and other materials as may be listed pursuant to development of both Administrator's Office and community contracted provider organizations readiness capability to convert to the Office of Mental Retardation's web -based individual client data and incident management project. The total cost of this purchase will be approximately $34,000.00. No County dollars are required. Chief Clerk presented to the Board for their consideration and approval Supplemental Appropriations to the 2002 County Budget. This request is in compliance with 1955, August 9, P.L. 323 Section 1784 regulating supplemental appropriations, transfer of funds and appropriation limits. The request is made in order to properly appropriate funds to various General Fund departments following the approval of agreements with four County Unions. This transfer also reflects changes in health insurance costs, opt -out costs and related social security tax amounts. The total allocation amount is $41,812.00 for the period of June 1, 2002 through June 30, 2002. This will compensate for additional duties required of Dr. Nash. The funding is provided through state and federal funding, therefore no County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Supplemental Agreement with Dr. Kenneth C. Chief Clerk presented to the Board for their consideration and approval an allocation increase of $29,770.00 to Northwestern Human Services for fiscal year 2001-2002 for Mental Health/Mental Retardation. The total amount of the allocation is $1,248,770.00 which is provided by state funds, therefore, no County funds are required. This agreement will provide mental retardation mentoring social rehabilitation services and no County funds are required. above. Chief Clerk presented to the Board for their consideration and approval the interest arbitration award between the County and the Deputy Sheriff's Association for the period of January 1, 2002 through December 31, 2004. COMMENTS: Commissioner Burns stated before he votes on this item, he felt compelled to share with the public some deep concerns regarding this item. Commissioner Burns stated when negotiations began, which the Board was a part of, the County gave the union its best offer but the deputies felt they were grossly underpaid, therefore, the negotiations went into arbitration. Mr. Burns explained he did some research on the matter, surveying other fourth class counties and some police departments for salary comparisons. He pointed out the county was offering approximately $1.00 an hour less in wages. Commissioner Burns stated as a result of the arbitrator's ruling, the County is now mandated to pay wages that are probably two or three dollars an hour more than what he thought was a generous offer at that point in time. Commissioner Burns pointed out the fact that his colleagues did not follow his suggestion or respond to his survey. Commissioner Burns noted the arbitrator's decision may cost the taxpayers in excess of $250,000.00 per year. Commissioner Irey noted she did review Commissioner Burn's survey along with a survey from Human Resources and supported the survey and suggestions from the Human Resources director. Chairman Bevec stated the reason he did not discuss this matter with his colleague was because there was a direct link of the management staff in the Sheriffs Office to the bargaining unit which is not a good negotiation procedure and that is not productive to the citizens of Washington County. Therefore, the Board did what it needed to do to be fiscally responsible in addressing the negotiations.
