Ford, Sr. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Minute No. 508 Washington County Commissioners Washington, PA, March 23,1995 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II; Controller Belcastro; Roger Ecker, Assistant County Solicitor; Stacy Pokorny of Administration; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; and Chris Enzerra, Herald Standard. Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 507. Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 507 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. Canonsburg Borough Street Improvements Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation which provides for State reimbursement at one hundred (100%) percent, up to a maximum of $350,000.00, for design, right-of-way acquisition, allowable utility relocation and construction costs in connection with the Bailey Bridge Project (located over Ten Mile Creek). Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreement with the Pennsylvania Department of Transportation as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Keystone Historic Preservation Grant Application for funding in the amount of $35,550 in connection with the Henry House Restoration Project in Mingo Creek County Park. The total project cost is $71,100 and the County's matching share is $35,550. n Moved by Mr. Bassi, seconded by Mr. Ford, approving the Keystone Historic Preservation Grant Application as per above. The funds will be used for hazardous materials team equipment, a temporary employee, file server for a Public Safety Department computer network and a miscellaneous planning supplies. above. Commerical and industrial products (maintenance supplies) as listed in the Grainger Catalogue or equal 2. Intermittent cleaning contract of the Bailey Bridge located in Amwell Township 3. Removal of Obstruction at the Washington County Airport, Runway 9-27 (subject to final review by the County Solicitor) 4. WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval an Agreement between the Department of Human Services and the Washington -Greene MH/MR Program in the amount of $20AN for the period of April 1 through June 30,1995, for the purpose of providing homeless assistance to the mentally ill population of Washington County. Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize payment of an advance of $12AW from the General Fund for the Section 406 Transportation Program to pay local vendors for the purchase of equipment to be used in the Washington County Transportation Program. The General Fund will be reimbursed by PennDOT within the next 90-120 days. Moved by Mr. Ford, seconded by Mr. Bassi, approving the advance payment as per above. Chief Clerk presented to the Board for their consideration and approval Addendums to the Agreements with the following providers relative to the Children and Youth Program: above. 1. The CARE Center, Inc. - Addendum extends services to child victims of abuse through the remainder of the current fiscal year. Services are no longer covered under the Child Abuse and Family Service Grant. Costs have been picked up under Act 148 base allocation and Title IV -A funds. 2. Washington Communities MH/MR Center, Inc. - Addendum extends services to perpetrators of child abuse through the remainder of the current fiscal year. Services are no" longer covered under the Child Abuse and Family Service Grant. Costs have been picked up under Act 148 base allocation and Title IV -A funds. 3. Pressley Ridge Schools - Addendum increases the contract authorization amount from $75,000 to $145,000. 4. Mars Home for Youth - Addendum increases the contract authorization amount from $125,000 to $220,000. 5. Agreement with DPW for subsidized day care services for FY95/96 in the maximum amount of $1,529,936. 2. FY94195 Provider Agreement with Magic Years of Pittsburgh, PA 3. FY94195 Provider Agreement with Christ United Methodist Church Child Care of Bethel Park, PA Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreements as per above.
