Washington, PA, June 20, 2002
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners John P.
Bevec and J. Bracken Burns, Sr. Absent being: Commissioner Diana L. Irey, who was out of town. Also being present:
Catherine Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Linda Belcher, Administrative Assistant; Joann
Metz, Commissioner's Office; Lisa Cessna and Melanie Finney, Planning Commission; Judge Katherine Emery; Anson

Chairman Bevec called the meeting to order at approximately 10:00 a.m.
Mr. West led the meeting with a prayer.
Judge DiSalle led the Pledge of Allegiance.
Chairman Bevec entertained a motion to approve Minute No. 697 dated June 6, 2002.
Moved by Mr. Burns, seconded by Mr. Bevec, that Minute No. 697 be approved as written.

SPEICAL ORDER OF BUSINESS
The Commissioners presented a Certificate of Commendation to Michael Porter, of the Juvenile Probation Office,
for his heroic efforts to save a woman from a burning apartment building in March of this year.
Judge Emery commented on Mr. Porter's brave actions of March 11, 2002 while at Washington High School
performing his job and was alerted to an emergency situation in an apartment building not far from the school.
Mr. Porter thanked the Board for the certificate and stated he did what he felt was necessary to save a live.
Mr. Penderville also noted Mr. Porter's actions relating to saving a woman from a burning building.

SPECIAL ORDER OF BUSINESS (CON'T)
Attorney Mark Mascara presented to the Board for their consideration and approval a TEFRA Hearing regarding
the following project:
APPLICANT/INITIAL OPERATORS: Allegheny Energy Supply Company, LLC
AMOUNT OF PROPOSED ISSUANCE: In a principal amount not to exceed $61,500,000.00
USE OF BOND PROCEEDS: The Bonds are being issued to refund $61,500,000.00 aggregate principal
amount of the Washington County Industrial Development Authority Pollution Control Revenue Bonds (West
Penn Power Company Mitchell Station Project),1993 Series F (the "Prior Bonds"). The prior bonds were issued
to refund certain bonds previously issued by the Washington County Industrial Development Authority to finance
or refinance the costs of a project consisting of pollution control facilities (the "Project Facilities")at Unit No. 3 at
the Mitchell Power Station, located in Washington County, Pennsylvania.

Mr. Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a
Resolution regarding Program Budget Revisions and Amendments to the Consolidated Action Plan.

Mr. Keenan questioned Mr. Sheppard, of Allegheny Energy, regarding the financing of this project.
PUBLIC COMMENTS
Charlie Keenan, of Blaine Township, questioned the Board regarding information he was to receive at the
meeting today from Mr. Max Morgan. Judge DiSalle informed Mr. Keenan the information was sent to him in the mail.
Mr. Keenan questioned if it would be possible to obtain a copy of the information today. Judge DiSalle said that would
be possible.
Mr. Keenan also questioned if Mr. Morgan was looking to purchase more land in the area. The Board stated they
weren't aware of this information.
OLD BUSINESS
Solicitor DiSalle recommended the Board award the bid for Industrial Commodities for Washington County to
Grainger Industrial Supply, Pittsburgh, PA. This award is based on a 15% "Across the Board Discount" on most items
from the current list price. This was the only bid received. This bid will be effective June 20, 2002 through May 31, 2003
with an option to extend for two additional one-year periods. The total yearly cost is approximately $25,000.00.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval authorize the bidding of four 2003 Police
Vehicles for the Sheriffs Office. The prices are expected to be approximately $21,000.00- $23,000.00 each.
Moved by Mr. Burns, seconded by Mr. Bevec, approving the authorization to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval the purchase of an Oce 3155 Digital
copier from state contract for the outright purchase price of $16,500.00 for the Domestic Relations Office. The cost of

maintenance will be $300/month for 40,000 copies per month and any copies over 40,000 per month will be at $0.008 per
copy.

Chief Clerk presented to the Board for their consideration and approval a 3% increase to the standard outpatient
fee schedule for laboratory testing billed to the Washington County Health Center by Washington Hospital. The
increase will be effective July 1, 2002 and is due to an across the board increase in fees and services charged by
Washington Hospital.

