Irey. Also being present: Mary Helicke, Chief Clerk; Scott Fergus, Director of Administration; Lynn DeHaven, Solicitor, Linda Belcher, Administrative Assistant; Sheriff John Rheel and Captain Todd Hammond, Sheriff's Office; Melanie Finney, Planning Commission; Father Pierre Sodini, St. Michael Church, Avella; Dave Blose, Forty and Eight; Tim Kimmel, Human Services Director, Ed Kovacic, Canonsburg Renaissance; Harry Sabatasse, Marcella Dalvemy and Jerry Seaman, interested citizens; Jim Jefferson, WJPA; Barbara Miller, Observer -Reporter; Emily Ebelin, PA Focus. Co -Chairman Burns called the meeting to order at approximately 10:00 a.m. Father Sodini led the meeting with a prayer. Mr. Blose led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 761 dated February 10, 2005. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 761 as written. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. SPEICAL ORDER OF BUSINESS None PUBLIC COMMENTS John Adams, of Avella, addressed the Board regarding fair taxation. He stated there are various ways developers and certain taxpayers receive tax breaks through clean and green, LERTA and TIF's. Mr. Adams noted this is not fair to taxpayers in the county who pay their taxes and do not receive any tax breaks. Harry Sabatasse, of Burgettstown, commented on the issue of eliminating the property tax in the state of Pennsylvania and the elected officials receiving a pay increase. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the Security Services to Victory Security Agency, Carnegie, PA at the rate of $9.70 per hour for the period of April 1, 2005 through March 31, 2006 with the, option to extend through March 31, 2009. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the bid for security services as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for a portion of the vehicle repairs and maintenance as listed: Section I - General Mechanical Repairs - Ryan's Auto Service, Meadowlands, PA $42/hr plus 10% discount from list price on parts. 538 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Section III - Body Repairs - Meadowlands Collision Center, Meadowlands, PA - $38/hr plus 10% discount from list price on parts. Section V - Towing - Pancake Towing, Washington, PA $50/hr base rate light to medium duty vehicle plus $2.00 per mile $65/hr med duty to one ton vehicle plus $2.00 per mile and $50/hr winching fee for very large vehicles These are awarded to the lowest bidders with the ability to meet the specifications. Moved by Mrs. Irey, seconded by Mr. Maggi, to award the portion of the bid for vehicle repairs and maintenance as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board approve authorization to bid for a used fifteen passenger van for Community Services. This purchase has been approved by the Capital Committee. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization to bid for a used fifteen passenger van for Community Services. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. 1011 91ft-O I Chief Clerk presented to the Board for their consideration and approval a cooperative agreement with the Pennsylvania Department of Conservation and Natural Resources which will award Washington County $40.00 per square mile to assist with the development of a GIS system in Washington County. Funds may be used to offset costs for equipment, software or GIS applications for a countywide system. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the cooperative agreement with the Pennsylvania Department of Conservation and Natural Resources as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Child Care Provider Agreements. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the submission of the 2005-2006 Grant Application to the Department of Public Welfare in the amount of $5,398,203. The grant application provides subsidized child care and resource and referral services to eligible working families in the county. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the submission of the 2005-2006 Grant Application for Child Care Information Services as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to supersede the previous Disbursement Request No. 2 under the terms of the County's Allocation Agreement No. 30 in Round V of the CCAP- PACC Program in the amount of $89,936.39, The originally approved Disbursement of September 9, 2004 per Minute No. 752 in the amount of $28,818.39 was held from CCAP in order to have the State increase the allocation. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing request for the Health Center's Disbursement Request. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service contract with Emergency Youth Shelter for Children and Youth Services in the amount of $25,000.00. The contract period is July 1, 2004 through June 30, 2005. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the Purchase of Service contract with Emergency Youth Shelter as per above. Chief Clerk presented to the Board for their consideration and approval an agreement with McGuire Memorial for Mental Retardation residential services in the amount of $102,855. The contract period is July 1, 2004 through June 30, 2005. No County match is required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing agreement with McGuire Memorial for Mental Retardation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with Tri-County Human Services to provide case management services for Mental Health/Mental Retardation in the amount of $2,000. The contract period is July 1, 2004 through June 30, 2005. No County match is required. above. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the ratification of the submission of the Human Services Development Fund Innovation Grant Proposal to the Department of Public Welfare in the amount of $100,000. These funds will be used to implement the Prescription Relief Program in Washington County for the period of February 28, 2005 through June 30, 2005. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the ratification of the submission of the Human Services Development Fund Innovation Grant Proposal as per above. Chief Clerk presented to the Board for their consideration and approval the renewal of the annual contract with Boyle Consulting for the design and implementation of Seagate Crystal Reports for the FACTS 5 system. The funds to support this contract are contained within the Court Automation budget. The contract will be effective March 1, 2005 through February 28, 2006 at the cost of $125 per hour on site and $100 per hour off site. The total services are not to exceed $8,500. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the renewal of the annual contract with Boyle Consulting as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. MINUTE BOOP� BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval authorization to purchase forty lockers for the Sheriff's Department. The cost of the lockers is $335.39 each for a total of $13,415.60. This purchase will be made from a bid contracted with Grainger Industrial Supply, Pittsburgh, PA. This contract is effective through May 31, 2005. above. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the purchase of lockers for the Sheriff's Office as per Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an increase in the amount charged for office space at Courthouse Square. This would be an increase from $13.50 to $14.00 per square foot, effective March 1, 2005. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the increase for office space in Courthouse Square as per above. Chief Clerk presented to the Board for their consideration and approval the adoption of a Dishonesty and Fraud Policy to insure the public that the County operates in accordance with the highest standards and to deter dishonesty and fraud and to implement a procedure for investigating and addressing allegations of such misconduct. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing policy. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the PEMA Fiscal Year 2004 Citizen Corps Program Grant Agreement in the amount of $10,000. This grant will be used to conduct Citizen Corps Program activities and no county match is required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing PEMA FY 2004 Citizen Corps Program Grant Agreement as per above. Chief Clerk presented to the Board for their consideration and approval authorization to purchase three `2005 Dodge Caravans for Juvenile Probation Leader Program at the cost of $15,142 each plus $200 for delivery. This purchase is being made from the Pennsylvania state contract which is effective through August 31, 2005. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization to purchase three vans for the Juvenile Probation Leader Program as per above.
