Minute No. 727 Washington County Commissioners
Washington, PA, September 4, 2003
The Washington County Board of Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners John P.
Bevec, Diana L. Irey and J. Bracken Burns, Sr. Also being present: Cathi Kresh, Administrator/Chief Clerk; Richard
DiSalle, Solicitor; Linda Belcher, Administrative Assistant; Richard Warco, Disabled Veterans; Gary Mucho, Director of
Veterans Affairs; Melanie Finney, Planning Commission; Sheriff Larry Maggi and Todd Hammond, Sheriff's Office;
Reverend Paul Harrington, Abundant Life Baptist Church; Kathy Sabol and Michelle Dawson, Washington County Bar
Association; Needles the Bear; William Cook, Heather Hart and Kathy Costantino, Southwestern PA AAA Agency, Inc.;
Ed Kovacik, Canonsburg Renaissance Group; Joan Jessen, Chartiers Creek Watershed; George Eckert, Harry Sabatasse

Chairman Bevec called the meeting to order at approximately 10:00 a.m.
Reverend Harrington led with a prayer.
Mr. Warco led the Pledge of Allegiance.
Chairman Bevec entertained a motion to approve Minute No. 726 dated August 21, 2003.
Moved by Mr. Burns, seconded by Mrs. Irey, that Minute No. 726 be approved as written.

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Kathy Sabol and Michelle Dawson, of the Washington County Bar Association, officially challenged the
Washington County Employees to a Replenishment Blood Drive for Adam Boyd to be held September 12, 2003, in the
Public Meeting Room, Courthouse Square.
The Board of Commissioners accepted this challenge.
Chairman Bevec took a moment to thank Linda Belcher for all her hard work the past years in coordinating
successful county blood drives.
The Commissioners read a Proclamation declaring September 21- 27, 2003 as "Employ the Older Worker Week".
Moved by Mr. Bums, seconded by Mrs. Irey, adopting the foregoing Proclamation.

Motion carried unanimously.
William Cook, of SW PA AAA Agency, Inc., accepted the Proclamation and thanked the Board for their many
years of support to seniors in the workforce. Mr. Cook pointed out the positive aspects of employing older workers.

PUBLIC COMMENTS
Joan Jessen, of the Chartiers Creek Watershed Association, requested the Commissioner's assistance with the
upcoming Catfish Creek Cleanup which will be held on September 20, 2003 from 9 a.m. — 3 p.m. Ms. Jessen gave details
of what the cleanup would entail and noted her group is looking for volunteers and donated materials to conduct the
cleanup.
Commissioner Irey stated the Board could contact PennDOT to inquire if they would be willing to donate some
garbage bags and gloves for the cleanup.
OLD BUSINESS
Solicitor DiSalle recommended the Board award the bid for Produce for Washington County Health Center and
Correctional Facility to Jebbia's Market, Wheeling WV. Award is based on their per unit cost of $.60 above the daily
Pittsburgh Wholesale Fruit & Vegetable Report as submitted in their bid proposals.
This bid has been awarded to the lowest bidder meeting specifications. This bid will be in effect October 1, 2003
through September 30, 2006 at a total yearly cost of approximately $30,000.

Solicitor DiSalle recommended the Board award the bid for Small Equipment Maintenance for Washington
County to West Point Products/Computer Printer Repair, Pittsburgh PA for the per hour rate of $60.00 for Monochrome
copiers and printers and $85.00 for Color LaserJet printers and copiers.
This bid has been awarded to the only responsive bid received. This bid will be in effect from October 1, 2003
thru September 30, 2005 at a total yearly cost of approximately $10,000.00 to $15,000.00.

Solicitor DiSalle recommended the Board award the bid for Kitchen & Housekeeping Supplies for Washington
County to the following vendors:
Section IV — Kitchen Solid Supplies will be awarded in total to Allegheny Supply, Duncansville PA
The remaining items have been awarded to the following vendors based on the per unit cost:
Gem Edwards Inc., Hudson OH
Janitorial Supply Co., Smock PA
Steratore Sanitary Inc., Eighty Four PA
All items have been awarded to the lowest bidder meeting specifications. Certain items have not been awarded to
the lowest bidder as they did not meet specifications. This bid will be in effect through July 31, 2004 at a total yearly cost
of approximately $31,000.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval authorization to advertise for proposals
for the back scanning and indexing of documents for the Recorder of Deeds Office for the period of January, 1952 up to
and including September 29,1994. This project is to be completed by December 31, 2004 at a cost of approximately
$100,000 and will be paid totally from the Recorder of Deeds Records Improvement Fund.
Also, authorization to advertise for proposals for office space for District Justice Mark located in Canonsburg due
to the redistricting in 2004 and District Justice Ellis as the current space is no longer sufficient for the District Justice.

Deeds Office and office space for Magisterial District 27-2-1 as per above.

Chief Clerk presented to the Board for their consideration and approval a state contract purchase for a Xerox
Work Centre Pro-35 Digital Copier System at a total cost of approximately $13,555 based on receiving documentation on
state contract pricing. This will be paid with funds from the Recorder of Deeds Improvement Funds.
Moved by Mr. Burns, seconded by Mrs. Irey, approving the state contract purchase for a Xerox Work Centre Pro-
35 Digital Copier System for the Recorder of Deeds as per above.

Chief Clerk presented to the Board for their consideration and approval a ten year lease agreement with Mary
Bash for property in Amwell Township for the Mt. Wheeler 911 tower site. This will be effective April 1, 2003 through
March 31, 2013 at the annual cost of $3,000. The lease will have a provision that should Washington County come to an
agreement on the purchase of the property within the first year of the lease the rent for the year would go towards the
purchase price. Also, the lease would contain a "Right of First Refusal" should Mrs. Bash desire to sell the property in
the future Washington County would be given the first option.

Chief Clerk presented to the Board for their consideration and approval an agreement with the Greater
Washington County Food Bank for administering and distribution of the TEFAP Program for the period of October 1,
2003 through September 30, 2004 with the funding amount to be announced pending the passage of the Federal Budget.
No County funds are required.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the agreement with the Greater Washington County Food
Bank as per above.

Agreements. These agreements will be automatically renewed until either party to the Agreement notifies the other

BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA
Chief Clerk presented to the Board for their consideration and approval an agreement between Washington
County and Southwestern Pennsylvania Corporation for the 2003-2004 Unified Planning Work Program. This represents
a renewal of an annual agreement with SPC that reimburses the County $7,600 for the Planning Commission
participation in the Long Range Transportation Plan Update. The total costs assessed to the County are $9,500 whereby
the County provides a 20% match of $1,900 and the SPC reimbursement is paid through federal highway funds.
Moved Mr. Burns, seconded by Mrs. Irey, approving the agreement between Washington County and
Southwestern Pennsylvania Corporation as per above.

as per above.

An Executive Session was held on August 20, 2003 immediately following the Agenda Meeting
