Irey. Also being present: Mary Helicke, Chief Clerk, Scott Fergus, Director of Administration; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Joy Sprowls, Commissioners Office; Sheriff John Rheel and Captain Todd Hammond, Sheriffs Office; Melanie Finney, Planning Commission; Tim Kimmel, Director of Human Services; Reverend Karen Stevenson, Trinity Episcopal Church; Dorn DeFranco, Carol Maggi, Dave Blose, Joe Malek, Larry Bresselsmith and Mike Klauer, American Veterans; Bob Griffin and Steve Wiencek, Redevelopment Authority; David, Ruby and Dan Burkholder, Mary Heaton, Maureen Griffin, Michelle Lober and Elaine Flanagan, Debby Stacey, CYS staff, Edna Logan, Gary May, Tom and Viola Barton, Kathy and Rich Crothers, Marilyn Hines, Karen Wells, Peggy Maltony and Rose Sroka, foster parents; David Bober, Marcella Dalvemy, Harry Sabatasse, Fred Fleet, Phil Mumaria, John Adams and William Reihner, interested citizens; Jim Jefferson, WJPA and Barbara Miller, Observer -Reporter. Co -Chairman Burns called the meeting to order at approximately 10:00 a.m. Reverend Stevenson led the meeting with a prayer. Mr. DeFranco led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 765 dated April 14, 2005. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 765 as written. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi Yes; Mr. Burns - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a certificate of recognition to Dan Burkholder for receiving the title of State Wrestling Champion for 2005. Mr. Burkholder accepted the certificate and thanked the Board for the recognition. The Commissioners read a Proclamation declaring April 25, 2005 as "Veterans Service Day" in Washington County. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Dave Blose made comments regarding this important day which highlights the many services that are available to veterans. The Commissioners read a Proclamation declaring May 1-7, 2005, as "Vietnam Veterans Recognition Week" in Washington County. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. 566 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Dom DeFranco, Larry Bresselsmith, Mike Klauer and Gene Rockacy of Post 764 were present to accept the Proclamation. They thanked the Board for recognizing Vietnam Veterans and briefly stated the many services that are available to veterans of foreign wars. The Commissioners read a Proclamation declaring the month of May as "National Foster Care Month. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Mary Heaton, of Children and Youth Services, accepted the Proclamation and thanked the Board for their continued support to the office of Children and Youth Services. She mentioned the office works very hard to place children with caring and loving families within the county. Ms. Heaton introduced members of the audience who are foster parents and adoptive parents. She thanked them for all their dedication and commitment to the foster children of Washington County. (RECESS FOR PHOTOS) PUBLIC COMMENTS Fred Fleet, a resident of the City of Washington, expressed his concerns regarding his treatment by the Washington County Redevelopment Authority. He pointed out that because he is a minority he should not be treated with disrespect. Mr. Fleet explained the Redevelopment Authority would like to seize property he owns by eminent domain. He noted monies from the government should be used to develop the Erie -Highland area and to not seize properties for the Authority to use as they see fit. Dave Bober of Canonsburg again stated his opposition of the proposed TIF for the Victory Centre project. He noted the many disadvantages of granting big businesses tax breaks for development in Washington County. Mr. Bober also expressed his concerns regarding public officials meeting behind closed doors to discuss the TIF issue which supports the "non -goodness" of county government. Marcella Dalvemy, of Burgettstown, addressed the Board regarding flood problems she has experienced in her area. Ms. Dalvemy stated she hired a contractor to cleanup her yard from debris left from the flood only to receive a letter from the local code enforcement officer informing her she had to clean up the debris. Ms. Dalverny questioned the Board if there were any funds available to assist her with her costs ($1,850) for the clean up. Chairman Burns suggested Ms. Dalvemy speak to Mr. Kimmel, Director of Human Services, for information regarding her inquiry. Philip Fiurmara, of Hickory, made comments regarding veterans' issues and the rights of American citizens. John Adams, of Avella, stated his opinion regarding the Veterans Cemetery and the recent land purchase. William Reihner, a resident of the City of Washington, informed the Board and staff of the Redevelopment Authority of serious problems he is experiencing with his home he purchased on Burton Avenue through the are not properly sealed and a state inspector noted many other defects in the home. Mr. Reihner stated he would like some assistance to remedy his situation. Mr. Reihner was directed to Mr. Wiencek and Mr. Griffin, of the Redevelopment Authority, regarding his concerns. Harry Sabatasse, of Burgettstown, commented on the issue of elected officials receiving a pay raise. He also stated the Board needs to address issues regarding the veterans, flood problems and the wasting of taxpayers' dollars. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for Medical Supplies and Gloves, rebid to the following vendors based on the "per unit" cost submitted in their bid proposals: Medical Supplies The Burrows Company, Wheeling IL. Gulf South Medical Supply, Ridgeland MS Nurse Assist, Ft. Worth, TX Gloves Home Health Care, Inc., Grosse Pointe Woods, MI This bid has been awarded to the lowest most responsive and responsible bidder meeting specifications. The Medical Supplies, rebid is effective April 28, 2005 through March 31, 2006 at a yearly cost of approximately $96,000. The Gloves, rebid will be effective April 28, 2005 through April 30, 2006 at a yearly cost of approximately $6,200.00. