Bracken Burns, Sr. and Diana L. Irey. Also being present: Leo Trich, Director of Administration; Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Joy Sprowls and Joann Metz, Commissioner's Office; Captains Todd Hammond and Bill Bryker ;Debbie Bardella, Recorder of Deeds; Francis King, Treasurer; Pastor Joe Schiren, First Nazarene Church; Manuel Yoccolano, Mon Valley Leathernecks; Pete Lorenzo, SEIU representative; Ed Kovacik, Canonsburg Renaissance; Peter West, Marcella Dalverny, Phil Ames, A. Co -Chairman Burns called the meeting to order at approximately 10:00a.m. Pastor Schiren led the meeting with a prayer. Mr. Yocolano led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 740 dated March 18, 2004. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 740 as written. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns- Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS None PUBLIC COMMENTS Phil Ames, of Scenery Hill, commented on life in general. Michael Bonn, a constable from Dunlevy Borough, commented on the FITS Program which assisted the borough in the clean up of garbage that was dumped in a nearby creek. Mr. Bonn gave thanks to the FITS staff and noted the borough appreciates all the help and hard work members of this program provided to Dunlevy Borough to complete this task. Peter West, of Washington, re -addressed the Board regarding the on -going proposal to develop an area in the City of Washington that includes a building that is his business and home. He pointed out he needs the assistance of the Board to acquire more information as to what exactly is being planned for development in that area. Co -Chairman Burns stated the Board would look into this matter for Mr. West. Marcella Delverny, of Burgettstown, noted a Resolution will be adopted tonight at the Washington County Planning Commission meeting to remove the "blighted" certification from her property. She stated she would like to thank the Board for their support and concern for her situation during the past few months. MINUTE BOOK t BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Harry Sabatasse addressed the Board regarding the request to answer questions presented to the Board at a previous meeting. Mr. Sabatasse stated it is a shame the Commissioners raised taxes and then laid off employees in county offices. Mr. Sabatasse also commented on other matters concerning eminent domain and issues that concerned him as a taxpayer. At this point, after several attempts to bring Mr. Sabatasse's comments to a close, Co -Chairman Burns informed Mr. Sabatasse that he had spoken for seven minutes (County Policy allows three minutes) and that he was "out of order". John Adams, of Avella, expressed his opinion regarding good government in Washington County. Pete Lorenzo, SEIU President, addressed the Board regarding problems the union is experiencing with the county's Human Resources Office. He stated the relations with the union and county have been strained for some time and that there is no cooperation. Mr. Lorenzo requested the Board meet with the union to try to resolve issues that are at an impasse with the Human Resources Department. Commissioner Irey noted she would be happy to meet with Mr. Lorenzo. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the T1 Service to PennTelecom, Cranberry Township, PA as follows: 36 Month Agreement @ $289.90 each/$579.80 for 2 x 36 months = $20,872.80 One is for data transmission and the other is for voice transmission between Courthouse Square and the Health Center. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the bid for the Tl Service as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for delivered gasoline to Zappi Oil & Gas Co., Inc. Washington PA for the firm differential price per gallon of $0.09 for unleaded, diesel and kerosene. This contract is from April 1, 2004 through February 28, 2007 with the option to extend year to year through February 28, 2009. The total yearly cost is approximately $20,000. Gasoline is delivered to the Airport, Health Center and Cross Creek and Mingo Park. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the bid for delivered gasoline for county departments as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the duplicating paper to Liberty Distributors, Inc, Triadelphia, WV at the cost of $840 per pallet. The approximate yearly cost is $33,600. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the foregoing bid for duplicating paper to Liberty Distributors, Inc. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the extension of our current lease with Peno's Enterprises, Inc., Monongahela, PA for Magisterial District #27-1-2. This extension would be effective July 1, 2004 through June 30, 2009 and is accordance with the current lease agreement. The monthly rate beginning July 151 would be $1,313.458 with a 3% annual increase. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the extension to the current lease with Peno's Enterprises, Inc. for Magisterial District #27-1-2 as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a lease agreement with the Redevelopment Authority for office space in Courthouse Square. This lease is effective March 1, 2004 through February 28, 2005 at the rate of $13.50/sq. ft plus nineteen parking spaces at $22/month. The total monthly rent is $7,480.93. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the lease agreement with the Redevelopment Authority as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to renewal of the current maintenance agreement with Motorola, Schaumburg, IL for the 9-1-1 phone system. This renewal would be effective April 1, 2004 through March 31, 2005 at the annual rate of $13,800. This maintenance agreement has a thirty (30) day out clause. