Bracken Burns, Sr. and Diana L. Irey. Co -Chairman Maggi called the meeting to order at approximately 10:00a.m. Reverend Ravasio led the meeting with a prayer. Mrs. Stephenson led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 742 dated April 15, 2004. Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 742 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi- Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS The Commissioners presented a plaque of recognition to Janet Carey and Joan Bruno, county employees, on their recent retirement from their jobs with the county. Mrs. Carey thanked the Board for the recognition and commented that it was a pleasure to work for the county. She noted she plans to work in the Prothonotary's Office on a part time basis. Mrs. Bruno also thanked the Board for the recognition and stated she will miss all her co-workers. The Commissioners presented a certificate of congratulations to Carl Maggi of the American Legion District 25 in celebration of their 85`h anniversary. Mr. Maggi accepted the certificate and thanked the Board for recognizing the American Legion. He stated the American Legion is involved in many activities for young adults and gave some details of the Legion's on -going projects. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA K3'r"7 The Commissioners presented a certificate of recognition to Nikolai Fedyszyn for winning the American Legion's Oratorical Regional and State Competition and being the first person from Southwestern Pennsylvania to compete in the National Competition. Mr. Fedyszyn thanked the Board for the certificate and commented how he got involved with the American Legion. The Commissioners read a Proclamation declaring May 6, 2004 as "National Day of Prayer". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Craig Bellis, of the Greater Washington Ministerium, accepted the Proclamation and made comments on the importance of National Day of Prayer. He also stated there will be a prayer session to be held in the Public Meeting Room at Noon. The Commissioners read a Proclamation declaring May 16-22, 2004 as "Emergency Medical Services" in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chris Barton, from the Public Safety Department, accepted the Proclamation and stated it is very rewarding to provide emergency care to the residents of Washington County. The Commissioners read a Proclamation declaring May as "Older Americans Month" and Aging Well, Living Well as the theme for 2004. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Mary Lynn Spilak, Director of Aging and Cathy Costantino, of SWPA AAA, Inc. accepted the Proclamation and thanked the Board for their continued support. Ms. Costantino introduced her staff and thanked them for their dedication and hard work in the local senior centers. At this time, Mrs. Toth, of the Advisory Council, presented the Board with gifts as a token of their appreciation for the continued support to their agency. (RECESS FOR PHOTOS) PUBLIC COMMENTS Harry Sabatasse of Burgettstown commented on his concerns regarding the spending of taxpayers' dollars in Washington County. He also questioned why BSI, Inc. was granted tax free status and what formula was used to determine the status. 378 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Peter West, business owner and a resident of the City of Washington, acknowledged receipt of a letter from the Washington County Planning Commission regarding the Piatt Hotel development proposal for the City of Washington. He pointed out the letter was vague but he did appreciate hearing from that office. Mr. West stated it is his mission to have the "blight certification" removed from his property. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for Joint Municipal Purchasing for Washington County to the following vendors based on the per unit cost as submitted in their bid proposals. above. Motion carried unanimously. Solicitor DeHaven recommended the Board rescind the bid award for the maintenance for the Nurse Call System at the Health Center to Alarmtex, Scottdale, PA. This bid was awarded at the last Commissioners meeting based on time and material at the cost of $70/hour for regular and $105/hour for overtime. This vendor has relocated their company to Arizona and is not able to perform the services. Therefore, it is requested the Commissioners award the contract to InterTech Security, Carnegie, PA at the rates quoted in their bid proposal which is $80/hour regular and $120 for overtime. This contract will be effective May 6, 2004 through May 5, 2005 with the option to extend for two additional one year periods. Moved by Mrs. Irey, seconded by Mr. Burns, rescinding the bid award for the maintenance for the Nurse Call System at the Health Center and awarding the bid to InterTech Security of Carnegie as per above. Solicitor DeHaven recommended the Board approve an extension to the current bid for Industrial Commodities with Grainger. The extension will be effective June 1, 2004 through May 31, 2005 and is in accordance with the bid award. The total yearly amount is approximately $18,000.00. Motion carried unanimously. i BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Solicitor DeHaven recommended the Board approve an extension to the current bid with A & A Communications for long distance and 800 services. This extension will be effective through March 31, 2005 and is in accordance with the bid specifications. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing bid extension for telecommunication services. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns - Yes; Mr. Maggi - Yes. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval to adopt a Resolution approving the 2004 Project of the Trustees of the University of Pennsylvania regarding the current refunding of the Washington County Authority's outstanding lease revenue bonds Series 1985-A with the understanding such approval shall not directly or indirectly obligate the taxing power of Washington County or otherwise obligate the County in any way whatsoever and the Washington County Authority is authorized to undertake the financing thereof. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the Resolution as per above for the Washington County Authority. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Chief Clerk presented to the Board for their consideration and approval to adopt a Resolution approving the Sub Loan Project and disbursement of funds in the amount of $4,000,000 to the Washington County Authority for the purposes of and to finance public infrastructure improvements to and development of the site formerly known as Western Center and now referred to as Southpointe II subject to compliance with all statutory requirements. Motion carried unanimously. 380 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval to adopt a Resolution approving the Sub Loan Project in the Borough of Bentleyville in the amount of $1,000,000 to finance the cost of constructing and equipping a new municipal building subject to compliance with all statutory requirements. Chief Clerk presented to the Board for their consideration and approval an agreement with the Mental Health �I J u Association of Allegheny County Consumer Empowerment Project for the period of July 1, 2003 through June 30, 2004 in 1 I BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA the amount of $6,000 to provide training, assistance and consultation to Mental Health service consumers and providers including drop centers. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the agreement with the Mental Health Association of Allegheny County Consumer Empowerment Project as per above. Chief Clerk presented to the Board for their consideration and approval the renewal of the contract with California University of Pennsylvania for the period of July 1, 2004 through June 30, 2005 in the amount of $48,024 to continue to provide Independent Monitoring for Quality of Community Mental Retardation Services as required and funded by the Department of Public Welfare. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the renewal of the contract with California University of Pennsylvania as per above. Chief Clerk presented to the Board for their consideration and approval to an addendum with Try Again Homes, Inc. for the period of July 1, 2003 through June 30, 2004 to increase the allocated amount from $35,000 to $75,000 to provide supportive housing for homeless mental health consumers of Washington County. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the addendum with Try Again Homes, Inc. as per above. Chief Clerk presented to the Board for their consideration and approval the expenditure of funds from the Title IV-D account for furniture for the Domestic Relations offices located in the Family Court Center. The request is for a 66% reimbursement for all of the furniture for the Domestic Relation Section and for a percentage of the furniture for the common area. The total cost for the furniture is $288,717.48. Moved by Mrs. Irey, seconded by Mr. Burns, approving the expenditure of funds for the Domestic Relations Office as per above. It is to be noted this will be paid out of the Law Enforcement portion of the STOP Grant budget and no County funds are required.