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the bid for Medical Supplies and Gloves as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board approve an extension to the bid contract for the maintenance of the Nurse Call System at the Washington County Health Center with Intertech Security, Warrendale. This extension is through May 5, 2006 at the same terms and conditions of the current contract. Moved by Mrs Irey, seconded by Mr. Maggi, approving the extension on the bid contract as per above. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval of Task Order # 3 under the Comprehensive Engineering Services Agreement with Michael Baker, Jr. Inc. in the amount of $27,579 to design the North Airport Access Road, Phase I to allow for immediate development on County owned land. Costs of the design would be paid 100% county funds. The twelve year plan would be amended to separate this phase to allow for grant reimbursement of the design costs next year. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Task Order # 3 under the Comprehensive Engineering Services Agreement as per above. b-If-Lai MINUTE BODK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Chief Clerk presented to the Board for their consideration and approval an addendum with Catholic Charities to increase the contract amount by $12,000 for a total amount of $30,000 to provide counseling services. This will be for the period of July 1, 2004 through June 30, 2005. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the addendum with Catholic Charities as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Chief Clerk presented to the Board for their consideration and approval Purchase of Service contracts with the following providers for Children and Youth Services for the period of July 1, 2005 through June 30, 2006. West Virginia University Research Corporation for clinical services in the amount of $27,264. Andy Lopez -Williams, PH.D for clinical supervision in an amount not to exceed $6,900 (to be paid at a rate of $50.00 per hour for three hours per week) No additional county funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the Purchase of Service contracts for Children and Youth Services as per above. Chief Clerk presented to the Board for their consideration and approval the submission of a Title I'V--E Grant proposal for Independent Living Services for Children and Youth Services in the amount of $106,919 for the period July 1, 2005 through June 30, 2006. No additional county funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the submission of a Title IV E Grant proposal for Children and Youth Services as per above. Chief Clerk presented to the Board for their consideration and approval the submission of the FSSR Grant Application for Children and Youth Services in the amount of $68,750 for the period of July 1, 2005 through June 30, 2006. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA F C Chief Clerk presented to the Board for their consideration and approval an addendum to the purchase of service contract with Youth Services Agency for Children and Youth Services. The contract authorization amount will increase from $50,000 to $125,000 for the period of July 1, 2004 through June 30, 2005. No additional county funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the addendum to the purchase of service contract with Youth Services Agency for Children and Youth Services as per above. Chief Clerk presented to the Board for their consideration and approval an agreement with Medi Home Hospice for the Washington County Health Center for a twelve month period upon execution. This agreement will enable Medi Home Hospice to continue serving Washington residents upon admission to the Health Center as well as permit the Health Center to accept respite admissions from Medi Home Hospice. There are no costs to the Health Center associated with this contract. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the agreement with Medi Home Hospice for the Health Center as per above. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval the purchase of an Ascom Hasler WJ250 mail machine from Mailing Systems PA, Pittsburgh PA at the of $19,623 which will comply with United States Postal Service regulations. This purchase has been approved by the capital expenditure committee. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the state contract purchase of an Ascom Hasler WJ250 mail machines. Chief Clerk presented to the Board for their consideration and approval in accordance with the Environmental Stewardship and Watershed Protection Act, amend the Trust Agreement Site Specific Lost -Closure between the County of Washington and Pittsburgh National Bank, originally executed on April 20,1989. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the amendment to the Trust Agreement Site Specific Lost -Closure as per above. Chief Clerk presented to the Board for their consideration and approval the Certificate of Applicable Elected Representative and adopt a resolution per section 147(f of the Internal Revenue Code of 1986, as amended, approving issuance by the Washington County Industrial Development Authority to Southstar Properties Limited, a Pennsylvania business corporation as Company/Occupant, of its tax-exempt note in the aggregate principal amount of $6,000,000 for the purpose of financing a project and payment of all or a portion of the financing costs. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the Certificate of Applicable Elected Representative and adopting a resolution for the issuance by the Washington County Industrial Development Authority as per above.