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization for the renewal of the current maintenance agreement with Motorola as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution to sell one vehicle and some miscellaneous equipment classified as surplus personal property. As the Sole Value is estimated at less than $1,000 these items will be advertised for sale on the bulletin boards within each building and on our website. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing Resolution for the sale of surplus property. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. C 11 L BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the following Change Order to the Renovation of the Health Center: Replacement of over bed lights in the resident rooms (the existing lights were found to be in very poor condition). There are 88 lights at an approximate cost of $200 each for a total of an approximately $18,000. The Health Center has budgeted $150,000 for contingencies and miscellaneous expenses for this project. The bids totaled $1,034,700. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing Change Order for the Washington County Health Center Renovation Project. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements. These agreements will be automatically renewed until either parry to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval an addendum to the purchase of service contract with Gannondale for placement services to increase the contract amount from $45,000 to $63,500.00. The period of this contract is July 1, 2003 through June 30, 2004. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing addendum to the purchase of service contract for Children and Youth Services. Chief Clerk presented to the Board for their consideration and approval of farm leases at Cross Creek Park at a rate of $20 per acre for the term of April 4, 2004 through April 5, 2009 with Oren Smith, Peter Monticello III, Robert Lowery and Curtis Hamilton. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the farm leases at Cross Creek Park as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. r.- - MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval authorization to bid the rehabilitation of Tunnels #2 and #4 previously conveyed from CSX to Washington County. The costs will be paid through a PHMC grant, a National Road Heritage Park grant and funds received from CSX at the time of the property transfer. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization to bid for the rehabilitation of Tunnels #2 and #4 as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of two encumbrances in the amount of $10,000 for the County 20% match to initiate engineering on the following bridge projects in 2004: Pigeon #30, Iams in Somerset Township Mingo #10, Barr in Nottingham Township Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing two encumbrances for the Planning Commission. Chief Clerk presented to the Board for their consideration and approval a renewed contract with Tri-County Federation of Musicians and the Musicians Performance Trust Fund providing $2,436 in support of Community Concerts in 2004. Moved Mrs. Irey, seconded by Mr. Maggi, approving the renewed contract with Tri-County Federation of Musicians and the Musicians Performance Trust Fund as per above. Chief Clerk presented to the Board for their consideration and approval a payment of $1,013.00 for the annual luncheon meeting for the Juvenile Court Advisory Board scheduled on April 14, 2004. This expenditure has been allocated in the Juvenile Probation budget for 2004. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the payment for the annual luncheon meeting for the Juvenile Court Advisory Board. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the renewal of the Federal Equitable Sharing Agreement for the District Attorney Office. This Agreement relates to the funds received by the Drug Task Force from the Justice Court Department of the of the Treasury as a result of forfeiture proceedings held at the United States District Court. Chief Clerk presented to the Board for their consideration and approval to participate in the CCAP Survey to consider statewide health insurance coverage with other county governments. The survey does not commit Washington County to participate. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the participation in the foregoing CCAP survey. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with the Southwest Training Services, Inc. for the purpose of participating in the Youth Employment Training Program. The agreement is for the period of April 5, 2004 through April 30, 2004. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing agreement with the Southwest Training Services Inc. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the continuation of the Juvenile Accountability Incentive Block Grant with the Pennsylvania Commission on Crime and Delinquency. This federal grant in the amount of $27,917 is for the period of July 1, 2004 through June 30, 2005 and includes an estimated County match of $38,000. Moved by Mrs. Irey, seconded by Mr. Burns, approving the continuation of the Juvenile Accountability Incentive Block Grant as per above. ANNOUNCEMENTS An Executive Session was held on March 31, 2004 immediately following the Agenda Meeting as an information session related to personnel matters, labor relations issues, including the Charles Rockwell case and litigation styled John C. Pettit, District Attorney, v. Michael Namie, Controller, with the Board of Commissioners of Washington County and Frederick A. Brilla, noted as interested parties, filed at 2003-6317 in the Civil Division of the Court of Common Pleas of Washington County. County Offices will be closed on Friday, April 9, 2004 in observance of Good Friday.
