Irey. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor, Linda Belcher, Administrative Assistant; Joy Sprowls and Sue Orrick, Commissioners Office; Sheriff John Rheel and Captain Todd Hammond, Sheriffs Office; Melanie Finney, Planning Commission; Tim Kimmel, Director of Human Services; Reverend Dave Zona, United Methodist Church; George Eckert, Forty and Eight; Kathy Costantino, Mary Lynn Spilak, Debbie DeStefano, Leslie Grenfel and Wilma Toth, Aging Services; members of the Washington Senior Center, Beth Center Senior Center, Bentleyville Senior Center, Burgettstown Senior Center, Cross Creek Senior Center, Canonsburg Senior Center, and McDonald/Cecil Center, David Bober, Marcella Dalvemy, Harry Sabatasse, Fred Fleet, Phil Ames, John Adams, Arkie Truzzanie, Bob Loar and B.C. Coleman, interested citizens; Jim Jefferson, WJPA and Barbara Miller, Observer -Reporter. Co -Chairman Maggi called the meeting to order at approximately 10:00 a.m. Reverend Zona led the meeting with a prayer. Mr. Eckert led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 766 dated April 28, 2005. Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 766 as written. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns- Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring May as "Older Americans" month in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously, Mary Lyn Spilak, Director of Aging Services, along with Wilma Toth, thanked the Board for the Proclamation and their continued support in older adult programs. Ms. Spilak also introduced members of her staff who are involved with the senior programs. At this time, Mrs. Toth presented the Board with a gift as a small token of their appreciation. (RECESS FOR PHOTOS) PUBLIC COMMENTS Dave Bober of Canonsburg, commented on the TIF issue proposed for the Victory Centre and questioned why good government would block citizen participation with closed -door meetings. John Adams, of Avella, discussed the many problems government is experiencing in today's society. MINUTE B00K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA UE Fred Fleet, of Washington, expressed his concerns regarding the issue of eminent domain and the fact that the Washington County Redevelopment Authority wants to seize his property to sell to Washington and Jefferson College. Mr. Fleet also presented to the Board pictures of homes and buildings that have been slated for eminent domain. Harry Sabatasse, of Burgettstown, again questioned the Board when action would be taken to stop the elected officials pay raises. A. J. Sorenson of McMurray addressed the Board regarding good government. He noted Mr. Fleet's situation and commented that as a citizen of this country, a man has the right to sell his property to whom he wants, when he wants. OLD BUSINESS None NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Deed of Easement from Washington County to Diana Lynn Chadier for ingress, egress and regress of her property in Smith Township from a portion of the Panhandle Trail to Township Road 835. above. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Deed of Easement with Diana. Lynn Chadier as per Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Deed of Easement from the Mon Valley Horse Arena, Inc. to Washington County for a consideration of $5,000 to allow for both temporary and permanent easements associated with the replacement of the Pigeon # 2, Stockdaletown Bridge in Monongahela. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Deed of Easement with Mon Valley Horse Arena, Inc. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Deed of Easement from Peno's Enterprises, Inc. to Washington County for a consideration of $1,300 to allow for both temporary and permanent easements associated with the replacement of the Pigeon # 2, Stockdaletown Bridge in Monongahela. Chief Clerk presented to the Board for their consideration and approval authorization to bid for the rehabilitation of the Buffalo # 23, Sawhill Covered Bridge in Blaine Township. Chief Clerk presented to the Board for their consideration and approval authorization to bid for fence replacement at the Washington County Fairgrounds as partial repairs from the September 17" flood. FEMA monies have been authorized to Washington County to complete this work. Chief Clerk presented to the Board for their consideration and approval a grant application with the Pennsylvania Commission on Crime and Delinquency. This state grant in the amount of $3,587 is for Drug Abuse Resistance Education (D.A.R.E). The grant period will be August 1, 2005 through June 30, 2006 and will provide education for elementary students in the McGuffey and Avella school districts. Moved by Mrs. Irey, seconded by Mr. Burns, approving the grant application for the Drug Abuse Resistance Education Program as per above. These agreements will be automatically renewed until either party to the Agreement notifies the other party in writing of their intent not to renew under the current terms of the provider agreements. Chief Clerk presented to the Board for their consideration and approval an addendum to contract with Commonwealth of Pennsylvania, Department of Transportation to increase the Medical Assistance Transportation Program amount by $90,996 for a total amount of $1,469,651 to provide medical assistance transportation services to eligible residents. This is for the period of July 1, 2004 through June 30, 2005. No County dollars are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving addendum to the contract with Commonwealth of Pennsylvania, Department of Transportation for the Medical Assistance Transportation Program. Chief Clerk presented to the Board for their consideration and approval an addendum to the contract with Washington County Transportation Authority to increase the Medical Assistance Transportation Program amount by $90,996 for a total amount of $1,469,651 to manage and provide medical assistance transportation services to eligible residents. This is for the period July 1, 2004 through June 30, 2005. No County funds are required. Chief Clerk presented to the Board for their consideration and approval to ratify the following Change Order to the Renovation of the Health Center: Controlled Climate Systems HVAC - Change # 1 Additional work orders for duct work revisions for a total change order of $10,837 The Health Center has budgeted $150,000 for contingencies and miscellaneous expenses for this project. The bids totaled $1,034,700. The total amount of change orders to date is $78,242. ($67,405 (Min# 749 8/5/04) Moved by Mrs. Irey, seconded by Mr. Burns, approving the Change Order with Controlled Climate Systems as per above. Chief Clerk presented to the Board for their consideration and approval a payment of $15,225.72 for Oracle Support and Update Service Renewal. This renewal is to DLT Solutions, Herndon, Virginia for the period of January 1, 2005 through December 31, 2005. This will be charged to the Court Automation operating budget. Service Renewal. Chief Clerk presented to the Board for their consideration and approval a Service Agreement from Paper Exchange, Pittsburgh, PA for the purpose of picking up and destroying old records. Paper Exchange provided the lowest cost at $35 per pickup, $5.00 per container for monthly scheduled pickups. Unscheduled stops are, at $35 stop and a rate of $ .05 per pound. These costs will be effective immediately and will continue until further notice: Moved by Mrs. Irey, seconded by Mr. Burns, approving the Service Agreement from Paper Exchange of Pittsburgh as per above. Chief Clerk presented to the Board for their consideration and approval authorization to purchase one 2006 Dodge Caravan for Juvenile Probation Leader Program at the cost of $15,412 plus $200 for delivery. This purchase is being made from the Pennsylvania State Contract which is effective through August 31, 2005. Moved by Mrs. Irey, seconded by Mr. Burns, approving authorization for the purchase of a van for the Leader Program as per above. Chief Clerk presented to the Board for their consideration and approval the adoption of a Resolution approving the Fiscal Year 2005 Action Plan for the Community Development Block Grant Program, HOME Investment Partnerships Program, American Dream Down payment initiative Program and Emergency Shelter Grant Program and the Fiscal Year 2005-Fiscal Year 2009 Consolidated Plan. This purchase will be paid from the Law Enforcement portion of the STOP Grant budget.
