Bracken Burns, Sr. and Diana L. Irey. Also being present: Lynn DeHaven, Solicitor; Mary Helicke , Chief Clerk; Scott Fergus, Director of Administration; Linda Belcher, Administrative Assistant; Joann Metz and Joy Sprowls, Commissioner's Office; Captains Todd Hammond and Bill Bryker; Dave Blose, Forty/Eight; Reverend Ben Scott Church of the Covenant; Vince Ley, Planning Commission; Tim Kimmel, Director of Human Services; Jeff Felton, Laura Borish, Mary Boroch, Dianne Eland, Cathy Fritch, Mary Heaton, Jennifer Hopes, Ed Johnston, Kristine McDowell, Jeannine Schuler and Debbie Stacey, Children and Youth Services; ; Phil Ames, Harry Sabatasse, John Adams, Rich Warco, Marcella Delverny and Manuel Yocolano, interested citizens; Jim Jefferson, WJPA; Linda Metz, Observer -Reporter; Casey Gelden, PA Focus and Cal U TV. Co -Chairman Burns called the meeting to order at approximately 10:00 a.m. Reverend Scott led the meeting with a prayer. Mr. Blose led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 753 dated October 7, 2004. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 753 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Maggi — Yes; Mr. Burns- Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring the month of October as "Adoption Month". Moved by Mr. Maggi, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Ms. Borish accepted the Proclamation with honor and thanked the Board for their support. Co -Chairman Burns commented on the great job Children and Youth Services performs and noted at one time Washington County Children and Youth Services was recognized for being the number one agency in the state for adoption services. The Commissioners read a Proclamation declaring National Philanthropy Day on November 181h 2004. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. (RECESS FOR PHOTOS) MINUTE BOOK BOARD OF COUNTY -COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA PUBLIC COMMENTS Phil Ames of Scenery Hill commented on the needs of residents in the county. Dave Blose, of 40/8, announced the annual Veterans Day parade will be held on November 13, 2004 in the City of Washington and invited all to attend. He also mentioned there will be a luncheon at noon that will be held at the American Legion Post 175 with Congressman John Murtha as guest speaker. Harry Sabatasse of Smith Township addressed the Board regarding elected officials pay raises, eminent domain and the possibility of raising taxes in 2005. OLD BUSINESS Solicitor DeHaven requested the Board approve authorization to advertise for bids for blinds for the windows at the Family Court Center. The total cost is estimated to be approximately $11,000413,000 and will be paid from the bond issue. Moved Mrs. Irey, seconded by Mr. Maggi, authorizing the bidding of blinds for the Family Court Center as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven requested the Board approve authorization to advertise for bids for proposals for the upgrade and exchange of the County's access control system for parking and entrance into buildings. The total cost of the initial project is estimated at $20,000-$25,000 and the costs will be split among the bond issue, the Washington County Authority and the County. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization to advertise for proposals for the County's access control system as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven requested the Board approve authorization to advertise for bids for proposals for a Care Tracker System for the Washington County Health Center. The total cost of the system is estimated at $50,000 plus the purchase of a server for approximately $5,000. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization to advertise for proposals for a Care Tracker System as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven requested the Board approve the increase of the project for the Alert Integration from $52,000 to $59,900. The increase is due to adding additional security features for the Judges. It is to be noted approximately $13,000 will be paid from capital and the remainder will be paid from the bond issue. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the increase for the Alert Integration Project as per MINUTE ®❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA above. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the purchase of ten additional licenses for On -Base, one On -Base Application Enabler and one print driver. The licenses will allow Adult and Juvenile Probation Offices, Public Defender, Sheriff, Domestic Relations and Correctional Facility to retrieve documents from the On -Base Document Management System. The print driver will allow for instantaneous indexing of prepared documents without scanning. The total cost is $29,570 and the amount is to be paid by the Records Improvement Committee. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing purchase of ten additional licenses. _ Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the submission of the 2004/2005 Juvenile Probation Grant -in -Aid application to the Juvenile Court Judges' Commission. The amount of state funding anticipated for the current fiscal year is $287,341.00. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the PCCD grant for Juvenile Probation as per above. Roll call vote taken: Mrs. Irey — Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval an agreement with the following contractors to provide transitional housing in the total amount of $210,000. No County funds are required. Try Again Homes, Inc. $ 50,000 effective July 1, 2004 — June 30, 2005 Connect, Inc. $160,000 effective June 1, 2004 — May 31, 2005 Moved by Mrs. Irey, seconded by Mr. Maggi, approving the provider agreements for Human Services as per above. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service contact with Glen Mills Schools in the amount of $310,000 for the period of July 1, 2004 through June 30, 2005 for Children and Youth Services. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the Purchase of Service contract as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following individuals to serve on the Canvass Board for the General Election to be held on November 2, 2004: Beryl Jones, Charleroi Millicent Powell, Finleyville Dorothy Wilhide, Houston Manuel Yocolano, Monongahela Mary Lou DiTullio, Canonsburg Patricia Hagedorn, Richeyville Fred Owens, Monongahela Edward Senko, Donora William Montgomery, Washington Linda Seaman, Claysville Paulie Chappel, Houston Mary Lou Stanko, Richeyville Lori Terling, McMurray Patricia Korintus, Venetia Marie Trozzo, Donora Moved by Mrs. Irey, seconded by Mr. Maggi, appointing the above -named individuals to the Canvass Board as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an application to join the Southwest Region Homeless Advisory Board in order to improve the likelihood of continued funding for seven homeless assistance projects in Washington County at an approximate fee of $5,000 covered by DPW -HAP funding. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing application for continued funding for homeless assistance projects. ANNOUNCEMENTS An executive session was held October 20, 2004 immediately following the Agenda Meeting as an information session related to personnel and labor relations issues and litigation styled County of Washington, Pennsylvania v. Columbia Gas of Pennsylvania filed in the Court of Common Pleas of Washington County Civil Division at 5598 of 2004 and Columbia Gas v. County of Washington, Pennsylvania filed in the Court of Common Pleas of Washington County Civil Division at No. 2004-5867.
