Ford, Sr. MINUTE BOARD OF COUNTY COMMISSIONERS BOOK WASHINGTON COUNTY, PENNSYLVANIA 23 Minute No. 505 Washington County Commissioners Washington, PA, February 9,1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Emery; Linda Hands, Clerk -Steno II; Cindy Namie, IDA Representative; Representatives of Amrox, Inc.; Controller Belcastro; Brian Bark, Director of Public Safety; Glenn Alterio, Public Defender; Dave Suski, Director of JTPA; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; and various bidders. Chairman Petrosky called the meeting to order at approximately 10:05 a.m. and entertained a motion to arrY„ a Minute Nos. 503 (continued) and 504. Moved by Mr. Bassi, seconded by Mr. Ford, that Minute Nos. 503 (continued) and 504 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS At this time, the Board of Commissioners, in conjunction with the Washington County Industrial Development Authority, held a public TEFRA hearing for the purpose of accepting public comments on the following proposed bond issue which was presented by Cindy Namie, Representative of the Washington County Industrial Development Authority. Applicant: Amrox, Inc. Project: Proposed issuance of Solid Waste Disposal Revenue Bonds by the Washington County Industrial Development Authority. Proceeds of the Bonds will be used on behalf of the applicant, Amrox, Inc., to finance the construction of a facility for the purpose of recycling and regenerating waste hydrochloric acid produced in steelmaking activities and producing iron -oxide as a marketable by-product at a site situate at J. F. Kennedy Street, Allenport Borough, Washington County, Pennsylvania 15412. The owner and operator of the facility is to be Amrox, Inc. Ford, Sr. MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA OLD BUSINESS Solicitor Emery recommended that the bid for Time & Attendance System at the Washington County Health Center be awarded to Av-Tech Services, Inc., of Pittsburgh, Pennsylvania. The total project cost is $22,718.90. Moved by Mr. Bassi, seconded by Mr. Ford, awarding the bid as per above; this being the lowest bid received in accordance with specifications. REMARKS: It was noted that the two other bids received were lower in cost but did not meet the specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Ingersoll-Rand Building and Site Improvements Project (Charleroi/North Charleroi Borough) NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Children and Youth Purchase of Service Agreements with Washington Y.M.C.A, Mon Valley Y.M.C.A. and Washington Y.W.C.A. These Agreements will be established as needed to permit Children and Youth foster families and other families approved and receiving services through Children and Youth to utilize the various services and special programs for families that are only available through these facilities. The total expenditure/allocation will not exceed $12,000.00. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreements as per above. Chief Clerk presented to the Board for their consideration and approval a request from the Washington County Health Center Administrator to approve an Agreement with Ambulance & Chair Services for the provision of emergency and non -emergency ambulance and wheelchair transport services on an as -needed basis. Chief Clerk presented to the Board for their consideration and arr..,*al a request from the Director of Adult Probation to submit an Application to the Pennsylvania Board of Probation and Parole in conjunction with the Pennsylvania Commission on Crime and Delinquency. This is in response to a $69,185.00 grant which has been made available to Washington County via the State's Intermediate Punishment Grant for counties which is to be used exclusively for Intermediate Punishment. The application requests non -match State funding for an interdisciplinary program designed to help avoid a 'build and fill" scenario at the new County Justice Center. The immediate goal is to expand the capacity of the existing Intermediate Punishment Program by 20 to 25 slots and the long-term goal is to provide the infrastructure for a more comprehensive Intermediate Punishment Program. 7 Metro Petrosky, Jr. Melvin B. There was a second quote from Fireman's Fund of $20,510.00; however, their quote contained six additional exclusions which would provide lesser coverage.
