Bracken Burns, Sr. and Diana L. Irey. Also being present: Leo Trich, Director of Administration; Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Joy Sprowls, Sue Orrick and Joann Metz, Commissioner's Office; Captains Todd Hammond and Bill Bryker; Pastor Tom Michalko, Claysville Methodist Church, Bob Sepesy, Marine Corp League; Melanie Finney Thomas, Planning Commission; Sharon Cone, American Red Cross/Foster Grandparent Program; Frances Nester, Marion Lynch, Martha Caldwell, Edna Kenimond, and Bessie Fincham, foster grandparent graduates; Marcella Dalverny, Phil Ames, Harry Sabatasse, A. Observer -Reporter; Ken Bonnell, Weekly Recorder; and Casey Gelder, PA Focus. Co -Chairman Maggi called the meeting to order at approximately 10:00a.m. Pastor Michalko led the meeting with a prayer. Mr. Sepesy led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 743 dated May 6, 2004. Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 743 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi- Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS The Commissioners presented certificates of congratulations to a group of recent Foster Grandparent graduates. Sharon Cone, of the American Red Cross/Foster Grandparent Program, thanked the Board for their continued support and for recognizing the foster grandparents who were present. Ms. Cone noted there are currently eighty-two foster grandparents, who volunteer their time, enrolled in this program. (RECESS FOR PHOTOS) PUBLIC COMMENTS Harry Sabatasse of Burgettstown commented on the recent elimination of county positions in Child Care Information Services. He stated downsizing is a good move but it is not fair to do this from the bottom up. Mr. Sabatasse also commented on the subject of the Commissioners receiving a raise. Commissioner Irey noted the pay raise includes all elected officials, not just the Commissioners. She pointed out she would be in favor of revisiting this issue to address removing the pay raises for elected officials sometime in the future. Regarding the downsizing of county positions, Commissioner Irey stated the Child Care Information Services Office is a state funded program and the county does not have to run this program. She noted Commissioner Maggi has formed a task force and is working hard to address inefficiencies in county government. She also stated the Board will continue to make changes based on recommendations and cutting costs in the budget. MINUTE BOOK 11 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Phil Ames, of Scenery Hill, addressed the Board regarding satellites near his property. John Adams of Avella commented on the property tax increase in Washington County. He stated everyone will be moving from this area because of all the tax increases. OLD BUSINESS Solicitor DeHaven recommended the Board extend the bid for Recycled and New Cartridges, Toner and Ribbons. This extension would be effective from July 1, 2004 through June 30, 2005 and is in accordance with the current bid contract. Total yearly cost is approximately $64,000. Moved by Mr. Burns, seconded by Mrs. Irey, approving the extension to the bid for recycled and new cartridges and toner and ribbons as per above. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an easement for the Washington -East Washington Joint Authority relative to sewer improvements to be constructed in Canton Township across from a parcel owned by Washington County on Wylie Avenue. This is a portion of the overall upgrades to the system being completed in North Franklin Township, Canton Township and City of Washington. Moved by Mrs. Irey, seconded by Mr. Burns, approving the easement for the Washington -East Washington Joint Authority as per above. Chief Clerk presented to the Board for their consideration and approval the following supplemental reimbursement agreements with Pennsylvania Department of Transportation: Buffalo #23, Sawhill Cross Creek #20, Brownlee Pigeon #2, Wall Street Pike #11, Daisy town Chartiers #30, Paxton Pike #24, Deems Raccoon #5, Witherspoon increase from $185,000 to $698,000 (100%) increase from $292,000 to $728,000 (80%) increase from $280,000 to $336,000 (80%) increase from $140,000 to $220,000 (80%) increase from $468,800 to $488,800 (80%) increase from $421,600 to $457,600 (80%) increase from $148,000 to $192,000 (80%) Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing supplemental reimbursement agreements. Chief Clerk presented to the Board for their consideration and approval a Right of Way Agreement with Allegheny Power for the purpose of running the required electric line to the Observatory Site at Mingo Creek Park. Chief Clerk presented to the Board for their consideration and approval authorization to bid the reconstruction of Buffalo #23, Sawhill Covered Bridge located in Blaine Township. The costs will be paid 100% from Act 26 State funds. Moved by Mrs. Irey, seconded by Mr. Burns, approving authorization to bid the reconstruction of Buffalo #23 and Sawhill Covered Bridges as per above. Chief Clerk presented to the Board for their consideration and approval authorization to bid construction of the North side apron and taxiway project at the Washington County Airport. The costs will be paid 95% block grant and 5% County funds. Moved by Mrs. Irey, seconded by Mr. Burns, approving authorization to bid construction of the North side apron and taxiway project as per above. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements. These agreements will be automatically renewed until either party to the Agreement notifies the other parry in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval the submission of the Washington County Mental Health Annual Plan for fiscal year 2004/2005 in the amount of $2.175 million. If funded in total the County match share would be $188,000. Moved by Mrs. Irey, seconded by Mr. Burns, approving the submission of the foregoing Mental Health Annual Plan for fiscal year 2004/2005. MINUTE BOOK 393 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the submission of the Washington County Mental Health/Mental Retardation Annual Plan — Stage 1 in the amount of $3,232,000 for all persons currently on the Medicaid Waiver Waiting List. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the submission of the Washington County Mental Health/Mental Retardation Annual Plan — Stage 1 as per above. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the submission of the CCAP Self Determination Project Grant to put choice and responsibility under the control of program recipients in the amount of 131,100 for the period of July 1, 2004 through June 30, 2005. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the submission of the CCAP Self Determination Project Grant as per above. Chief Clerk presented to the Board for their consideration and approval an agreement with Connect, Inc. to provide housing services to eligible homeless residents in the amount of $15,000 for the period of July 1, 2003 through June 30, 2004. Chief Clerk presented to the Board for their consideration and approval an addendum to the agreement with Southwestern PA American Red Cross to increase the allocated amount from $33,800 to $34,800 to provide case management services to eligible homeless and near -homeless residents of Washington County for the period of July 1, 2003 through June 30, 2004. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the addendum to the agreement with Southwestern PA American Red Cross as per above. Chief Clerk presented to the Board for their consideration and approval an addendum to the agreement with Washington Women's Shelter to increase the allocated amount from $13,000 to $14,000 to provide bridge housing from domestic violence victims' services to eligible homeless residents of Washington County for the period July 1, 2003 through June 30, 2004. No County funds are required. Chief Clerk presented to the Board for their consideration and approval the annual Act 147 Radiation Emergency Response Fund Grant application for fiscal year 2004/2005 in the amount of $7,016. The funds come from the fees collected from nuclear power facilities in Pennsylvania and will be used to improve emergency preparedness in case of a nuclear incident at the Beaver Valley Power Plant. This grant requires no match from the County. Moved by Mrs. Irey, seconded by Mr. Burns, approving annual Act 147 Radiation Emergency Response Fund Grant application for the Public Safety Department as per above. Chief Clerk presented to the Board for their consideration and approval the Hazardous Material Emergency Response Preparedness Assessment for 2003 in accordance with Section 207 (b) of Pennsylvania's Hazardous Material Emergency Planning and Response Act. Moved by Mr. Burns, seconded by Mrs. Irey, approving the Hazardous Material Emergency Response Preparedness Assessment as per above. Chief Clerk presented to the Board for their consideration and approval authorization to advertise for bids for the Patio Exit at the Washington County Health Center to allow easier accessibility for the residents to the outdoor area. Estimated cost is $22,000. Moved by Mr. Burns, seconded by Mrs. Irey, approving authorization to advertise for bids as per above. Chief Clerk presented to the Board for their consideration and approval authorization to advertise for bids for the Upgrade and Integration of the current Panic Alarm System to allow for the addition of the Family Court Center. The estimated cost is approximately $22,000. This will be paid from the bond issue for the Family Court Center or the U.S. Communities contract if the items are available on the contract. Moved by Mr. Burns, seconded by Mrs. Irey, authorizing the advertising for bids for the upgrade and integration of the panic alarm system as per above. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA ------------ Chief Clerk presented to the Board for their consideration and approval the purchase of an of an additional Nextel phone for use in the Public Safety Department. The phone will be used in conjunction with the West Nile Program. The cost is $44.99 per month and will be paid for by the West Nile grant. Moved by Mr. Burns, seconded by Mrs. Irey, approving purchase of an additional Nextel phone for the Public Safety Department as per above. Chief Clerk presented to the Board for their consideration and approval an agreement with Accurint Services for online services to be used by the Tax Claim Bureau to search for current addresses of property owners that do not receive their tax notices. The cost would depend on the type of service needed. The costs would be passed on to the property owner. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the payment of $33,413.70 to Sungard Pentamation, Inc., Chicago, Ill. This is for software support and maintenance for the fund accounting system and will be effective June 1, 2004 through May 31, 2005. This is an increase of $22,94.58 over last year. Chief Clerk presented to the Board for their consideration and approval the renewal of the maintenance agreement on the Xerox copier located in the Recorder of Deeds at a cost of $58.29 per month plus $0.0231 per copy. This renewal is effective July 1, 2004 through June 30, 2005. Moved by Mr. Burns, seconded by Mrs. Irey, approving the renewal of the maintenance agreement on the Xerox copier for the Recorder of Deeds as per above. Chief Clerk presented to the Board for their consideration and approval to adopt a Resolution to sell four vehicles and some miscellaneous equipment classified as surplus personal property. As the sole value is estimated at less than $1,000 these items will be advertised for sale on the bulletin boards within each building and on our website. Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Resolution for the sale of surplus property. Chief Clerk presented to the Board for their consideration and approval to adopt a resolution for the donation of vehicles that have been advertised twice for sale and no bids have been received. The sole value would be less than $1,000. This donation would be to a non-profit organization. The resolution would also be applicable to the donation of furniture.
