Irey, who was present via conference call. Also being present: Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Joy Sprowls, Sue Orrick and Joann Metz, Commissioners Office; Captain Todd Hammond, Sheriffs Office; Tim Kimmel, Director of Human Services; Melanie Finney, Planning Commission; Reverend Keith Lohr, West Washington United Methodist Church; Donald Shipley, American Legion; Dan Briner and Don Cortese, Information Technology; Marcella Dalverny, Harry Sabatasse, Fred Fleet, John Adams, Carl Maggi, Dave Blose and A. J. Sorenson, interested citizens; Jim Jefferson and Emily Catalone, WJPA and Barbara Miller, Observer -Reporter. Co -Chairman Burns called the meeting to order at approximately 10:05 a.m. Reverend Lohr led the meeting with a prayer. Mr. Shipley led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 769 dated June 9, 2005. Moved by Mr. Maggi, seconded by Mrs. Irey, approving Minute No. 769 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS None (RECESS FOR PHOTOS) PUBLIC COMMENTS Fred Fleet, of Washington, again expressed his concerns regarding the issue of eminent domain and stated the Redevelopment Authority is trying to seize his property and this is illegal. He noted he is contacting the Black Caucus and ACLU to look into this illegal action. Mr. Fleet pointed out it is a disgrace what the Authority is doing to the poor and elderly citizens of the county. John Adams, of Avella, commented on an article he read in the O-R regarding Commissioner Burns attending a CCAP conference in Hawaii. He stated this is not necessary. Mr. Adams also stated the there is a tight budget and the country is at war. Harry Sabatasse, of Burgettstown, again asked when the Board will take action to stop the elected officials pay raises. He pointed out there should be more media coverage on this matter; the media is not reporting the issue on their front pages. Carl Maggi, of Claysville, greeted the Board and audience with a cheery "Hello". He told the news media to "keep up the good work". MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA OLD BUSINESS Solicitor DeHaven recommended the Board reject all bids for the Solar Equipment as there is not enough grant money for the project. Moved by Mr. Maggi, seconded by Mr. Burns, to reject all the bids for the Solar Equipment as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the printed forms as follows: Section I — awarded in total to Master's Ink, Canonsburg PA Section II — to be awarded per item to the following vendors: Ad Forms L.L.C., Donora PA Cane Print Solutions, Atlasburg PA Five Thousand Forms, Fogelsville, PA Harper Printing Service, Pittsburgh PA Progressive Forms & Label Systems, Inc., Harrisburg PA This bid has been awarded to the lowest most responsive and responsible bidder meeting specifications. The printed forms bid will be effective July 1, 2005 through September 6, 2006. The yearly cost is approximately $50,000. Solicitor DeHaven recommended the Board award the bid for the Chain Link Fence Replacements at the Washington County Fairgrounds to Gregg, Inc., Canonsburg, PA in the amount of $13,000. This work is due to damage caused by floods and it is being paid from funds received from FEMA. Moved by Mr. Maggi, seconded by Mr. Burns, awarding the bid for the Chain Link Fence Replacement at the Washington County Fairgrounds as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for meat items for the Correctional Facility and Health Center to the following vendors based on the "per unit" cost submitted in their bid proposals: Gordon Food Service, Grand Rapids, MI Green Valley Packing, Claysville, PA Sysco Food Service of Pittsburgh, Pittsburgh PA This bid will be effective August 1, 2005 through November 30, 2005 at a cost of approximately $34,000. Moved by Mr. Maggi, seconded by Mr. Burns, awarding the foregoing bid for meat. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns - Yes. Motion carried unanimously. (o0`7 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Solicitor DeHaven recommend the Board award the bid for award for the Sawhill Covered Bridge No. 23 to Lone Pine Construction, Inc., Bentleyville, PA 15314 in the amount of $486,441.95. This award is based on final approval from Pennsylvania Department of Transportation and was the only bid received. Moved by Mr. Maggi, seconded by Mr. Burns, awarding the bid for the Sawhill Covered Bridge No. 23 project as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution approving the Plan Revisions and Amendments to the Community Block Grant Program which is part of Washington County's Consolidated Action Plan. Moved by Mr. Maggi, seconded by Mr. Burns, adopting the foregoing Resolution. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agility agreement with PADOT to reconstruct the access road to Shelter #10/observatory area at Mingo Creek County Park. The County will prepare the road and purchase materials. PADOT will complete the paving. The costs will be paid through FEMA funds received for damages incurred after Hurricane Ivan and through the Hotel Tax Grant. Moved by Mr. Maggi, seconded by Mr. Burns, approving an agility agreement with PADOT for the access road to Shelter #10 at Mingo Creek County Park. Chief Clerk presented to the Board for their consideration and approval a temporary license agreement with The Arbenz Company in for reconstruction of the Mid Wheeling #4, Mays Covered Bridge in Donegal Township. The license has been donated by the property owner and the County will hold the property owner harmless and restore all property to original condition upon completion of the bridge. The period of this contract will begin June 1, 2005 and end May 31, 2007. Moved by Mr. Maggi, seconded by Mr. Burns, approving the agreement with the Commonwealth of Pennsylvania, Department of Community and Economic Development for Human Services Department. Jason Walsh to provide legal services to Washington County Children and Youth in all matters pertaining to Juvenile Court for a sum not to exceed $37,131.50 to be paid at a monthly rate of $3,094.30 for eleven months and $3,094.20 for the twelfth and final month. Frank C. Kocevar, Esquire to provide legal services/counsel to dependent children for which a Juvenile hearing is scheduled for a sum not in excess of $30,000 to be paid at a rate of $2,500 per month. The amount of the agreement is for $85,478 with HSDF providing the match. No County dollars are required. This amendment will expand the Health Center's ability to bill their beneficiaries for certain outpatient procedures and will provide additional revenue for the facility. ANNOUNCEMENTS An Executive Session was held on June 22, 2005 immediately following the Agenda Meeting as an information session related to personnel, and labor relations and real estate issues and litigation involving the Veterans Cemetery.
