Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Catherine Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Linda Belcher, Administrative Assistant; Melanie Finney, Planning Commission; Sheriff Larry Maggi, Todd Hammond, John Rheel and Bill Bryker, of the Sheriff's Office; Debbie Bardella, Recorder of Deeds; Francis King, Treasurer; George Krcelich, Human Services Department; Pastor Craig Bellis; Pastor David Zona, United Methodist Church; Carl Maggi, member of the Washington County Veterans Advisory Council; Robert Umstead and Susan Morgan, Redevelopment Authority; Dennis Fazzolare and Bonnie Gilbert, Air Charter Service, Inc.; Ray Black and Craig Criswell, Washington Area Humane Society; Lee Rutledge-Falcione, Ericka Hines and Debbie Williams, Washington County Health Partners, Inc.; Barbara Bensaia, President and CEO, Canonsburg General Hospital; Thomas and Pauline Chappel, Lew Irwin, Rich Warco, Harry Sabatasse, John Adams, David Bober, Joe Zupancic and Phil Ames, interested citizens; Chris Haines, Herald -Standard; Stacey Wolford, Valley Independent; Tony DePalmo, WJPA; and Linda Metz, Observer -Reporter. Chairman Bevec called the meeting to order at approximately 10:00 a.m. Pastor Zona led with a prayer. Mr. Maggi led the Pledge of Allegiance. Chairman Bevec entertained a motion to approve Minute No. 718 dated April 17, 2003. Moved by Mrs. Irey, seconded by Mr. Burns, that Minute No. 718 be approved as written. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring May 10, 2003 as "World Asthma Day" in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Ms. Rutledge-Falcione thanked the Board for the Proclamation and informed the audience of activities that will take place to celebrate Asthma Day. The Commissioners read a Proclamation declaring May 1, 2003 as "Humane Society Day. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Kim MINUTE Bociiz BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Ray Black, President of the Washington Area Humane Society, accepted the Proclamation and thanked the Board for their support and stated the Washington Area Humane Society is under new management and looks forward to working with the community for the welfare of animals. The Commissioners read a Proclamation declaring May 1, 2003, as National Day of Prayer. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Pastor Bellis accepted the Proclamation and thanked the Board for their support on this important day. He noted there will be a prayer gathering today at noon in the Public Meeting Room and tonight at 6 p.m. on the Courthouse steps and welcomed everyone to attend these gatherings. The Commissioners presented a plaque to Carl Maggi who was named the 2003 Blue Cap of the Year Award from the American Legion. Mr. Maggi thanked the Board for the plaque of recognition and stated it is a pleasure and honor to be involved with the American Legion for over fifty years. The Commissioners presented a plaque to Barbara Bensaia, of Canonsburg General Hospital, for the hospital receiving the Facility of Choice Award. Ms. Bensaia accepted the Certificate of Recognition and made comments regarding the Facility of Choice Award. She also acknowledged the employees, physicians and support staff of Canonsburg General Hospital for their hard work and dedication to the patients who come to the hospital for medical care. (RECESS FOR PHOTOS) SPEICAL ORDER OF BUSINESS (CON'T) Robert Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving the 2003 Consolidated Strategy and Action Plan. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mr. Umstead presented to the Board for their consideration and approval a Resolution approving the proposal for redevelopment of ten acres in the Highland Ridge Redevelopment Project by Waller Family Partnership of Washington, Pennsylvania. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Resolution. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA PUBLIC COMMENTS David Bober, of Canonsburg, commented on the issues involving US Airways and their financial problems. He noted that he is a candidate for Commissioner and he will represent change. Philip Ames, a resident of Washington County, stated he wanted to thank everyone who signed his petition but he was short twenty two signatures to run for the office of Commissioner. John Adams, of Avella, commented on the selection of the veterans cemetery from various sites in western Pennsylvania. OLD BUSINESS Solicitor DiSalle recommended the Board award the bid for the Mingo Creek Water Line Project to DT Construction, Inc. of Dunbar, Pa. in the amount of $357,450. Moved by Mr. Burns, seconded by Mrs. Irey, awarding the Joint Municipal Purchasing bid as per above. Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a contract supplement with Widmer Engineering, Inc. in the amount of $46,912.75 for a revised contract cost of $239,761.58 to design the replacement of the Raccoon #5 Bridge in Hanover Township. These costs include $17,112.16 for a programmatic 4F report and $29,800.59 for a Cultural Resource Investigation to allow for federal construction funds on the project. The costs will be paid 80% State and 20% County Liquid Fuels. above. Moved by Mr. Burns, seconded by Mrs. Irey, approving the contract supplement with Widmer Engineering, Inc. as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Bevec - Yes. Chief Clerk presented to the Board for their consideration and approval a grant agreement amendment from DCNR to change the funding amount from $50,000 to $180,000 and extend the grant to December 31, 2004 for the Panhandle Trail. above. Moved by Mr. Burns, seconded by Mrs. Irey, approving the grant agreement amendment from DCNR as per Roll call vote taken: Mr. Burns - Yes; Mrs. Irey — Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a grant from PennDOT, Bureau of Aviation for the obstruction removal (utility poles) project at the Washington County Airport. The paperwork was received on April 24`h and required return by April 306'. The costs will be paid $47,274 (90% federal), $2,626 (5% state) and $2,626 (5% county). Accepting the grant also certifies that the county match is available. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing grant from PennDOT, Bureau of Aviation. Chief Clerk presented to the Board for their consideration and approval the continuation of the Juvenile Accountability Incentive Block Grant with the Pennsylvania Department of Crime and Delinquency for Juvenile Probation. This federal grant in the amount of $37,278 is for the period of July 1, 2003 through June 30, 2004 and includes an estimated County match of $20,000. Moved by Mrs. Irey, seconded by Mr. Burns, approving the continuation of the Juvenile Accountability Incentive Block Grant for Juvenile Probation as per above. These agreements will be automatically renewed until either parry to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval the ratification for the Revenue Replacement Grant Application with the Commonwealth of Pennsylvania, Department of Transportation for fiscal year 2003-2004 in the amount of $1,800,000 for the Shared Ride Program in Washington County. No County dollars are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the ratification for the Revenue Replacement Grant Application as per above. Chief Clerk presented to the Board for their consideration and approval a supplemental contract allocation adjustment for Centerville Clinics, Inc. for fiscal year 2002-2003 increasing the contract by $20,000 for a total amount of $468,000 to provide additional services to be provided to non-HealthChoices consumers. Funding is made available by the State following the initial contract date, therefore no County dollars are required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the supplemental contract allocation adjustment for Centerville Clinics, Inc. as per above. Chief Clerk presented to the Board for their consideration and approval a supplemental contract allocation adjustment for Fayette Resources, Inc. for fiscal year 2002-2003 increasing the contract by $115,178 for a total amount of $731,178 to provide full year costs associated with two new placements for Mental Health/Mental Retardation. The additional funding has been made available by the State following the initial contract date, therefore, no County dollars are required. Moved by Mr. Burns, seconded by Mrs. Irey, approving the supplemental contract allocation adjustment for Fayette Resources, Inc. as per above. Chief Clerk presented to the Board for their consideration and approval the appointment of Dr. Michael D. Faust, MD to the MH/MR Board for a three year term, effective May 1, 2003 through December 31, 2005. Chief Clerk presented to the Board for their consideration and approval a lease purchase agreement with Diagnostic Ultrasound for a bladder scanner for the period of June 1, 2003 through May 31, 2008 for a monthly payment of $138.20 for the Health Center. The total purchase price is $7,992.00. above. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to advertise for bids for a "Copy Control System" for the Recorder of Deeds Office. This cost is approximately $17,000. The system will connect to the microfilm, copier and ten other workstations located in the office and will be used for making copies. Moved by Mrs. Irey, seconded by Mr. Burns, authorizing the bidding of a Copy Control System for the Recorder of Deeds as per above. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the Redevelopment Authority for office space in Courthouse Square. This lease is effective March 1, 2003 through February 28, 2004 at the rate of $13.50 sq/ft plus 19 parking spaces at $22/month. The total monthly rent is $7,480.93.
