Irey. Also being present: Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk; Joyce Thornburg, Secretary; Joy Sprowls and JoAnn Metz, Commissioner's Office; Captains Todd Hammond and Bill Bryker; Eric Held, Planning Commission; Pastor Steve Brotzman, Rich Warco, Scott Fergus, James Crouch, Phil Ames Marcella Dalverny, Maya and Ron Patch, Dr. A. Sorenson, Harry Sabatasse, Joe Abate, Joseph Bianco of M.E.C., interested citizens; Jim Jefferson, WJPA; Linda Metz, Observer -Reporter and Casey Gelder, PA Focus. Co -Chairman Maggi called the meeting to order at approximately 10:07 a.m. Pastor Steve Brotzman of First Baptist Church, Washington, PA led the meeting with a prayer. Rich Warco of Disabled Veterans led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 746 dated June 17, 2004. Moved by Mr. Burns, seconded by Mrs. Irey, approving Minute No. 746 as written. Roll call vote taken: Mr. Maggi - Yes; Mr. Burns - Yes; Mrs. Irey - Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS None (RECESS FOR PHOTOS) PUBLIC COMMENTS Phil Ames of Scenery Hill complimented the Commissioners on doing a good job. Mr. Ames also commented that he would like the Bentleyville Telephone Company to get in touch with him and so far the phone company has not responded to his request. Mr. Ames also commented on the satellites. James Crouch of Canton Township, Washington, PA commented that he asked a question 10 months ago and he is still waiting for a reply. He is questioning under what authority is the County operating a Human Resources department when they are supposed to be doing their hiring through Job Service. Mr. Burns responded that 1933 Wagner-Peyser Act was investigated by the Solicitor and the opinion determined was that the County did nothing wrong. Mr. Maggi responded that our Solicitor would look further in this matter. John Adams of Avella, PA asked why citizens in this County cannot get good jobs. Taxes and salaries are raised and jobs are eliminated. Mr. Adams brought on a discussion of wanting to know how the County pensions are determined. Mr. Burns commented that Washington County per capita income is the second highest in the region and the fastest growing in the region. There are 5,000 high -paying jobs at Southpointe that were created by a former Board of Commissioners. Harry Sabbatasse of Smith Township, Burgettstown, PA commented on the elected officials pay raises and who determines the worth value. Dr. Sorenson of Peters Township, McMurray, PA discussed salaries between school teachers, police and health care employees. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the design of a bituminous apron and taxi lane for future construction of an aviation hangar. This bid is to be awarded to Cast & Baker Corporation, Canonsburg, PA in the amount of $154,551.25 which is the only bid received. The award is contingent upon the receipt of funding from the Bureau of Aviation. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing bid awarded to Cast & Baker Corporation. MINUTE BoOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval of contract addendums with the following Purchase of Service Providers for placement services for the period July 1, 2003 through June 30, 2004. Current Increase To Bradley Center $95,000.00 $110,000.00 Camp Adams 35,000.00 65,000.00 Vision Quest 280,000.00 430,000.00 Moved by Mr. Burns, seconded by Mrs. Irey, approving contract addendums with the foregoing Service Providers for Children & Youth Services. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of the following Child Care Provider Agreements. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval of a contract addendum with Jefferson County Juvenile Detention Center for placement services. This addendum increases the contract maximum from placement services. This addendum increases the contract maximum from $213,525 to $250,025 for the period May 1, 2003 through April 30, 2004. No additional County funds are required. Moved by Mr. Burns, seconded by Mrs. Irey, approving contract addendum with Jefferson County Juvenile Detention Center for placement services for Children & Youth Services. Moved by Mrs. Irey, seconded by Mr. Burns, approving the previously submitted annual provider contracts for Mental Health/Mental Retardation. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of a partnership agreement with National Road Heritage Corridor for the receipt of a $60,000 grant to rehabilitate former CSX tunnels 2 and 4. The grant requires a $2,000 administrative fee to be paid to the National Road Heritage Corridor, membership in the "friends of the road" program and an independent audit of the funds. The administrative fee will be paid from the CSX funds and the "friends of the road" membership will be paid through the County membership for Vicki Bryan as a board member. Moved by Mrs. Irey, seconded by Mr. Burns, approving the partnership agreement with National Road Heritage Corridor for Parks and Recreation. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of an agreement with Maher Duessel to complete an audit of the National Road Heritage Corridor Grant for the rehabilitation of tunnels 2 and 4 at a cost of $1,000. One half of this cost will be paid through the grant and the balance will be paid through monies received from CSX at the time of the tunnel transfer. Moved by Mr. Burns, seconded by Mrs. Irey, approving the agreement with Maher Duessel to complete an audit of the National Road Heritage Corridor Grant for the Planning Commission. Chief Clerk presented to the Board for their consideration and approval of a grant application and proposal in the amount of $146,000 for the continuation of funding of the Washington Regional Highway Safety Program. The proposal would be in effect from October 1, 2004 through September 30, 2005. Moved by Mrs. Irey, seconded by Mr. Burns, approving the grant application and proposal for continued funding of Washington Regional Highway Safety Program. Chief Clerk presented to the Board for their consideration and approval of a resolution and applicable elected representative relating to section 147(f) of the Internal Revenue Code of 1986, as amended, approving issuance by the Washington County Industrial Development Authority of its note in the aggregate principal amount of $1,200,000 for the purpose of financing a project consisting of the construction of a national headquarters facility, including administrative offices, a museum, conference center and storage area on property of the Borrower in North Franklin Township and the payment of all or a portion of the financing costs. VAL BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA -77 Chief Clerk presented to the Board for their consideration and approval of participation in the fiscal year 2004-2005 nursing home intergovernmental transfer. This participation will require the adoption of an IGT authorizing resolution and a TRAN resolution. Moved by Mr. Burns, seconded by Mrs. Irey to approve participation in the fiscal year 2004-2005 nursing home intergovernmental transfer. Chief Clerk presented to the Board for their consideration and approval of a 48-month lease of a postage machine with scale for the Domestic Relations office at a cost of $407.21/month with a $1.00/buyout. Domestic Relations will be paying 82% of the costs with a reimbursement of 66-2/3%. The monthly cost of the meter is $55. Moved by Mr. Burns, seconded by Mrs. Irey to table the approval of a 48-month lease of a postage machine for the office of Domestic Relations. Chief Clerk presented to the Board for their consideration and approval of the purchase of a server from the PEPPM contract in the amount of approximately $53,000. This server is for the integration of the Recorder of Deeds and the Tax Assessment office. Court Automation will be charged $22,000 and $31,000 with be charged to Tax Assessment. Moved by Mr. Burns, seconded by Mrs. Irey to approve the purchase of a server from the PEPPM contract for the Recorder of Deeds and Tax Assessment Offices. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of the repair and update of the security system at the Correctional Facility. The estimated cost of the upgrade and repairs is $16,740 to $22,680 depending on how many cameras will be needed once they begin the work. The purchase of this upgrade has been approved by the Capital Committee. Moved by Mr. Burns, seconded by Mrs. Irey to approve the repair and update of the security system at the Washington County Correctional Facility. Chief Clerk presented to the Board for their consideration and approval of a motion to employ Scott H. Fergus to fill the Director of Administration position for the County of Washington effective July 12, 2004. Moved by Mr. Burns, seconded by Mrs. Irey to employ Scott H. Fergus as Director of Administration. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of a Resolution to investigate a Tax Increment Financing Plan for financing a portion of the costs of certain infrastructure within the jurisdiction of South Strabane Township as presented by Tanger Outlets and Victory Center Associates.
