The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners John P.

Chairman Bevec called the meeting to order at approximately 10:00 a.m.
Reverend Jaberg led with a prayer.
Mr. Maggi led the Pledge of Allegiance.
Chairman Bevec entertained a motion to approve Minute No. 716 dated March 20, 2003.
Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 716 be approved as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a certificate of commendation to Dean Kenefick of the Juvenile Probation Office
for being awarded the 2003 Liberty Bell Award from the Washington County Bar Association.
Mr. Kenefick thanked the Board for the certificate and his staff for all of their support.
Judge Emery commented Mr. Kenefick is a valuable asset to the young students at Washington High School.
She explained some of his job responsibilities and thanked him for a job well done.
The Commissioners read a Proclamation declaring support of men and women of the Armed Forces of the
United States of America.

Gary Mucho, Director of Veterans Affairs and Pastor George Van Riper accepted the Proclamation and thanked
the Board for all of their support in this worthwhile cause.
Pastor Van Riper announced that a service will be held on April 19`h at 2 p.m. on the Courthouse steps to show
support to our troops and honor our Armed Forces.
The Commissioners read a Proclamation declaring April 6-12, 2003 as "Victims' Rights Week" in Washington
County.
Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation.

Betsy Dane, of the Crime Victim/Witness Assistance Program, accepted the Proclamation and thanked the
Board for this recognition.
The Commissioners read a Proclamation declaring April 6-12, 2003 as "Week of the Young Child" in Washington
County.

Toni Sabo, Director of CCIS, thanked the Board for the Proclamation and at this time presented certificates and
ribbons to a group of young children who participated in a coloring contest to celebrate the Week of the Young Child.
The Commissioners read a Proclamation declaring March 25, 2003, as "Greek Independence Day — A Celebration
of Greek and American Democracy".

Robert Umstead, Executive Director of the Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution for the conveyance of a deed of dedication of Parcel No. 14 and the common or
public areas in Southpointe to Southpointe Owner's Association.
Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Resolution.

PUBLIC COMMENTS
Bill Stein and Brian Smith, members of the Redevelopment Authority Board, commented on the issue of the
billboard located at Southpointe. Mr. Stein noted for the record that the Redevelopment Authority supports the transfer
of the sign to the Southpointe Property Owners Association. Mr. Stein explained there has been a lot of time and money
spent on this legal issue and it is time to approve the conveyance and move on and forward. Mr. Stein stated the sale of
the sign would benefit not only Southpointe property owners but the county taxpayers as well. Mr. Stein pointed out
Michael McKee and Frank Conti, Redevelopment Authority attorneys, have stated since the property was owned by the
authority there was no need for an appraisal under the redevelopment authority law. He also noted Messrs. McKee and
Conti are also in agreement with this transfer and have given the legal opinion that the authority would be acting
lawfully with this matter, subject to the appropriate governmental approval, which would be the County Commissioners.
In reference to the Deed Dedication for Parcel No. 14 in Southpointe, Commissioner Irey questioned whether or
not an appraisal was done for this conveyance. It was noted there was not, although Mr. Umstead noted that an
appraisal had been done for all the properties when Southpointe was acquired. Commissioner Irey stated a precedent
has already been made with the conveyance of Parcel No. 14 with no appraisal.
Solicitor DiSalle answered questions from Commissioner Irey regarding the history of this matter from 1998 to the
present. He pointed out that an appraisal is necessary because the Washington County Redevelopment Authority is a
county entity and the commissioners' approval is needed because under County Code an appraisal is necessary for the
sale of any real estate valued at more than $10,000 and if the county did not abide by county code, it could face a
surcharge.
Commissioner Irey made a motion to pass the resolution that was presented at the Agenda Meeting yesterday for
the sale of the billboard to the Southpointe Property Owners Association in the amount of $30,000.00 with the
understanding there will be an appraisal done and paid for by the Redevelopment Authority to address Solicitor DiSalle's
concerns. This motion was not seconded.
Some discussion followed on the value of the billboard and who should perform the appraisal.
Moved by Mrs. Irey, seconded by Mr. Burns, to approve the sale of the billboard to Southpointe Property Owners
Association without an appraisal for the amount of $30,000.00.

Chairman Bevec noted there are two common practices, if you are going to give a loan, you ask for financials and
if you are going to sale a piece of property, you should ask for an appraisal.
Harry Sabatasse, of Burgettstown, commented on the Board taking action on the sale of the billboard to
Southpointe Property Owners Association. Mr. Sabatasse stated it is ludicrous to sale a sign for an amount that is far
less than what it is worth.

