Bevec; Diana L. Irey and J. Bracken Burns, Sr. Also being present: Catherine Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Linda Belcher, Administrative Assistant; Joyce Thornburg, Commissioner's Office; Melanie Finney, Planning Commission; Sheriff Larry Maggi and Todd Hammond, Sheriff's Office; Father Ken Sparks, St. Patrick Church; George Pattison, member of the Veterans Council; Bill Cook, Southwestern PA Area Agency on Aging; Jeff Yates, Director of Public Safety; Kathy Sabol and Lisa Buday, Washington County Bar Association; Paul Pavlik, Allegheny Power; Pete Lorenzo and Becky Bailey, SEIU members; Dennis Fazzolari and Bonnie Gilbert, Air Charter Services, Inc.; Charlie and Mary Jo Keenan, Bill and Betsy West, Jerry Seaman and Richard Warco, interested citizens; Stacy Wolford, Valley Independent; Tony DePalma, WJPA; Chris Haines, Herald Standard; Sara Snatchko, Weirton Daily Times; and Josh Fosbrink, Cal TV. Chairman Bevec called the meeting to order at approximately 10:00 a.m. Father Sparks led with a prayer. Mr. Pattison led the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 701 dated August 15, 2002. Moved by Mr. Burns, seconded by Mrs. Irey, that Minute No. 701 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring the week of September 22-28, 2002 as "Employ the Older Worker Week" in Washington County. Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mr. Cook of the Area Agency on Aging accepted the Proclamation and thanked the Board for their continued support in hiring older workers. The Commissioners read a Proclamation declaring September 11, 2002 as "National Patriot Day". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. 20 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Kathy Sabol and Lisa Buday of the Washington County Bar Association officially requested their annual blood drive challenge between the Bar Association and county employees for September 12, 2002. Ms. Buday noted that in the past the county has been the reigning champs but when someone gives blood everyone is truly a winner. (RECESS FOR PHOTOS) PUBLIC COMMENTS Charlie Keenan of Blaine Township commented to the Board regarding the land swap deal and his request to obtain through eminent domain acreage to use for baseball fields. Mr. Keenan made reference to a letter he received yesterday from the firm of Bassi, McCune and Veerland pertaining to the land deal. He questioned the Commissioners as to what this new information meant in relation to Blaine Township obtaining some acreage. Chairman Bevec suggested the Board, along with Blaine Township supervisors and their solicitor, Max Morgan and Mr. DiSalle meet to discuss this issue. OLD BUSINESS Solicitor DiSalle recommended the Board table the bid for Food & Staples to allow time for further review. Moved by Mr. Burns, seconded by Mrs. Irey, to table the foregoing bid for further review. Roll call vote taken: Mr. Burns — Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor DiSalle recommended the Board authorize the extension of the Produce bid for the Washington County Health Center & Correctional Facility. This bid award is with Albano's Produce, Washington, PA in the amount of $1.00 per unit above the daily Pittsburgh Wholesale Fruit & Vegetable Report. This extension is in accordance with the bid specifications and the original bid award. Moved by Mr. Burns, seconded by Mrs. Irey, authorizing the extension to the Produce bid as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval two encumbrance increases for engineering of the following bridge projects: Chartiers #61, South Wade (City of Washington) increase from $10,000.00 to $35,000.00 Raccoon #7, Donaldson (Hanover Township) increase from $10,000.00 to $35,000.00 Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing encumbrances for bridge projects. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. E C 1 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a contract with Cast and Baker Corporation in the amount of $57,900.00 for reconstruction of the failed embankment at the Washington County Airport. This cost represents a fair agreement between all parties involved and work has been initiated in the interest of time and concern to prevent additional failure. The costs will be paid from the capital improvement bond issue funds remaining per the completion of recent projects. above. Chief Clerk presented to the Board for their consideration and approval a Change Order with Babich Plumbing for a decrease in the amount of $3,580.00 to reflect a field change of the grease separators at the Washington County Fairgrounds. The revised contract total will be $141,340.00. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Change Order with Babich Plumbing as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Land Lease with Neale and Sima Misquitta for a 6,800 square foot hangar space at the Washington County Airport. Rent will be $2,244 per year. This represents $0.33 per square foot for a five year term expiring June 30, 2007. above. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Land Lease with Neale and Sima Misquitta as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval a revision to the Medical Assistance Transportation Program Pre -Expenditure Plan for fiscal year 2001/2002 in the amount of $719,546.00 based on the third quarter report per the Department of Public Welfare. Also, to revise the Medical Assistance Transportation Program Pre -Expenditure Plan for fiscal year 2001/2002 based on the fourth quarter report not to exceed a maximum of $950,000.00 per the Department of Public Welfare. Moved by Mr. Burns, seconded by Mrs. Irey, approving the pre -expenditure plan revision for the Medical Transportation Assistance Program as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval renewal to the contract with Kenneth Nash, M.D. in the amount of $32,448.00 to provide children's consultation services and impartial reviews services on MH/MR's behalf for the period of July 1, 2002 through June 30, 2003. It is to be noted this is fully funded through the Department of Public Welfare and no county dollars are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the renewal to the contract with Kenneth Nash, M.D. as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Chief Clerk presented to the Board for their consideration and approval the submission of the County Mental Health Annual Plan for 2003/2004 in the amount of $6,895,000.00. Moved by Mrs. Irey, seconded by Mr. Burns, approving the submission of the County Mental Health Annual Plan for 2003/2004 as per above. Chief Clerk presented to the Board for their consideration and approval to authorize the bidding of the addition to the Burgettstown Senior Center. Grant money has been received for this project and the estimated cost of the addition is approximately $120,000.00. Moved by Mr. Burns, seconded by Mrs. Irey, authorizing the bidding of the addition to the Burgettstown Senior Center as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an addendum to the current agreement with Invensys for the Washington County Correctional Facility. The addendum will increase the contract cost an additional $10,000.00 for a total amount of $30,000.00 for the year ending March 31, 2003. Moved by Mr. Burns, seconded by Mrs. Irey, approving the addendum to the current agreement with Invensys for the Correctional Facility as per above. Chief Clerk presented to the Board for their consideration and approval an addendum to the lease with the Washington Sportsman's Association. This addendum will continue the lease for an additional five year term ending August 31, 2002 for the sum of $1.00 per year. It is to be noted insurance requirements will also be added. Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing addendum to the lease with the Washington Sportsman's Association. Chief Clerk presented to the Board for their consideration and approval the Payment of Unused Sick Day Policy for full time salaried employees. This policy will increase the buyback rate and accrual rate of sick days for salaried employees. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Payment of Unused Sick Day Policy for full time salaried employees as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the appointment of John Weidert of Burgettstown to the Washington County Planning Commission replacing Ronald Diaz, who recently resigned. Mr. Weidert's term would be effective immediately and expire December 31, 2004. Moved by Mr. Burns, seconded by Mr. Bevec, appointing John Weidert to the Washington County Planning Commission as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. ANNOUNCEMENTS An Executive Session was held on September 4, 2002 immediately following the Agenda Meeting to discuss personnel, real estate and litigation issues.
