The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Petrosky, Bassi and Ford. Also being present: Tina Dallatore, Chief Clerk; Linda Hands, Clerk -Steno II;
Controller Belcastro; Kathy Emery, County Solicitor; Joe Smydo, Observer -Reporter; Nikki DiNardo, WJPA;
Chris Enzerra, Herald Standard; Kathy Thomas, The Valley Independent; Bob Umstead, Redevelopment
Authority; Floyd Laubham, Planning Commission; Cathy Kresh, LMA Day Care; Mary Lynn Spilak, Angie
Alampi and Deborah DeStefano, Aging Services; Bob Willison, Leslie Grenfall and Wilma Toth, SWPAAA,

Chairman Petrosky called the meeting to order at approximately 10:10 a.m.
A moment of silence was held in memory of John Yoney, County Treasurer, who died on May 3rd.
Chairman Petrosky entertained a motion to approve Minute No. 510.
Moved by Mr. Bassi, seconded by Mr. Ford, that Minute No. 510 be approved as written.

SPECIAL ORDER OF BUSINESS
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution approving the FY 1995 Community Development Block Grant
(CDBG), Home Investment Partnerships Program (HOME), Emergency Shelter Grants Program (ESG) and
the Consolidated Strategy and Plan.
Moved by Mr. Ford, seconded by Mr. Bassi, adopting the Resolution as per above.

The Commissioners presented the Proclamation to Wilma Toth, representative of SWPAAA, Inc.
Mary Lynn Spilak, Director of Aging Services, made some brief comments and noted that this is the 30th
Anniversary of the Older Americans Act.
Commissioner Ford read a Proclamation designating the week of May 6-13, 1995, as "National Safe
Kids Week".
Moved by Mr. Ford, seconded by Mr. Bassi, adopting the foregoing Proclamation.

Motion carried unanimously.
The Commissioners presented the Proclamation to Terri Anthony of the Highway Safety Program.
Commissioner Bassi read a Proclamation designating Wednesday, May 10, 1995, as "Children's
Groundwater Festival Day".
Moved by Mr. Bassi, seconded by Mr. Ford, adopting the foregoing Proclamation.

The Commissioners Bassi presented the Proclamation to Barbara Horan Webb, Festival Coordinator,
and Launa Haney Post of the Soil Conservation Service.
Chairman Petrosky introduced Steve Shaner, Drug & Alcohol Executive Director, and Lou Waller,
Chairman of the Drug and Alcohol Planning Commission, for the presentation of Mini Grant Awards to
representatives of the following organizations:
1.) Young Women's Christian Association (YWCA)
Award: $2,000.00
Proposed Activities: Recreation After -School Program for children in grades 1-5 residing in South
Central Washington.

Proposed Activities: One -day adventure -based workshop at InterCare/Southwood and puppetry
program presented by 6th graders to elementary students.
3.) The Sunlight, Washington
Award: $2,000.00
Proposed Activities: Educational workshops and materials for recovering residents of Washington
and Greene Counties.
4.) Greene County Family Center
Award: $2,000.00
Proposed Activities: Community Wellness Fair for families in Greene County.
5.) Career Exploration Mission Project, John Wesley United Methodist Church, Washington
Award: $1,700.00
Proposed Activities: Various CEM program components: Job skills training, job placement, field
trips, talent performances, and adult career mentors. Program provided for African -American
youth grades 1-12.
6.) Mon Valley Youth and Teen Assn.
Award: $2,000.00
Proposed Activities: Camping trips for at -risk youth, 6-14, residing in Donora.
7.) Try Again Homes, Washington
Award: $2,000.00
Proposed Activities: Adventure -based activities for at -risk low-income and minority youth (12-18)
who are currently receiving counseling or foster care services in Washington County.
8.) DAAP, Canonsburg
Award: $2,000.00
Proposed Activities: Summer playground program for children K-12 grades.
9.) B.E.A.R. Drug Program Foundation, Washington
Award: $2,000.00
Proposed Activities: Huggie the B.E.A.R. hand puppet educational program for children, K-3
grades, in Washington and Greene Counties.
GRAND TOTAL $17,475.00

There were no citizens' comments.
OLD BUSINESS
Solicitor Emery recommended that the bid for the Bridge Housing Rehabilitation Project be awarded
to Kopko Construction of Washington, Pennsylvania, for the total base bid amount of $74,422.00.
Moved by Mr. Bassi, seconded by Mr. Ford, awarding the bid as per above, this being the lowest
responsible bid received in accordance with specifications.

Chief Clerk presented to the Board for their consideration and approval an Agreement with the
Pennsylvania Department of Transportation for the Shared -Ride Program for Fiscal Year 1995-96 in the
amount of $750,000 which represents 75% of the full year's funding; also, approval of an Agreement with
COMSIS Corporation for the purpose of administering this program for the period of July 1, 1995 - June 30,
1996.
Moved by Mr. Bassi, seconded by Mr. Ford, authorizing the Agreement as per above and authorizing
the Chairman of the Board to so execute and the Chief Clerk to attest the same.

Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint
Attorney Gary Gilman to the Washington -Greene Drug & Alcohol Planning Commission for a 3-year term,
effective May 4,1995, in the membership category of "Criminal Justice".

Chief Clerk presented to the Board for their consideration and approval a recommendation to
appropriate the sum of $500.00 to the Vietnam Veterans Leadership Program of Western Pa., Inc., for the
1995 STAND DOWN to be held at Boyce Park on September 8-10, 1995, which is a comprehensive service
program for homeless veterans. The funds will be used to purchase clothing and other necessary items for
homeless veterans. Ed Snarey of the Veterans Council and Charles Pollacci, Director of Veterans Affairs,,
made some brief comments about this event.

with Michael Baker, Jr., Inc., of Beaver, Pennsylvania, in the maximum amount of $62,192.00 for engineering
services in connection with the T-Hangar Replacement Project at the Washington County Airport.
Moved by Mr. Bassi, seconded by Mr. Ford, approving the Engineering Agreement as per above.

Engineers for the purpose of inspecting and evaluating the pavement (driveway and parking areas) at the
Health Center at a cost not to exceed $1,748.74.

with Don Cummins for telephone repair services which increases the monthly compensation from
$400/month to $600/month, effective May 1, 1995.

Commissioner Ford made reference to the meeting minutes of April 20th relative to travel costs for
the first quarter of 1995 (see page 74). He stated that the actual cost to the County is $20,784.00. He stated
that last year's total expenditures were $238,534.00 and the County's cost was $99,412.00 for travel. Chairman
Petrosky clarified that the figures from the last meeting pertained only to out -of -county travel and did not
include routine in -county travel.
