The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II;
Controller Belcastro; Roger Ecker, Assistant County Solicitor; Jack Welty, Data Processing Manager, Francis
King, Director of Property and Supplies; Charles Pollacci, Veterans Director; Joe Smydo, Observer -Reporter;
Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, The Valley Independent; Dave Suski,
JTPA; Janice Urban, Acting Director of Employee Relations; Floyd Laubham, Planning Commission; Edward
Snarey, John DeDominicis and Joseph Abate, VFW Representatives; Clint Wright, Anthony Arnone, Danny

Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and entertained a motion
to approve Minute No. 509.
Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 509 be approved as written.

SPECIAL ORDER OF BUSINESS.
Chairman Petrosky entertained a motion to adopt a Proclamation in support of the efforts of the
Citizens Flag Alliance to secure twenty million signatures by Flag Day, June 14,1995, of petitioners who
support the adoption and ratification of a constitutional amendment allowing the States and Congress to
enact laws prohibiting physical desecration of the United States flag.
Moved by Mr. Ford, seconded by Mr. Bassi, adopting the foregoing Proclamation.

Motion carried unanimously.
(The Commissioners presented the Proclamation to representatives of the VFW and American Legion.)
Chairman Petrosky entertained a motion to adopt a Proclamation designating the week of April 23-29,
1995, as "Washington County Victims' Rights Week".
Moved by Mr. Bassi, seconded by Mr. Ford, adopting the foregoing Proclamation.

Remarks: It was noted that Item #05A (Lamb Cubes) was awarded to Kraft Foods, the second low bidder.
The low bidder, Shane Meat Company, has not met the specifications, has provided lamb cubes with too
much fat and the specifications require 100% lean.

Solicitor Ecker recommended that the bid for Public and Inmate Phones for the new justice Center be
awarded to AT&T.
Moved by Mr. Ford, seconded by Mr. Bassi, awarding the bid as per above; this being the only bid
received in accordance with the specifications. (Note: One other bid was received from Allegheny
Telephone Company, but was unacceptable as it was not accompanied by the required bid security.)

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an Agreement with
Musicians Performance Trust Fund for the performance of concerts during the 1995 summer months at the
parks. The County's share of the cost would be $2,436.00.
Moved by Mr. Ford, seconded by Mr. Bassi, approving the Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval authorization for the Acting
Director of Planning to proceed with preliminary engineering on the Airport project by changing the scope
of work from T-hangar rehabilitation to T-hangar replacement, utilizing nested T-hangars, and reviewing the
possibility of additional construction.

Chief Clerk presented to the Board for their consideration and approval a recommendation from A.
Bruce Grindle, the County's consultant, to authorize an extension of the current contract with Energy Sales
Company for the transportation of natural gas at a reduced rate of $2.35/Mcf. which will result in a savings
of approximately 25% over last year's rate of $2.95/Mcf.

Chief Clerk presented to the Board for their consideration and approval authorization to advertise for
bids for computer paper for all County Departments. It was noted that the County has been purchasing
computer paper from the State Contract which has expired and for which there is no indication of when it
will be renewed. Due to the constant change in the paper industry, the bid will be for a three-month period
with the option to extend for an additional three months by mutual agreement of both parties.

Chief Clerk presented to the Board for their consideration and approval a new Lease Agreement with
the American Legion Ernest Phillips Post #485 for the McDonald Senior Citizens Center, effective July 1,
1995, for a period of five years. The rent will remain the same at $175.00 per month, but the utility costs

will increase from $150.00 per month to $190.00 per month due to recent renovations in the kitchen.

Chairman Petrosky commented that from information provided to the Board by the Budget Director
relative to travel costs for approximately fifteen County Departments for the first quarter of 1995, the
amount spent has been $5,364.12 with $2,355.41 being reimburseable; therefore, the County's cost has been
$3,008.71 which Chairman Petrosky noted is not significant in relation to the County's $32 million general
fund budget.