Chief Clerk presented to the Board for their consideration and approval an addendum to the agreement with
Allegheny and Chesapeake for the provision of rehabilitation services at the Health Center. This addendum extends the
term of the agreement indefinitely unless terminated by either party with thirty days written notice and increases the rate
to $36.75/hour (a 5% increase).

Chief Clerk presented to the Board for their consideration and approval a Resolution for the submission of the
following seven grant pre -applications for projects at the Washington County Airport:
Block Grant Program (90% federal, 5% state and 5% county2
Resurface and widen runway 9/27 and reinstall/refurbish runway lighting system ($165,000 county
match)
Acquire land and structures for final phase of taxiway B relocation ($75,000 county match)
Land acquisition (Miller Farm) for obstruction removal runway 9 ($22,500 county match)
Install airport security fencing, north side, 6000 L.F., Phase I ($12,500 county match)
State Aviation Grant Program (75% state. 25% county)
Replace electric beacon with photovoltaic beacon ($12,500 total project)
Entitlement funds (95% federal. 5% state)
Skyward Aviation Hangar Apron ($4,000 total project)
Skyward Aviation Taxiway ($2,000 total project)

Chief Clerk presented to the Board for their consideration and approval a supplement with DMJM/Harris in the
amount of $25,696.70 for an additional 500 hours of construction inspection at Buffalo #38, Brownlee in Buffalo
Township. The original inspection hours did not include the additional roadway work required by PaDOT. The total
engineering contract revised the amount to $287,353.02 to be paid 80% state, 20% county liquid fuels.

Chief Clerk presented to the Board for their consideration and approval the submission of the 2002/2003 Persons
with Disabilities Rural Transportation Program Application and enter into an agreement with the Department of
Transportation and the Washington County Transportation Authority for Program Management. This will be effective
July 1, 2002 through June 30, 2003 in the amount of $353,000.00 and no County funds are required.

be announced pending the passage of the budget. Also, to enter into an agreement with the Greater Washington Food
Bank to manage the program under the same terms. No County funds are required.

Chief Clerk presented to the Board for their consideration and approval a Resolution for the Declaration of
Emergency for a landslide on airport property behind the Air Charter hangar at the Washington County Airport. This is
a fill area from 1998 that has failed. The area will be studied to determine the cause of the failure and the method to
repair/reconstruct the area immediately.

Chief Clerk presented to the Board for their consideration and approval an agreement renewal with Safety
National for the County's workers' compensation program. This is a large deductible plan with an annual premium of
$292,830 for the period of August 1, 2002 through July 31, 2003.

with Inservco Insurance Services to provide claims management services. The amounts are as follows:

Hospital — Occupational Medical Center to provide medical case management services at a cost of $45.00 per hour. This
will be effective August 1, 2002 through July 31, 2003.

following bridge projects:
Pike #18, Walker — increase $75,000 for a total of $145,000

declaration regarding a dip in Runway 9/27 at the Washington County Airport that was previously approved on June 6,
2002.

Chief Clerk presented to the Board for their consideration and approval the County's decision to discontinue its
participation in the Weights and Measures Program, hereafter, the Weights and Measures Program in Washington
County will be administered by the Commonwealth of Pennsylvania, effective July 1, 2002.
Moved by Mr. Burns, seconded by Mr. Bevec, approving the discontinuation of the Weights and Measures
Program as per above.

ANNOUNCEMENTS
An Executive Session was held on June 19, 2002 immediately following the Agenda Meeting
to discuss litigation and real estate issues.
All County Offices will be closed on July 4`", 2002 in observance of the national holiday, therefore, the next
Agenda Meeting will be held on July 17, 2002 at 10:00 a.m. and the next Board of Commissioner's Meeting will be
held on July 18, 2002 at 10:00 a.m. in the Public Meeting Room.
SOLICITOR
Solicitor DiSalle presented to the Board for their consideration and approval the following tax refund that
has been approved by the Treasurer, Tax Assessment and Solicitor for the Tax Claim Bureau.