Susan Priest, System Administrator, presented to the Board the quarterly report of activity at Washington County
libraries for the period of October through December, 2002.
Ms. Priest noted the governor's budget for the library subsidy is proposing a 50% cut. She stated this will mean
Washington County libraries will be effected to some degree, i.e., fewer hours open, fewer programs offered and fewer
items being purchased, but nevertheless, none of the libraries will be closing. She informed the Board there is a
supplemental appropriation bill being worked on in the legislation and urged the Board to convey their concerns
regarding this cut in funding to members of legislation.
Commissioner Irey requested Ms. Priest draft a letter stating the effects this cut will have on Washington County
libraries so the Board can send it the legislators. It was noted the Board was in agreement with this request.
Ms. Priest thanked the Board for their continued support.
OLD BUSINESS
Solicitor DiSalle recommended the Board award the bid for Medical Supplies for the Washington
County Health Center and Correctional Facility to the following vendors based on their per unit cost as submitted in
their bid proposals.

The Medical Supplies have been awarded to the lowest bidder meeting specifications. This bid is in effect from
date of award to March 31, 2003. The total yearly cost is approximately $700,000.00.

Solicitor DiSalle recommended the Board award the bid for Internet Services to Stargate Business of Pittsburgh,
PA. This will be a three year contract with the pricing as follows:

512 Kbps - $850/month ($775+75)
788 Kbps - $900/month ($825+$75)

Aimort. Drug Task Force. Record Storage, Crime Victims Program, Highway Safety
The cost will be $15/month for all locations for a total yearly cost of $180 for each location. These locations will
be installed as needed. The contract will include a thirty (30) day out clause.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an agreement with Three Rivers Hospice,
Inc. for the provision of hospice and respite services at the Health Center to enable Three Rivers Family Hospice, Inc. to
continue to serve their Washington County clients when they may be admitted to the Center. This agreement will be
effective April 3, 2003 until cancelled by either party. No County funds are required.

Chief Clerk presented to the Board for their consideration and approval an agreement with Penn Commercial,
Inc. to serve as a clinical training site for students in their new Practical Nursing (LPN) program. This agreement will
be effective April 3, 2003 until cancelled by either party. No County funds are required.

Chief Clerk presented to the Board for their consideration and approval an agreement with Western Area Career
and Technology Center for direct patient care clinical education for the period of April 3, 2003 through April 3, 2004. No
County funds are required.

Chief Clerk presented to the Board for their consideration and approval a travel request for two staff members of
Children and Youth Services to attend a five day training session, June 22-27, 2003, for Forensic Interview of Children in
Huntsville, Alabama. CARE Center will be reimbursing registration fees, however, the responsibility of lodging, meals
and travel will be paid through CYS at an approximate cost of $1,500 for both staff members.

Children and Youth Services.

Chief Clerk presented to the Board for their consideration and approval supplemental contract allocation
adjustments for the 2002-03 fiscal year with the following list of contracted provider agencies. The total amount of
adjustments is $1,587,945 comprised totally of additional funding made available by the state following the initial contact
date, therefore, no additional County funds are required.

for the payment of prescription medications authorized by the MH/MR Program for eligible clients. The agreement

planning grant and requires no County match.

insurance policy for salaried and probation officer employees with Jefferson Pilot. The term of this agreement will be for
a three year period, commencing on April 1, 2003 at an approximate monthly cost of $3,007.00.

Chief Clerk presented to the Board for their consideration and approval a renewal contract with Stratus
Technologies, of Pittsburgh, PA for maintenance of the hardware and software for the Public Safety Computer Assisted
Dispatch System. This contract will be effective April 1, 2003 through March 31, 2007. The cost for year one of the
contract is $2,193 per month ($26,316 annually). The rate will increase approximately 6% annually.

Pittsburgh, PA for the maintenance of the hardware and software for the Public Safety Computer Assisted Dispatch

Chief Clerk presented to the Board for their consideration and approval expenses related to the Employee
Benefits Symposium the County is sponsoring on April 8, 2003, at the Four Points Sheraton in Mars, PA. The
approximate cost is $2,000.

Families Block Grant for the Juvenile Probation Office. This federal grant is for fiscal years 2002 through 2007 with
current funding in the amount of $22,309.00.

increases the reimbursement for construction costs to $667,200 (80% of a total project cost of $856,000)
